star this property answer text <p>At Spring Statement 2018, the Government held a call for evidence to better understand the role of cash and digital payments in the new economy. We will publish a summary of responses to this document in due course which, along with the recent Access to Cash review, will add to the body of evidence highlighting the continued importance of cash.</p><p> </p><p>The Government recognises the continued importance of cash, especially for more vulnerable members of society and the elderly. The Government will take steps to safeguard access to cash for those who need it, while continuing to support digital payment methods.</p><p> </p><p>The Government-established Payment Systems Regulator is closely monitoring developments within ATM provision. It has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of the ATM network in the UK.</p> more like this

star this property answer text <p>Ofgem’s Targeted Charging Review is seeking to ensure all parties connected to the electricity network make a fair contribution to its fixed costs. As was outlined in the ‘After the Trilemma’ speech of 15 November 2018, it is important that we develop an energy system that discourages free riding and ensures a fair distribution of such costs.</p><p> </p><p>Network charging is a matter for Ofgem as the independent regulator, and decisions on its Targeted Charging Review are for it to make. However, Government is working to understand the policy implications of Ofgem’s review proposals across a broad range of interests. The analysis which Ofgem has published as part of its recently closed consultation shows that the proposals could affect investment decisions across a number of technologies, but no final decisions have been taken on timetable or other aspects.</p> more like this

star this property answer text <p>There are clear rules in place requiring that undersized catches of species not yet subject to the landing obligation, such as bass, are not retained on board, trans-shipped, landed, transported, stored, sold, displayed or offered for sale, but shall be returned immediately to the sea. This is a long standing principle which will continue to be enforced accordingly.</p><p> </p><p>Inshore Fisheries and Conservation Authorities (IFCAs) are independent statutory authorities and have direct responsibility for the protection of sea fisheries resources in their districts, and for the sustainable management of their exploitation. When an activity is occurring, or may occur, that is likely to impact the marine environment, the IFCA, as regulator, is expected to consider the significance of this within its district. Cornwall IFCA recently considered using its powers under Section 157(2) of the Marine and Coastal Access Act 2009 to introduce an emergency byelaw to address bass netting issues. However, this was judged to not fully meet the qualifying criteria for an emergency byelaw as stated in the Act and could potentially be challenged on those grounds.</p>

All commercial helicopter operations are subject to strict safety requirements overseen by the Civil Aviation Authority as the UK’s specialist aviation safety regulator. star this property answer text <p>The dry weather conditions last summer created challenges for many of our farmers, in terms of lower yields in the arable sector and a shortage of fodder for livestock farmers. The government took steps at the time to introduce a number of flexibilities under the Common Agricultural Policy’s Ecological Focus Areas, as well as Countryside Stewardship, Environmental Stewardship and woodland grant schemes to assist farmers and foresters struggling with the impacts of the dry weather.</p><p> </p><p> </p><p>Met Office data shows that November and December 2018 were notably milder than the long-term average allowing livestock farmers to be able to consider keeping their animals turned out to graze for longer. However, we are continuing to monitor the situation closely. The first results for the UK’s Total Factor Productivity in agriculture during 2018 will be published in May. star this property answer text <p>The Ministry of Defence intends to reduce significantly, the number of Service Family Accommodation (SFA) properties currently unoccupied through the Void Reduction Plan. This will be achieved via a combination of the following measures:</p><p> </p><p>Continuing to sub-let SFA for which there is a known long-term Defence requirement, with the aim of achieving around 3,000 sublets across 100 Defence sites;</p><p> </p><p>The release of more than 200 SFA currently supplied through Bulk Lease Hire and Private Finance Initiative arrangements;</p><p> </p><p>Releasing 234 SFA at Canterbury and Bordon to Annington Homes in the current financial year (FY);</p><p> </p><p>Demolishing 680 SFA, which are no longer required.An annual handback of at least 500 SFA per year to Annington Homes from FY 2019-20 until FY 2026-27 enabled by the Defence Estate Optimisation Programme.</p><p> </p> more like this
