Where qualifying victims have exercised their statutory right to make representations about the offender's licence conditions, the exclusion zone set will take into account those representations. In each case, the supervising officer proposes conditions as appropriate and requests these from the appropriate authority, which applies it to the licence on behalf of the Secretary of State. In the case of determinate sentence prisoners, the authority is the prison governor; in the case of indeterminate sentence prisoners, or others whose release is on the direction of the Parole Board, the authority is the Parole Board.</p><p> </p><p>These conditions must be kept under review, and are intended to be flexible to the possible resettlement needs of an offender in the community and any new risks that arise.</p><p> </p><p>An exclusion zone will rarely be absolute, as it is recognised that there may be exceptional reasons why the offender needs to enter the exclusion zone. Thus, where an exclusion zone is included in the offender's licence, it will usually be open to the supervising officer to grant the offender permission to enter the exclusion zone, for a temporary period and for a specific purpose.</p><p> </p><p>As this is a purely localised decision, there is no national record of the number of occasions such permission has been given. It is, therefore, not possible to answer the questions regarding how many times an offender has been granted permission to enter the exclusion zone applied to his licence.</p><p> </p><p>Data from the last 10 years is not available in the required electronic format to answer the question relating to numbers of offenders with exclusion zones included in their licence. Last December we published statutory guidance for local authorities to ensure that – with the exception of Service personnel – only those with a well-established local residency and local association qualify for social housing. The guidance also encourages local authorities to consider how accurate and anonymised information on waiting list applicants and lettings outcomes could be routinely published, to strengthen public confidence in the fairness of their allocation scheme.</p><p>Information on social housing lettings is collected by the Department through the Continuous Recording of Lettings (CORE). In 2012/13, 92% of all new social housing (general and supported, social and affordable rents) lettings were to households where the lead tenant was a UK national. In Liverpool this was 91%. By March 2015, we expect to make measurable progress towards achieving true parity of esteem where everyone who needs it has timely access to evidence-based services”.</p><p> </p><p> </p><p> </p><p>NHS England is currently gathering information about access to and waiting times for adult mental health services around the country, and whether any particular groups of people experience longer waits or poorer access than others. Based on this information, we will then set new national standards that focus on improving access to adult mental health services. They may also be liable for any collateral offences which they foresaw might be committed by other members of the group in the course of putting their plan into effect. But they would not be liable for any offences that were fundamentally different from anything they foresaw or if they had taken steps to withdraw from the enterprise before the plan was carried out.</p><p> </p><p>The law serves a useful purpose in bringing to justice all those who have been involved in the commission of an offence. RBS transferred £38 billion of ‘high-risk’ legacy assets to RCR. RCR is managed separately from the main bank, and the aim is to wind down these assets in full within three years.
