	answer	answer is ministerial correction date of answer 02/12/2020 answer text <p>Migrants with leave under the Family and Human Rights routes can apply, for free, to have their NRPF condition lifted by making a ‘change of conditions’ application if they are destitute or at risk of destitution, if the welfare of their child is at risk due to their low income, or where there are other exceptional financial circumstances.</p><p>Change of conditions decisions are being prioritised and are being dealt with compassionately. This approach is working. 	answer	answer is ministerial correction date of answer 03/02/2022 answer text <p>The landmark transparency provisions contained in section 54 of the Modern Slavery Act 2015 made the UK the first country in the world to require businesses with a turnover of £36m or more to report annually on the steps they have taken to prevent modern slavery in their operations and supply chains.</p><p>To enhance the impact of transparency and accelerate action to prevent modern slavery, the Government committed to strengthening the reporting requirements contained in section 54 and introduce new measures including financial penalties for organisations that fail to meet their statutory obligation to publish modern slavery statements.</p><p>These measures require primary legislation and will be introduced when parliamentary time allows. We have studied the judgment in <em>ST (a child, by his Litigation Friend VW) &amp; VW v Secretary of State for the Home Department</em> [2021] EWHC 1085 (Admin), and are planning to make amendments to the NRPF policy that are required by that judgment. This includes decisions made following a Change of Conditions application. Victims of crime are treated first and foremost as victims and are encouraged to report crimes to the police. If in doing so an individual is found to have no status in the UK, we carefully consider the individual’s circumstances before determining whether enforcement action is appropriate.</p><p>We undertook to review our overall response to migrant victims of domestic abuse in response to the recommendations of the Joint Committee on the Draft Domestic Abuse Bill.</p><p>It is clear from the review that we need a better evidence base before we can make robust policy decisions about the longer-term support group of victims. That is why the Government has launched the £1.5m Support for Migrant Victims Scheme which will be run by Southall Black Sisters and their delivery partners. This scheme will provide accommodation and support for migrant victims of domestic abuse with no recourse to public funds, as well as providing wrap around provisions, including emotional support, and more practical support such as immigration advice. Additionally, it will provide the data required to inform subsequent policy decisions.</p><p>Already, we offer support to migrant victims of domestic abuse on certain spousal visas through our Destitute Domestic Violence Concession, which enables individuals to access public funds for three months and can be used to fund safe accommodation.
