star this property answer text <p>Highways England are installing average speed cameras on the A1 north of Colsterworth as part of a safety improvement scheme. This is in response to safety concerns in the Stoke Rochford area. star this property answer text <p>The £95 million Lincoln Eastern Bypass has been progressed by Lincolnshire County Council to join the A15 and the A158, so providing some relief to the A46. The Department is currently assessing the final business case and Ministers hope to announce a decision on the funding shortly.</p><p><strong> </strong></p><p>Highways England is also considering the issues in the Lincoln area in its route strategies. star this property answer text <p>Highways England have installed and operate automatic number plate recognition (ANPR) cameras across 500 sites covering the majority of the motorway and trunk road network. These are used for data gathering and provision of information, such as journey times and are not used for enforcement purposes.</p><p> </p><p>In addition, there are a small number of ANPR cameras at the Dartford Crossing to support Dartford free flow charging and 22 sites at various locations operated by the Driver and Vehicle Standards Agency to detect offences, including unlicensed operators, untested vehicles and at some locations overloaded vehicles.</p><p> </p><p>A private sector company, Trafficmaster, operates their own ANPR cameras to capture traffic flow information to provide traffic services for travellers.</p><p> </p> more like this

star this property answer text <p>The Department does not hold any information about whether drivers of lorries or any other vehicles were using or had access to satellite navigation systems when they were involved in an incident or accident.</p><p> </p><p>Satellite navigation systems are a useful driving aid, but they are not a replacement for lorry drivers observing road signs, the wider road environment and using their training effectively.</p><p>The Department has invested £3 million in working with Ordnance Survey on a new digital map of the road network. This will make it easier for drivers to navigate Britain's roads. By bringing more information on restrictions together it will also help businesses by reducing time and money wasted by lorry drivers taking roads unsuitable for their vehicles.</p><p> </p><p>The first full commercial release of the map was in October 2016 and it is updated each month.</p> more like this

star this property answer text <p>Since the levy started in April 2014, 4 million levies had been purchased for foreign-registered vehicles, raising £96.22 million in receipts, by the end of March 2016. Compliance rates continue to run at about 95 per cent in Great Britain. My Department has been engaged in discussions with the European Commission since the early stages of development of the levy. British drivers regularly pay when they use the roads in other countries, and the Government policy is that it is fair that foreign HGV drivers should do the same here.</p> more like this

star this property answer text <p>Highways England completed temporary surface repairs and filled nine potholes overnight on 30-31 March. They plan to carry out permanent surface repairs between junctions 10 and 11 in mid-May 2016. These will be hot patch repairs, which are just as effective as permanent resurfacing and are durable enough to last until the next resurfacing scheme.</p><p> </p><p>Highways England inspects the M1 between junctions 10 and 11 twice weekly, with the latest safety inspection completed on Wednesday 13 April.</p><p> </p><p>Highways England will continue to ensure that the M1 between junctions 10 and 11 remains safe and serviceable. This section is not due for resurfacing in the current Delivery Plan, due to the general condition being satisfactory.</p> more like this

star this property answer text <p>As part of the economic assessment of all projects, Highways England undertake an assessment of journey delays that will occur during the construction period. This considers the extent to which roadworks arrangements and adjacent schemes would minimise average journey times, whilst providing the safest environment for both road workers and the travelling public.</p><p>Highways England are delivering a large five year programme of improvements which adds much needed capacity to some of the most congested parts of the strategic road network to support economic growth. Where possible, this is combined with planned maintenance which is cost effective and reduces the need for further work to be carried out once construction has been completed. star this property answer text <p>The current Road Investment Strategy includes two major schemes on the M42: improvements to Junction 6, and the M40/M42 interchange smart motorway scheme. In addition, further improvements are being prepared for the next roads period through the Birmingham Box Phase 4 scheme which will upgrade the remainder of the Birmingham box to smart motorway, providing an additional lane of capacity.</p><p> </p><p>The Department for Transport and Highways England recently launched the process to determine the content of the second Roads Investment Strategy, which will detail further planned investment on the Strategic Road Network from 2020 to 2025. star this property answer text <p>The European Commission published its proposal for a new framework on motor vehicle type approval on 27 January 2016 and formal discussions with European partners have not started yet. This new proposal sets out a number of changes to the type approval system to bolster oversight of those undertaking the testing and assessment of new vehicles. The Government will be pressing to ensure that any new measures are proportionate and cost effective. The Department for Transport will consult widely on the changes being proposed. star this property answer text <p>We are undertaking the biggest investment in roads in a generation to deliver better journeys for motorists. Highways England’s top priority is maintaining the safety of all motorists and road workers whilst keeping disruption to a minimum.</p><p> </p><p>Highways England, as a general principle, aim to reduce the lengths of roadworks to a maximum of 10 miles, shorter if possible and if safety allows.</p><p> </p><p>They will also be carrying out trials to raise the speed limit through roadworks to 55mph where it is safe to do so in order to help minimise queues.</p><p> </p><p>These changes could come into effect on many new schemes from 2017 depending on the outcome of the trials.</p><p> </p> more like this

star this property answer text <p>Ministers and officials from the Department for Transport have regular meetings with their counterparts in Transport for London and the Greater London Authority at which a variety of issues are discussed, including the impact of roadworks on London's traffic.</p><p> </p><p>Transport for London, Westminster City Council and the Royal Parks Authority are each responsible for different roads near to Parliament Square, and all roadworks in the Westminster area are planned and managed in such a way as to minimise any disruption to traffic. The London area-wide permitting scheme also allows the relevant highway authority to request that roadworks are carried out at particular times.</p><p> </p><p>TfL and others also regularly discuss the timing of, and potential disruption arising from, works in the vicinity of Parliament Square with the Parliamentary Estate. Where possible, roadworks are scheduled in such a way as to avoid disrupting Parliamentary Business: recent roadworks at Carriage Gates, for example, were scheduled to coincide with the February recess.</p>
