Our priorities for 2019 include continuing to support a negotiated settlement leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state, based on 1967 borders with agreed land swaps, Jerusalem as the shared capital of both states, and a just, fair, agreed and realistic settlement for refugees. We want to work with the Palestinians and the Israelis to address the financial crisis faced by the Palestinian Authority. I discussed these priorities with the Palestinian Foreign Minister Dr Riyad Al Malki when he visited London on 16 May.</p><p>​</p> more like this

unstar this property answer text <p>​The objectives of the Government's diplomatic and political policy on Poland are to strengthen our close, long-standing and vibrant relationship and take it from 'good' to 'great', as the Prime Minister challenged us to do at the Inter-Governmental Consultations (IGC) in December 2016. Our two countries enjoy frequent ministerial contact, a thriving civil society forum and strong people-to-people links thanks, in part, to the contribution of the Polish diaspora in the UK. All of this supports our efforts to work even more closely with Poland and to deliver the Government's objectives on the key issues that connect us: defence and security; foreign policy; the economy and business; and science and innovation.</p> more like this

Friend the Defence Secretary has not yet had the opportunity to speak with her Turkish counterpart, but we have repeatedly raised our concerns about the proposed Turkish purchase of the Russian S-400 air and missile defence system, at Ministerial and official level. Turkey is a valued NATO ally, on the front line of some of the UK and the Alliance's most difficult security challenges. Defence equipment procurement decisions are for nations, but all NATO Allies have committed to reducing their dependence on Russian-sourced military equipment. The proposed purchase would pose real challenges for the interoperability of NATO systems.</p> more like this

unstar this property answer text <p>HM Government continuously monitors the global economy, and the Office for Budget Responsibility (OBR) produces the Government’s official economic forecasts. The OBR’s most recent forecast was published in March 2019 and can be accessed at https://obr.uk/efo/economic-fiscal-outlook-march-2019/. The UK economy remains resilient, growing for the ninth consecutive year in 2018. The employment rate is currently at a record high, unemployment is currently at its lowest rate since 1974, and real wages are rising.</p><p> </p><p>In October 2018 the IMF estimated the impact of a trade tensions escalation. They estimated the impact would be global real GDP 0.2% lower in 2019 and 0.21% lower in the long term. The analysis also highlighted that the near term negative impact could be exacerbated by a decline in confidence and market reaction.</p><p> </p><p>The UK has consistently stressed the importance of de-escalating trade tensions, which are in no one’s interest.</p> more like this

Natural England was awarded costs for successfully defending the challenge in the High Court though these costs were capped at £10,000 for the Royal Society for the Protection of Birds and £5,000 from Mark Avery in accordance with cost protection rules for Aarhus Convention claims.</p> more like this

unstar this property answer text <p>The UK has steadily increased its engagement with Belarus since the release of political prisoners in August 2015 and consequent lifting of the majority of EU Restrictive Measures in February 2016. I met President Lukashenka and Foreign Minister Makei in October 2017 in Minsk and FM Makei again in London in March 2018. I last met the Belarusian Ambassador on 30 April. Our officials maintain regular discussions with their Belarusian counterparts, via our Embassy in Minsk, and through multilateral fora, such as the EU, Organization for Security and Co-operation in Europe and UN.</p> more like this

unstar this property answer text <p>The Government recognises the particular concerns of the sheep sector in the event that the UK leaves the EU without a deal as over 30% of UK sheepmeat production is exported to our near neighbours in the EU. Leaving the EU without a deal at the end of October would reduce returns for all sheep producers with the impact likely to be greater in the upland areas given the later pattern of marketing from these regions.</p><p> </p><p>This is why it is important to reach an agreement on our withdrawal from the EU. However, as any responsible Government would, we are also preparing for the possibility of ‘no deal’ and we are in close contact with representatives of the sheep sector across the UK regarding contingency plans to minimise disruption for the sector.</p><p> </p><p>Specific guidance for the food and drink sector is published on gov.uk. This includes advice for importers and exporters of animal products, food labelling, tariffs, data protection and more. Furthermore, alongside the publication of technical notices, we continue to work closely with farmers, businesses and trade associations across the food and drink sector to keep them informed of EU departure preparations.</p>

unstar this property answer text <p>Leaving the European Union with a deal remains the Government’s priority. However, as a responsible Government, we must plan for every eventuality, including ‘no deal’.</p><p>The United Kingdom and the EU have a long record of jointly tackling global challenges, with strong existing links already in place between our research and innovation communities, and we want to continue this important collaboration in science, research and innovation, including in medical research.</p><p>The Government is committed to continuing to back UK researchers and innovators by supporting measures to enable world-class collaborative research, including support for small businesses. The Department for Business, Energy and Industrial Strategy is working with the National Academies, the devolved administrations and UK Research and Innovation to develop ambitious and credible alternatives to association, through which we will enable world class collaborative research.</p><p>In addition, earlier in the year, the Minister of State for Universities, Science, Research and Innovation (Chris Skidmore MP) commissioned Sir Adrian Smith to provide independent advice on international collaboration – specifically on potential future UK funding schemes in the context of the UK’s future ambitions for European and international collaboration on research and innovation. His advice will help set the direction for the implementation of the Government’s ambition to ensure the UK continues to be a global leader in science, research and innovation, and an attractive country for individuals to study and work.</p><p><strong> </strong></p>

