star this property answer text <p>As a Master’s-level qualification, all SENCO-accredited courses are either delivered by or ratified by Higher Education establishments. In 2013-2014, SENCO-accredited courses are being run by 21 universities and 3 training providers, working in partnership with universities.</p><p> </p><p>Since the inception of the training, 10,119 SENCOs have been funded to take the award, which equates to approximately 40% of the schools in the country.</p><p> </p> more like this

The funding arrangements enable local authorities to allocate a proportion of their funding to schools on the basis of local need, including by the number of their pupils with EAL to support their overall education. Schools are responsible for ensuring that their provision meets the needs of the range of their pupils, including those with EAL. star this property answer text <p>The School Staffing (England) Regulations 2009, the Education (Independent School Standards) (England) Regulations 2014 and the Non-maintained Special Schools (England) Regulations 2011 require schools to carry out specific checks before they may appoint an individual, including from abroad, to work at the school.</p><p> </p><p>The regulations require schools to check: the identity of the individual; that the person meets any relevant staff qualification requirements; and that the person has a right to work in the UK. In addition, the school must obtain an enhanced Disclosure and Barring Certificate and where relevant a check of the children’s barred list. For those appointed into a teaching position, schools must ensure that the individual is not prohibited by the Secretary of State for Education from carrying out teaching work in England.</p><p> </p><p>Where the person to be appointed has lived outside of the United Kingdom the regulations require further checks to be made and that the school must have regard to statutory guidance issued by the Secretary of State when deciding what those additional checks should be.</p><p> </p><p>The Department’s ‘Keeping Children Safe in Education’ (KCSIE) statutory guidance makes clear that all schools and colleges have a duty to carry out mandatory safer recruitment checks that help to identify individuals who are not suitable to work with pupils. This guidance also signposts Home Office advice about obtaining criminal record information from overseas police forces and certificates of good conduct.</p><p> </p>

star this property answer text <p>On 13 March, I announced proposals to allocate £350 million to our least fairly funded local areas in 2015-16. This is the biggest step towards fairer schools funding in a decade, and it puts us in a much better position to implement a national funding formula when the time is right.</p><p>To allocate this £350 million as fairly as possible, we selected the characteristics we think contribute most to the attainment of pupils and viability of schools, and set indicative minimum funding levels for each of these. These characteristics include deprivation and low prior attainment, both of which show some correlation with low-cost, high incidence special educational needs (SEN). We looked at the average value attached by local authorities to these characteristics and used these as a basis for our proposed minimum funding levels. Applying these minimum funding levels could mean that some of the least fairly funded local authorities with high numbers of these pupils see a benefit.</p><p>This additional £350 million applies to the schools block of the dedicated schools grant that local authorities receive. However, this is one of three notional blocks of funding, and local authorities are free to move money between their schools block, high needs block and early years block as they see fit. It is therefore possible that local authorities could choose to move the additional money to their high needs block to support children with high-cost special educational needs.</p><p>Our proposals are still at the consultation stage. star this property answer text <p>Referrals by the police to the National College for Teaching and Leadership (NCTL) are currently made under the Notifiable Occupations Scheme, which is the responsibility of the Home Office (Home Office Circular No. 6/2006). The scheme is currently under review with new provisions being considered by the Home Office to supersede the existing scheme.</p><p> </p><p>Officials at NCTL are in discussions with the Association of Chief Police Officers to ensure that the new scheme continues to provide consistent, timely and relevant information. Disclosure of the teacher's current or last employment will be considered as part of those ongoing discussions.</p> more like this
