answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>Section 3 of the Road Traffic Act 1988 creates the offence of driving a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or public place. The Crown Prosecution Service (CPS) does not maintain a central record of the number of defendants charged with, or prosecuted for these offences. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p>As Section 3 of the Road Traffic Act 1988 is a specified offence large numbers of careless driving offences are charged and prosecuted by the police with no involvement from the CPS. The CPS only become involved if the defendant pleads not guilty to the offence after which, CPS prosecutors take responsibility for reviewing the case and preparing the trial. Figures on the number of people prosecuted and the outcome of the prosecution of careless or inconsiderate driving offences may be obtained from the official statistics held by the Ministry of Justice.</p><p>The CPS does however maintain records of the number of offences in which a CPS prosecution commenced, including offences of careless or inconsiderate driving. A range of technologies have potential to contribute to this, including heat networks, heat pumps, hydrogen and biogas. However, it is not yet clear which approaches will work best at scale.</p><p> </p><p>In relation to hydrogen, the HyDeploy projects, funded by OFGEM, are looking to demonstrate the safety case for blending up to 20% hydrogen into the grid. Further work is also needed to better understand the potential for using hydrogen to fully replace methane in parts of the gas grid. Several relevant projects relevant to this are currently underway. This programme is funding a range of projects in low carbon hydrogen, zero carbon hydrogen and energy storage. These projects together could work towards reducing the cost of low carbon hydrogen.</p><p>In addition, our Carbon Capture, Usage and Storage (CCUS) Action Plan sets out how we will meet our ambition of having the option to deploy CCUS at scale during the 2030s, subject to costs coming down sufficiently. With current technologies CCUS is needed to produce low carbon hydrogen at scale. The Action Plan is designed to enable the first CCUS facility in the UK, commissioning from the mid-2020s.</p><p>The Hydrogen Supply Innovation Programme and CCUS Action Plan are important steps towards assessing the potential for producing low carbon hydrogen at scale. answer	answer is ministerial correction date of answer 01/05/2019 answer text <p>The development and deployment of hydrogen fuel cell electric vehicles (FCEVs) is at an earlier stage than for plug-in electric vehicles, but there are hydrogen cars available on the UK market and major vehicle manufacturers are publicising their plans to increase production and bring new models to market over the next few years. We are moving in step with international progress on standards and technology on hydrogen as a transport fuel, ensuring that the UK retains its position at the forefront of the adoption of zero emission technologies. The Government’s £23m Hydrogen for Transport Programme supports hydrogen fuel cell electric vehicles and hydrogen refuelling stations. We were the first major economy to legislate for a net zero target and have already made great progress towards it. Since 1990 we have reduced emissions by 42% while growing our economy by 72%.</p><p>The Government’s Clean Growth Strategy and Industrial Strategy set out strong frameworks to deliver the target in a way that maximises the economic benefits of our transition to net zero. This includes building on our strengths in electric vehicles and offshore wind. In 2018, 1 in 5 battery electric cars sold in Europe were built in the UK[1] and we are spending nearly £1.5 billion out to 2021 to support the take-up of ultra low emission vehicles. The UK has the largest offshore wind capacity in the world, with 34% of global capacity[2]. At the latest contracts for difference allocation round, 12 renewable electricity projects won contracts at record low costs. The auction has delivered enough energy to power 7.2m homes by 2025.</p><p>On 15 October, the Government published its response to the CCC’s latest annual Progress Report, setting out the suite of recent announcements made in support of our net zero target, and describing further actions that the Government will take to deliver net zero and meet our carbon budgets. answer	answer is ministerial correction date of answer 07/01/2020 answer text <p>The Government is committed to delivering our target to reach net zero greenhouse gas emissions by 2050, and end the UK’s contribution to climate change.</p><p> </p><p>We are a world leader in cutting emissions, having reduced emissions by 42% since 1990 while growing the economy by 72%.</p><p> </p><p>We recognise the need to go further and, since legislating for net zero in June, the Government has continued to bring forward ambitious plans to support clean growth across a range of sectors. This includes a £250 million Clean Steel Fund, £400 million of investment in new charging infrastructure for electric vehicles, and up to £1 billion additional funding to develop and embed the next generation of cutting-edge electric vehicle technologies.</p><p> </p><p>Under the leadership of the newly created Cabinet Committee on Climate Change, chaired by the Prime Minister, we will be setting out ambitious plans throughout 2020 to strengthen our global leadership and seize the economic opportunities of clean growth for the whole country.
