star this property answer text <p>Health and Safety Executive (HSE) is reviewing all of its Approved Codes of Practices (ACOP) in line with Professor Löfstedt's independent review of health and safety legislation ‘Reclaiming health and safety for all' (published November 2011). </p><p> </p><p>(a) 19 ACOPs have been reviewed since May 2010. Of these, five have been revised and re-published, nine consolidated into three revised ACOPs and five withdrawn completely. These are:</p><p> </p><table><tbody><tr><td><p><strong>Revised</strong></p></td></tr><tr><td><p>L5 - Control of substances hazardous to health</p></td></tr><tr><td><p>L8 - Legionnaires' disease. That's why we are doing everything we can to give those looking for work the skills and the opportunities to access them. Universal Jobmatch is a powerful tool for successfully connecting people to jobs, and it is delivering.</p><p> </p><p>The website launches a public service into the digital age, allowing people to search for work from their home, handheld devices, local libraries, as well as the traditional Jobcentre. It allows employers to match jobseekers to their vacancies and gives our customers access to a greater number of opportunities. It puts them on an equal footing with everyone else seeking a new job in the UK. With over 6 million job searches per a day, the service is clearly popular, successful, and value for money.</p><p> </p><p>At 18 March 2014, there were 507,474 vacancies on the service. </p><p> </p><p>All internet job sites face the issue of duplicate vacancies. We take this issue very seriously, and whenever we have a doubt about the validity of a job offer we will intervene, suspend the vacancy and investigate. If an employer breaches our terms and conditions we remove their right to advertise. Our continuing removal of such employers or jobs demonstrates that our system of checks works.</p><p>Since Universal Jobmatch was launched in November 2012, we have removed 1216 employer accounts that did not comply with our terms and conditions. That figure is equivalent to 0.2% of the total number of registered employer accounts. </p><p> </p><p>Universal Jobmatch has revolutionised the way we deliver the public employment service. With over 6,000,000 job searches per day at a cost of far less than 1 pence each, it represents excellent value for money.</p>

That's why we are doing everything we can to give those looking for work the skills and the opportunities to access them. Universal Jobmatch is a powerful tool for successfully connecting people to jobs, and it is delivering.</p><p> </p><p>The website launches a public service into the digital age, allowing people to search for work from their home, handheld devices, local libraries, as well as the traditional Jobcentre. It allows employers to match jobseekers to their vacancies and gives our customers access to a greater number of opportunities. It puts them on an equal footing with everyone else seeking a new job in the UK. With over 6 million job searches per a day, the service is clearly popular, successful, and value for money.</p><p> </p><p>At 18 March 2014, there were 507,474 vacancies on the service. </p><p> </p><p>All internet job sites face the issue of duplicate vacancies. We take this issue very seriously, and whenever we have a doubt about the validity of a job offer we will intervene, suspend the vacancy and investigate. If an employer breaches our terms and conditions we remove their right to advertise. Our continuing removal of such employers or jobs demonstrates that our system of checks works.</p><p>Since Universal Jobmatch was launched in November 2012, we have removed 1216 employer accounts that did not comply with our terms and conditions. That figure is equivalent to 0.2% of the total number of registered employer accounts. </p><p> </p><p>Universal Jobmatch has revolutionised the way we deliver the public employment service. With over 6,000,000 job searches per day at a cost of far less than 1 pence each, it represents excellent value for money.</p>

star this property answer text <p> </p><p> </p><p>DWP's legal advice states that Transfer of Undertaking (Protection of Employment) Regulations 2006 (TUPE) do not apply. As TUPE does not apply, there is no statutory consultation duty arising out of the TUPE provisions.</p><p>DWP wants to offer TUPE protections to local authority staff transferring to DWP and will affect the staff transfer by way of Section 38 of the Employment Relations Act 1999 (s38 ERA 1999). There is no statutory consultation requirement under s38 ERA 1999.</p><p> </p><p>In the absence of any statutory requirement, DWP have agreed a 6-week consultation period on the staff transfer scheme under s38 ERA 1999.</p><p>DWP started consultation on the transfer of staff on 3 March 2014 and is due to complete on 14 April 2014.</p><p> </p><p>DWP formally engaged with LA Trade Unions as a stakeholder on 7th March 2014 by sending Unite, GMB and Unison trades unions copies of their letter to Local Authority Chief Executives inviting comments on the transfer of staff. Further engagement will be scheduled to agree consultation arrangements going forward.</p>

star this property answer text <p>There is a range of assistance with energy costs available to low income and vulnerable consumers.</p><p> </p><p>Some policies offer automatic payments. For example, Cold Weather Payments provide £25 for each 7 day period of very cold weather to eligible households. The cost of this scheme is not only dependent on who is eligible but also on the number of consecutive days of very cold weather in a given winter.</p><p> </p><p>Other types of assistance are set at a given level of annual support, irrespective of the number of eligible consumers. For example, Affordable Warmth is estimated to deliver energy efficiency and heating measures worth around £350 million. Whilst a consumer needs to be claiming certain types of benefits to be eligible for the scheme, support is capped at a certain target level and therefore extending the scheme's eligibility criteria would not necessarily affect the cost of the scheme.</p><p> </p><p>These examples highlight that the cost of assistance is dependent on a number of factors beyond simply whether a consumer is eligible for support. We estimate 8 million people will be receiving Universal Credit once it has been fully rolled out. However, the cost to the public purse of extending the eligibility of the assistance schemes will depend on which schemes are included (e.g. would Winter Fuel Payments be included?), the way eligibility is implemented (capped versus automatic) and external factors such as the weather.</p><p> </p>

The data presented above comes from benefit claims data held by the Department for Work and Pensions. It related to new and repeat ESA claims. In October 2008, ESA replaced IB for new claims. Starting with a trial in October 2010, and reaching a full scale national roll-out in April 2011, existing IB claims began to be phased out, with claimants reassessed to see if they qualify for ESA instead.</p>
