star this property answer text Active Travel England is providing funding to local authorities through the Active Travel Capability Fund, which can be used for a range of initiatives to enable more people of all ages to walk, wheel and cycle, including access to cycles. Portsmouth City Council received £74,658 through this fund for 2022/23. Active Travel England also awarded Portsmouth City Council £653,580 of capital funding for the same period, which will be used to build, improve and maintain infrastructure to support walking, wheeling and cycling. The Government also supports affordable access to cycles through the Cycle to Work salary sacrifice scheme, which is also open to under 18-year-olds in employment (conditions apply).<p> </p> more like this

As well as the work the Great British Railways Transition Team has led with the industry to prepare for a new industry guiding mind, it continues to play a valuable role across a broad range of areas. This includes developing tools to support better decision making across track and train to drive efficiencies, supporting the expansion of PAYG to make it easier for people to travel by train, advising the department on setting the new rail freight growth target, playing a key role in initiatives to drive revenue recovery and helping develop the National Rail Accessibility Strategy.</p> more like this

star this property answer text <p>Within the South Western Railway (SWR) /Network Rail (NR) joint control centre, there are systems that have already been put in place in order to take account of rolling stock and disruptions caused by train crew issues. These include a Train Crew Rostering System, Decision Support System and Fleet Diagnostics System. These are in addition to the usual Control Centre systems and software (and hardware) upgrades that SWR have introduced across the business that are not specific to the Control Centre.</p> more like this

star this property answer text <p>Whilst decisions on staffing are for individual operators, the Government has been clear that it wants to see more staff on our railway not fewer. The Government is not aware of any plans by franchised operators to reduce the number of guards rostered on train services, and it welcomes the commitments made by Northern and South Western that a guard will continue to be rostered on every train after the introduction of Driver Controlled Operation (DCO).</p><p> </p><p>The ORR, the independent rail regulator, and the Rail Safety and Standards Board (RSSB) have found that DCO is safe. In addition, an RSSB report concluded that the introduction of DCO according to the standard safety management requirements that all rail companies routinely meet does not increase any other passenger safety risks and, furthermore, that cancelling a DCO train in the absence of its guard is more risky than running it with only its driver.</p><p> </p> more like this

star this property answer text <p>We understand the concerns many people have about fares and the effect these can have on their budgets, which is why we have ensured that regulated rail fares could rise by no more than inflation for the last six years. In addition, at the start of this year the new Millennial railcard went on sale, allowing young people to save money on their travel. We have also set out plans for a brand new railcard extending half-price child rail fares to 16 and 17-year-olds, which will be launched shortly.</p><p>All decisions in relation to regulated rail fares are made in line with the Department’s appraisal framework webTAG, which considers the environmental impacts of changes in rail travel patterns.</p> more like this

star this property answer text <p>We recognise that vehicles parked on the pavement can cause serious problems for pedestrians, particularly people with mobility or sight impairments, as well as those with prams or pushchairs. Local authorities already have powers to restrict pavement parking, but we have consulted on additional measures to help councils tackle pavement parking outside London. We are currently working through the policy options and the possible legislative opportunities for delivering them.
