	answer	answer is ministerial correction date of answer 10/06/2015 answer text <p>The move to regional adoption agencies will improve the efficiency of adoption services and increase the scale at which services operate. This is expected to lead to savings for local authorities through efficiency gains as they benefit from economies of scale and through improvements in the timeliness of adoptions. The Department for Education is working with local authorities to encourage voluntary consolidation. The department will assess and evaluate the costs and savings resulting from the measures as part of this work. The department will also provide some financial support for transition to regional adoption agencies.</p><p> </p><p> </p><p> </p><p>The Education and Adoption Bill also includes measures to improve the overall quality of education received by children in England. This includes streamlining the process by which failing schools become academies and introducing new powers to support and challenge coasting schools. Every looked-after child must have a care plan which includes a ‘plan for permanence’. Permanence can take the form of a successful return to the child’s family, long-term foster care, adoption or special guardianship.</p><p> </p><p> </p><p> </p><p>In order to improve practice in instances where the best permanence option for children is to remain looked-after, the government amended regulations in April 2015 to introduce ‘long term foster care’ as a distinct placement type. In cases such as these, statutory guidance is clear that the local authority should assess the ability of the identified foster carer to care for the child (this may be the foster carers currently looking after the child, or new carers who are best able to meet the child’s needs). Our manifesto sets out our plans to give councils the power to issue fixed penalty notices for small-scale fly-tipping, as well as reviewing the existing fixed penalty notices for littering.</p><p>These steps will build on other action we have taken, including working with the Sentencing Council to strengthen its Guideline for sentencing for environmental offences, which came into force on 1 July last year; making it easier for vehicles suspected of being involved in waste crime to be stopped, searched and seized; and continuing working in partnership with others through the Defra-chaired National Fly-Tipping Prevention Group to promote and disseminate good practice in the prevention, reporting, investigation and clearance of fly-tipped waste.</p><p>Local Authorities already have enforcement powers to prosecute individuals who transport and dispose of waste illegally. 	answer	answer is ministerial correction date of answer 14/10/2015 answer text <p>The Department has put in place a statutory framework which provides assistance to children with special educational needs (SEN).</p><p>This framework requires local authorities to assess children’s needs and to keep provision under review in their area so that they provide appropriate placements for children with SEN. Local authorities must also publicise the support they provide through a local offer of services and they must review their local offer regularly, involving parents and children.</p><p>Since September 2014, when a child has more complex needs, an Education, Health and Care (EHC) plan may be issued. Local authorities have a statutory duty to make the special educational provision set out in EHC plans. Where parents ask for a preferred educational setting to be named within a plan, that setting is under a duty to admit the child unless it is unsuitable for the child’s age, aptitude, ability and special educational needs, or placing the child at the school would be incompatible with the efficient education of others or the efficient use of resources.</p><p>The Department has made it possible for local authorities to commission a range of specialist SEN provision including special units and resourced provision in mainstream schools and special schools (including special academies). Local authorities may also use placements in non-maintained and independent special schools.</p><p>The Department has created the opportunity for applicants to apply to open Special Free Schools under the Free Schools programme, where there is real, local demand from parents for a new or different type of education to benefit local children and their families. 	answer	answer is ministerial correction date of answer 14/10/2015 answer text <p>Local authorities are under a statutory duty to provide a sufficient supply of schools and school places that meet the needs of the communities they serve.</p><p>When a parent is refused a school place they have an unqualified right of appeal to an independent appeal panel.