unstar this property answer text <p>The United Kingdom and the European Union have a long record of jointly tackling global challenges, with strong existing links already in place between our research and innovation communities, and we want to continue this important collaboration in science, research and innovation.</p><p>The UK and the EU have agreed a flexible extension of the Article 50 period to 31 October 2019. During this extension period the UK will remain a member of the EU, with all the relevant rights and obligations. This means that the UK will continue to participate in Horizon 2020, the EU’s flagship research and innovation programme, on a Member State basis. Further, this extension period provides time for the Government to seek a deal which will ensure the smooth and orderly withdrawal from the EU. If ratified, the proposed Withdrawal Agreement would ensure that following exit the UK could continue to participate in EU programmes such as Horizon 2020 for the lifetime of projects. Further updates on Horizon 2020 planning will be provided in due course.</p><p>As a responsible Government, we are continuing to prepare for all scenarios. In the event that the UK leaves the EU without a deal at the end of this extension period, the Government has confirmed that the funding commitments made under the guarantee and the extension still stand. Through these commitments, the Government will underwrite funding for all successful competitive eligible UK bids to Horizon 2020 that are submitted before the end of the Programme. This guarantee will apply for the lifetime of projects and will provide funding for UK participation in pioneering Horizon 2020 medical research projects can continue.</p><p>Aside from our preparations for leaving the EU, the Government has demonstrated its commitment to research and innovation, including clinical drug trials, by putting it at the heart of its Industrial Strategy, setting an ambition to increase UK total research and development expenditure to 2.4% of gross domestic product by 2027. As a first step towards that we have invested an extra £7 billion in research and development up to 2021/2022. The Government invests over £1 billion in health research through the National Institute for Health Research. This provides direct funding for clinical trials and also the skills, facilities and infrastructure to undertake clinical trials in the health and care service funded by public, charity and industry funders.</p><p> </p><p><strong> </strong></p>

unstar this property answer text <p>Designing and building submarines is one of the most complex activities that the Ministry of Defence and UK Industry undertakes. Historically the Astute Programme has suffered delays, as documented by the National Audit Office. Delays to the programme are predominantly due to the fact that BAE Systems and its supply chain had to re-establish the UK's nuclear submarine design, build, testing and commissioning capability following the ten-year gap after the delivery of the last Vanguard Class submarines, as well as addressing some unique technical challenges.</p> more like this

unstar this property answer text <p>Since April 2017, NHS Improvement collects vacancy rates of medical staff from individual National Health Service providers and publish them as part of its ‘Quarterly performance of the NHS provider sector’ report. The vacancy data is published for three staff groups; doctors, nurses and ‘other staff’. The report can be found in the following link:</p><p><a href="https://improvement.nhs.uk/documents/5404/Performance_of_the_NHS_provider_sector_for_the_quarter_4_1819.pdf" target="_blank">https://improvement.nhs.uk/documents/5404/Performance_of_the_NHS_provider_sector_for_the_quarter_4_1819.pdf</a></p><p>The latest available data as at March 2019, shows there are over 39,500 nursing and midwifery vacancies across the NHS. This is a vacancy rate of 11.1%. There are 40,300 nursing and midwifery temporary staff (bank and agency) who are used to fill in these vacancies as well as short and long-term sickness absence and maternity leave.</p><p>Skills for Care estimates that in 2017/18, there are over 4,400 vacant registered nursing jobs in social care. This is a vacancy rate of 12.3%.</p><p>The interim people Plan, which was published on 3 June 2019, sets out a shared vision and plan of action to put NHS people at the heart of NHS policy and delivery and ensure the NHS has the staff it needs.</p><p> </p><p> </p>

unstar this property answer text <p>The Department continues to support awareness of Group B streptococcus, alongside the wider international community.</p><p>Group B streptococcus is the leading cause of bacterial infection in newborn babies. The Government has recognised there are gaps in the evidence relating to this issue and the National Institute for Health Research has commissioned a trial to compare the clinical and cost effectiveness of universal screening compared with usual risk-based care, which will help to understand more about the potential benefits and harms of this approach.</p><p>This is a large-scale and ambitious trial, the results of which will be of interest to the United Kingdom National Screening Committee and will form one piece of the developing evidence picture to inform its future recommendations for screening for Group B streptococcus.</p><p> </p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p>As a responsible Government, we have been preparing for a range of potential EU exit outcomes for over two years, including the possibility of no deal.</p><p>In November 2018 the Government published a detailed set of economic analyses on the long-term impacts of EU exit on the UK economy, its sectors, nations and regions, and the public finances.</p><p>The analysis shows that the spectrum of outcomes for the future UK-EU relationship would deliver significantly higher economic output than the no deal scenario. Every sector, nation and region would be better-off than in a no deal scenario.</p><p>The complete analysis can be found in the “EU Exit: Long-Term Economic Analysis” paper, available on the Gov.uk website in Exiting the European Union: Publications section.</p> more like this
