Article 4(1) of the VCDR requires that the sending State must ensure that agrément for the person it proposes to accredit as Head of Mission has been granted by the receiving State, before that person may be permitted by the receiving State to undertake the role. Under the VCDR a receiving State is not obliged to give reasons to the sending State for refusal of agrément.</p><p>The Foreign and Commonwealth Office reviews all requests for agrément from sending States. 	answer	answer is ministerial correction date of answer 03/05/2019 answer text <p>In accordance with the Code of Practice for Victims of Crime (Victims’ Code), a person is entitled to support if they have suffered harm, including physical, mental or emotional harm or economic loss, which was directly caused by a criminal offence. They are entitled to access victim support services at any time, whether they have reported a crime or not.</p><p>This year, the Government allocated £24m over the next three years to specialist sexual violence and abuse support services across England and Wales to provide advice, support and counselling to victims of these appalling crimes to help them cope with and, as far as possible, recover from the effects of crime. In-year changes to the delivery of construction programmes, including the free schools programme, do not impact on the overall budget for those programmes. Any change to those estimates is managed within the Department’s overall capital budget.</p><p> </p><p>The Department is investing £23 billion in the school estate in the current Spending Review period (2016-17 to 2020-21), including the free schools programme. There are 443 free schools open across the country. In August the projects funded by the Department’s £4 million alternative provision (AP) Innovation Fund began. The Department also commissioned external research into the AP market and AP practice which was published in October 2018. On 11 March 2019, the Department launched competitions for 2 new AP free schools, having assessed bids from local authorities who had worked in partnership with local schools in their area. Staff are also working alongside Amazing Apprenticeships who work with over 3,500 schools and colleges nationally to reach those who may not instantly think the House of Commons is for them, by creating a short film which will tour schools in time for National Apprenticeship Week this year.</p><p>Staff will be attending a recruitment fair in Newham during National Apprenticeship Week and, with Newham College, staff are attending local jobs fairs aimed at 16–24 year olds over the coming months.</p><p>In addition, the House of Commons’ first apprentice ambassador will be speaking at school events across London, talking about her experience as an apprentice at the House of Commons and her career with us since. They are also offered the opportunity to participate in mock interviews, and ‘how to get that job’ training sessions.</p><p>In 2018, The House ran a joint tender with the House of Lords and Parliamentary Digital Service to procure new apprenticeship training providers. These appointed providers were tested extensively to ensure their provision was of the highest quality. We monitor our providers and provide regular feedback informally as well as at formal quarterly feedback meetings. Staff are also working alongside Amazing Apprenticeships who work with over 3,500 schools and colleges nationally to reach those who may not instantly think the House of Commons is for them, by creating a short film which will tour schools in time for National Apprenticeship Week this year.</p><p>Staff will be attending a recruitment fair in Newham during National Apprenticeship Week and, with Newham College, staff are attending local jobs fairs aimed at 16–24 year olds over the coming months.</p><p>In addition, the House of Commons’ first apprentice ambassador will be speaking at school events across London, talking about her experience as an apprentice at the House of Commons and her career with us since. Meeting the standards is a condition of continued registration as an independent school, but the principal means of ascertaining compliance is through the inspection system.</p><p>Independent schools are normally inspected every 3 years and more often if they have been found not to be meeting the standards, until they improve. 	answer	answer is ministerial correction date of answer 04/03/2019 answer text <p>The House does not currently meet the public sector apprenticeship target but plans to meet or exceed it by March 2021. That would require around 55 apprentices per year based on current headcount. A new lead provider was appointed in September 2018 with a broader training offering. Work is also ongoing across the House to identify apprenticeship roles including upskilling of existing employees through an apprenticeship, and recruitment of new apprentices.<br></p><p>The House’s priority is to meet the 2.3% target by March 2021. However, if in a position to do so we will review this to see what more can be done, once the target has been met.<br></p><p>The number of apprenticeships offered has increased from 10 per year (2012–2018) to 12 in January 2019, with further enrolments planned over the coming months to reach around 25 to 30 apprentices by April 2019.<br></p><p>The range of apprenticeship programmes on offer has been expanded from two to fourteen Standards since September 2018 and this is expected to be expanded further during 2019.<br></p><p>A ‘Standard’ is the name of the apprenticeship training which replaced the older style ‘Frameworks’ training when the Apprenticeship Levy was introduced in May 2017.</p> answering member constituency Carshalton and Wallington answering member printed Tom Brake grouped question UIN 221745 221746 question first answered 04/03/2019 10:11:37 answering member 151 label Biography information for Tom Brake

	answer	answer is ministerial correction date of answer 15/01/2019 answer text <p>The departmental budget for spending on apprenticeships in England from 2015-16 to 2019-20 was set initially in the 2015 Spending Review, based on forecast demand and considering factors such as historical start levels.</p><p>Funding bands set the maximum that government will contribute towards the training and assessment costs of an individual apprenticeship and are set to achieve high-quality delivery while securing value for money. The Institute for Apprenticeships makes regular recommendations on the pricing of standards, and in 2018 we introduced additional funding bands to ensure that all standards are funded at the appropriate level.</p><p>We also set the amount of funding available for supporting non-levy payers, which is delivered through contracts with training providers: currently government pays 90% of training and assessment costs and 100% for the smallest employers who take on 16 to 18 year olds. We have awarded funding totalling more than £500 million to providers across the country between January 2018 and March 2019. This  includes more than £70 million growth funding.</p><p>We constantly monitor levels of spend and forecast demand and consider the overall budget position, including as part of the wider departmental position.</p><p> </p> answering member constituency Guildford answering member printed Anne Milton question first answered 15/01/2019 16:46:36 answering member 1523 label Biography information for Anne Milton

	answer	answer is ministerial correction date of answer 16/01/2019 answer text <p>Section 2 of the Technical and Further Education Act (2017), often referred to as the ‘Baker Clause’, requires all maintained schools and academies to make sure that there is an opportunity for a range of education and training providers to meet pupils in year 8 to year 13 for the purpose of informing them about approved technical education qualifications or apprenticeships.</p><p>We introduced the ‘Baker Clause’ in January 2018 and published statutory guidance on careers guidance and on access for education and training providers which explains what schools must do to comply with this law. This is available at the following link: <a href="https://www.gov.uk/government/publications/careers-guidance-provision-for-young-people-in-schools" target="_blank">https://www.gov.uk/government/publications/careers-guidance-provision-for-young-people-in-schools</a>.</p><p>In the event of suspected non-compliance with the duty and statutory guidance, our approach is for the parties involved to try to resolve the matter locally. This might include Regional Schools Commissioners or local authorities discussing and addressing any barriers to compliance with multi-academy trusts, individual academies or maintained schools.</p><p>If the department finds fault with a school’s policies following a complaint, then remedial action could be taken. This could include an official or a minister from the department writing to the school and, ultimately, the possibility of the Secretary of State using intervention powers.</p><p>Regarding Ofsted, this is a matter for Her Majesty’s Chief Inspector, Amanda Spielman. I have asked her to write to the right hon.
