The 2017 National Infrastructure and Construction Pipeline estimates that almost half of the UK’s £600 billion infrastructure pipeline is expected to be financed by the private sector.</p><p> </p><p>The Budget announced that the government will no longer use Private Finance 2 (the successor to the Private Finance Initiative) for new projects, as the model was inflexible and overly complex. Private finance will not be used for the upgrade of the A303 and the Lower Thames Crossing.</p> more like this

star this property answer text <p>Pursuant to the answer to Question 185590 on A303 and Lower Thames Crossing: Private Finance Initiative, private finance will not be used for the upgrade of the A303 and the Lower Thames Crossing.</p><p> </p><p>The estimated cost of developing and building the Lower Thames Crossing, as set out in Highways England’s public consultation on 10 October 2018, was between £5.3bn and £6.8 bn. The estimated cost of developing and building the A303 Stonehenge scheme, as set out at the Preferred Route Announcement in September 2017, was £1.6bn.</p><p> </p><p>Highways England continue to refine cost estimates as they develop the business cases for these schemes.</p> more like this

star this property answer text <p>I have regular discussions with the Home Secretary and the Communities Secretary about their budgets, including the impact of any government policy that may affect local authority finances.</p><p> </p><p>We need to make sure our immigration system is fair, while also protecting the taxpayer. There are already exemptions to the ‘no recourse to public funds’ condition for those in genuine need, such as those facing destitution or to protect the welfare of a child. I would expect the relevant departments to raise any issues at the Spending Review, where we can consider how we fund our priorities across government.</p><p> </p><p>Local Government Core Spending Power is increasing in real terms this year. star this property answer text <p>In the Budget 2018 it was announced that we intend to build the prison at Glen Parva through public capital. All costs associated with the redevelopment will be subject to planning approvals, value for money and affordability tests. While we cannot comment at this stage on the anticipated cost, the newest prison in the estate, HMP Berwyn in North Wales, cost £220 million when it was built in 2015-16.</p> more like this

star this property answer text <p>Tax matters, including the Beer Regulations 1993, are matters for HM Treasury and are kept under constant review, with any announcements made at fiscal events.</p><p>Now that the UK has left the EU and is free to set its own excise rules, the Government is undertaking the biggest reform of alcohol duties for over 140 years. The new simplified alcohol duty system, based on the principle of taxing alcohol by strength, will be implemented from 1 August 2023. We are introducing Draught Relief, reducing the duty on draught beer and cider by 5%, a measure not possible when we were members of the EU. This will directly support community pubs as over 75% of their sales come from beer and cider.</p> more like this

star this property answer text <p>The Financial Conduct Authority (FCA), as the regulator responsible for the consumer credit market, has taken a range of steps to protect consumers in this market. These include the introduction of new rules in February 2018 to help customers in persistent credit card debt. The rules require firms to better identify struggling customers, carry out greater interventions, and exercise forbearance for those struggling most. In its Policy Statement PS18/4, the FCA commits to reviewing the new rules in 2022 or 2023, once they have been fully implemented by firms and in operation long enough to assess consumer outcomes.</p><p> </p><p>On 3 February 2020, the FCA wrote to credit card firms to reiterate their expectations for handling customers in persistent debt. This letter outlined that firms should encourage customers to open a dialogue about potential repayment arrangements, and, where customers cannot afford the options proposed, firms should consider reducing, waiving, or cancelling any interest or charges.</p><p> </p><p>Treasury ministers and officials meet regularly with the FCA, and the Government will continue to work closely with the FCA to ensure consumers of financial services are treated fairly.</p>
