star this property answer text <p>Small businesses play a central role in driving economic growth across the UK and this Government is committed to supporting their continued success.</p><p> </p><p>The industrial strategy will build on this to make the most of the diverse strengths of all of Britain’s cities and regions including Scotland, and grasp the opportunities that could drive faster growth in each of them.</p><p> </p><p>Glasgow, Aberdeen and Inverness City Deals have seen £702m of additional funding from the UK government flow into Scotland. Projects and programmes agreed are helping businesses by: establishing new incubation and innovation hubs; improving local infrastructure; extending and improving the quality of broadband; and tackling key barriers to growth in certain sectors.</p><p> </p><p>Moving forward we are committed to working with the Scottish Government and local communities to agree further deals with: Edinburgh and South East Scotland; Stirling and Clackmannanshire; Tay Cities; and Borderlands.</p>

star this property answer text <p>From the early stages of the development and rollout of Universal Credit we have collaborated closely with Scottish Government, Local Authorities and stakeholders. Our roll out so far includes a mixture of rural and urban sites to help us better understand the complex requirements that a reform of this scale entails. We have noted concerns and unique circumstances in Scotland and have taken action to ensure that they are accommodated. We are also working closely with Scottish Government to plan for implementation of the UC flexibilities devolved to Scotland in the Scotland Act 2016.</p><p> </p><p>Universal Credit is available in every jobcentre in Scotland to all new claims from single jobseekers. We are expanding the UC full service and nine jobcentres are taking claims for all claimant types.</p><p> </p><p>Some of the lessons we have learned include the need for better communications with landlords and a smoother process for gathering information to make the first claim. Furthermore, as a result of the Government's landmark agreement with mobile operators each mobile operator will deliver mobile coverage to 90% of the UK's landmass by the end of this year. star this property answer text <p>Under the Basic Payment Scheme (BPS) in England, 85,197 eligible farmers (99.2% of the total), as of 28 June 2017, have been issued a 2016 BPS claim payment. In addition to the claims which the Rural Payments Agency cannot pay due to legal reasons, such as probate, there are 243 BPS 2016 claims still to complete processing. star this property answer text <p>Since 2014, the UK government has committed to over £675m of investment to support various infrastructure projects in Scotland through City Deals, including:</p><ul><li><p>£500m funding towards a Glasgow and Clyde Valley City Deal</p></li><li><p>£125m towards an Aberdeen City Deal</p></li><li><p>Over £50m towards an Inverness and Highlands City Region Deal</p><p>The government has already committed to delivering 3 more City Deals in Scotland, and is working with local partners to agree these. And as a result of the UK government’s decision to focus on investment in infrastructure in the Autumn Statement 2016 and Spring Budget 2017, the Scottish Government’s capital budget will increase by £890m through to 2020-21. The Scottish Government will be able to use this money to support projects across its devolved responsibilities, including infrastructure. Scotland will also benefit from UK-wide investment in infrastructure, including the UK government’s digital infrastructure package, and the new National 5G Innovation Network that was announced at the Spring Budget 2017.</p></li></ul>

star this property answer text <p>The objective of Government’s Industrial Strategy is to increase productivity and drive growth across the United Kingdom. We have provided a framework to build on the strengths of different places and address the factors that hold others back. This will include investing in key infrastructure projects, increasing skill levels, and backing local innovation strengths.</p><p>The Industrial Strategy will build on the £12 billion Local Growth Fund (2015-16 to 2020-21) for local areas; 8 Devolution Deals; and 48 Enterprise Zones that will unlock £2.7 billion of private sector investment. We have also agreed ambitious city deals in Scotland and Wales and we will work towards further such deals across the Devolved Administrations.</p> more like this

star this property answer text <p>Ministers regularly discuss a wide range of issues with BT and Openreach.</p><p>The use of utility infrastructure to deploy telecommunications fibre has been made easier by the Communications (Access to Infrastructure) Regulations 2016, which transposed the EU Broadband Cost Reduction Directive to UK law. star this property answer text <p>The two Governments have established an official level Joint Programme Board (JPB) to oversee arrangements for delivering the transfer of the British Transport Police’s functions in Scotland. Membership of the Board includes representatives from both Governments, the two Police Authorities and the two Police Forces. Ensuring the continued effective policing of the railways once responsibilities are split between the British Transport Police and Police Scotland, including appropriate coordination arrangements, is a key component of the work of the Board.</p> more like this

star this property answer text <p>The Government has an ambitious programme to bring brownfield land back into use in England and is working closely with local authorities to drive this forward. In April 2017 we introduced a requirement for local planning authorities to publish a statutory brownfield land register by the end of 2017 which will identify which previously developed sites are suitable for housing. We are currently working with representative organisations for local government to ensure local planning authorities have these brownfield land registers in place. In addition, there is continuing engagement with local authorities on a range of other programmes, including the designation of 26 Housing Zones on brownfield land, and our £1.2 billion Starter Homes Land Fund to bring forward suitable brownfield land for starter homes and other types of affordable home ownership products.</p><p /><p /> more like this

star this property answer text <p>As set out in my responses to PQ <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2017-06-21/411/" target="_blank">411</a> and PQ <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2017-07-03/2586/" target="_blank">2586</a> the UK and Scottish Governments have been in discussion at both ministerial and official levels.</p><p> </p><p>Business support in Scotland is largely devolved however, the department engages with all the devolved regions on a number of initiatives aimed at supporting small businesses. Government programmes, backed by the British Business Bank (BBB), the Enterprise Finance Guarantee Scheme (EFGS) and Innovate UK are investing over £700m to support around 4,500 Scottish companies including: -</p><p> </p><ul><li>BBB programmes are currently facilitating approximately £405m of finance in Scotland.</li><li>Over 2,600 loans totalling over £15m via the Start-Up Loans programme. The Enterprise Finance Guarantee scheme is currently facilitating over £61m of finance to 700 businesses in Scotland.</li><li>The Investment Programme is currently facilitating over £214m of finance to over 1,000 businesses.</li><li>Innovate UK is committed to support some 206 innovation projects and to invest £28.8m.</li></ul>

star this property answer text <p>We have no plans to require parents to routinely disclose information about redundancy payments or savings as they are not taken into account as income within the calculation, nor can arrears be deducted from a redundancy payment prior to it being deposited into a bank account. Child maintenance arrears can be enforced against both savings and redundancy payments which have been paid out to the non-resident parent.</p> more like this
