	answer	answer is ministerial correction date of answer 10/03/2020 answer text <p>The Government announced on 9 March that it had signed the deal with the Mobile Network Operators to deliver the Shared Rural Network programme, which will see them collectively increase 4G coverage throughout the United Kingdom to 95% by end-2025. The Shared Rural Network is a programme to improve 4G coverage across the landmass of the UK, rather than offshore. As a result of the Shared Rural Network, it is possible that offshore coverage may be improved near ports or ferry routes, or adjacent to coastal population centres. This is not guaranteed, however, because exact deployment plans will be managed by the Mobile Network Operators themselves, in order for them to best deliver the coverage outcomes for the programme. Furthermore, the current 4G spectrum licenses issued by Ofcom to the Mobile Network Operators limit 4G coverage to the UK and the UK Territorial Sea (up to 12 nautical miles).</p><p><strong> </strong></p><p>At the World Radiocommunication Conference in 2019, the UK signed an international treaty ensuring global coordination of radio spectrum frequencies. These regulations are of great importance to the international maritime community because they help minimise the likelihood of interference and allow for the unconditional operation of critical nautical safety communications. However, these regulations also impose certain measures to limit interference between countries and can therefore impact on 4G offshore coverage potential for fishing vessels.</p><p><strong> </strong></p><p>DCMS supports improvements in maritime communications and is currently monitoring developments in alternative communications technologies that could provide better connectivity to fishing vessels, where coverage from land based systems is limited. Some vessels may already have these technologies installed for safety related requirements.</p><p><strong> </strong></p><p>DCMS also recognises the importance of the maritime sector for the UK economy and is aware of its dependence on suitable maritime communications services. However, the scale of the challenge requires us to go further, which is why my RHF the Chancellor announced in the Autumn Statement that Government will invest an additional £5.3bn in housing. This includes £1.4bn funding to deliver 40,000 new affordable homes across England.</p><p> </p><p>In December, government also announced the launch of a new £60m fund to help around 150 councils tackle the problem of high levels of second home ownership in their communities. The fund will allow local groups to deliver affordable housing aimed at first time buyers. The Bill is a central part of the Government’s programme of legislation to deliver as smooth a departure as possible and achieve a green Brexit. At the heart of our new policy in England will be a system that pays public money for public goods. Our future agriculture policy will help farmers continue to provide a supply of healthy, home-grown produce made to high environmental and animal welfare standards.</p><p> </p><p>We are committed to putting in place a Gold Standard of metrics which will provide a framework of sustainability metrics, establishing a common vocabulary for environmental and animal welfare measurements in food and farming that can be used across public and private sectors.</p><p> </p><p>We already have some of the highest welfare standards in the world, as well as a number of voluntary labelling schemes which provide assurances as to the welfare of the animals, both of which ensure consumers are not misled by the labelling of products that contain meat or dairy products. Once we leave the EU, we will review food labelling to ensure that we have a framework that meets the needs of UK consumers and producers. We understand the importance of Basic Payment Scheme (BPS) payments for farmers and their particular frustration in the first year of this new scheme.</p><p> </p><p>From 1 December 2015, the Rural Payments Agency (RPA) made full and accurate 2015 BPS payments which continued throughout the payment window. As of 3 July, some 85,852 (98.6%) of 2015 BPS claims have now been completed and 86,760 have received a payment amounting to some £1.3billion.</p><p> </p><p>The RPA remain focused on making full and accurate payments as promptly as possible. They are also committed to improving payment performance in 2016, and 2016 should be easier as we will have both the systems and data already in place. A key part of this is the introduction of new T level programmes, which alongside apprenticeships, will sit within 15 routes, including an Agriculture, Environmental and Animal Care route.</p><p> </p><p>The government also published a Policy Statement in September 2018, alongside its landmark Agriculture Bill.
