star this property answer text
I refer the Hon. Member to the answer given on 21st October 2019. Access to Child Benefit follows the long-standing Government policy that those who have not established their right to remain permanently in the UK should not have welfare provision on the same basis as those whose citizenship or status here gives them an entitlement to benefits. All those admitted to the UK for a temporary purpose are required, under the immigration rules, to be able to maintain and accommodate themselves without recourse to public funds.

For this reason, apart from specified exceptions – set out in the Social Security (Immigration and Asylum Consequential Amendments) Regulations 2000 – persons subject to immigration control are not eligible for Child Benefit.

However, individuals who have no recourse to public funds can access many services including the NHS, statutory sick pay and some other work-related benefits. Local Authorities also have a statutory duty to provide support to families subject to the NRPF condition where a child’s wellbeing is in question.

In addition, they are able to access support measures put in place to respond to the Covid-19 global pandemic, including the Job Retention and Self-Employed Income Support schemes, free school meals, mortgage payment holidays and protection from eviction.

Eligible immigrants with a condition of NRPF can apply to the Home Office to have this lifted if their financial circumstances change.

Further information on the support that is available for migrants subject to NRPF can be found here: https://www.gov.uk/guidance/coronavirus-covid-19-get-support-if-youre-a-migrant-living-in-the-uk.

In addition to our natural advantages, such as a central time zone and the English language, we have strengths across all the major sectors – banking, asset management, and insurance – alongside a globally respected regulatory system, and world-class legal and professional services.

The government is committed to further enhancing this position, as well as strengthening the UK’s already world-leading positions in the markets of the future, whether in FinTech, green and sustainable finance, or rupee and renminbi products. In addition, the government maintains an open and constructive dialogue with the financial services sector. This includes through the Financial Services Trade and Investment Board, which is tasked with boosting and promoting the competitive position of UK financial services.

The UK also holds a number of annual Economic and Financial Dialogues (EFD) with key emerging markets, such as the UK-Brazil EFD last held in July, the UK-China EFD taking place this December, and the UK-India EFD which will take place again next year. These EFDs are Chancellor led Treasury to Treasury dialogues, aimed at increasing financial cooperation and establishing the UK as the partner of choice for priority overseas markets.

This will require mutual confidence in regulatory and supervisory structures, and will reflect the level of cooperation in this area. The Chief Minister of Gibraltar has confirmed that Gibraltar will meet UK standards of regulation, supervision and enforcement consistent with global standards which will allow its important financial sector to maintain its access to the UK. The UK Government and the Government of Gibraltar are in ongoing discussions on how to achieve this, looking first at insurance where cross-border trade is most significant.

more like this

The Chancellor has played, and will continue to play, a crucial role in this engagement.

In September, he chaired the first meeting of the Business Advisory Group, a new group created by government to ensure that business is not only heard but is influential throughout the negotiations. It is jointly chaired by the Chancellor, Business Secretary and Secretary of State for Exiting the EU, and attended by the five main business representative bodies (CBI, IoD, EEF, BCC and FSB). The second meeting, chaired by the Business Secretary, took place yesterday.

The Chancellor has also attended the two meetings of the Prime Minister’s Business Advisory Council, which brings together leading business figures from various sectors and provides a direct link to business on the Government’s Brexit strategy. Treasury Ministers have also taken part in other cross-government engagement events.

And the Chancellor continues to engage with businesses across the economy to understand their perspective not just on Brexit, but on all issues affecting their operations.

In addition to this, Treasury ministers and officials continue to undertake a wide range of business engagement with firms from across the economy. This is particularly focused on, but not limited to, Treasury’s priority areas of financial services and customs.

The government remains committed to making the UK the best place in Europe to own and grow a business. That includes supporting those businesses that trade with the EU and wider international markets, as well as continuing to encourage record foreign direct investment that supports business and communities up and down the country.
