star this property answer text <p>Enforcement of all minimum wages, including the National Minimum Wage (NMW) for apprentices, is the responsibility of Her Majesty’s Revenue and Customs (HMRC).</p><p>In the period 2017 to 2018, HMRC identified a record £15.6 million in total arrears owed to 200,000 workers who were underpaid the minimum wages and issued £14 million in penalties. HMRC continues to investigate 100% of complaints received from workers in respect of minimum wage law.</p><p>The government’s naming scheme, which was introduced in 2013, provides HMRC with the power to publicly name employers who fail to pay minimum wages. 1,900 businesses have already been named. Between them, these businesses owed workers total arrears of more than £11 million. Apprentices are distinguished separately.</p><p>Each new apprentice on a government-funded apprenticeship receives a letter from the Minister of State for Apprenticeships and Skills which sets out what they can expect from their apprenticeship. This letter includes information on apprentices’ entitlement to the NMW.</p><p>The Education and Skills Funding Agency’s Find an Apprenticeship service also has built-in automated checks to ensure that no apprenticeship vacancy can be advertised with a wage rate below the NMW level. An employer would not be able to submit a vacancy to Find an Apprenticeship until the NMW requirements are met.</p><p> </p>

star this property answer text <p>There are duties in place to make sure that suitable, full time alternative provision (AP) is available for children of compulsory school age who have been excluded for a fixed period or permanently. Local authorities are responsible for making sure that provision meets the needs of young people in their area. This includes identifying 16 to 19 year olds who are not in education, employment or training, such as those excluded from school, and providing the help they need to participate and progress.</p><p>The department is raising the proportion of young people leaving AP to engage in education, employment and training. A high proportion of these students will have special educational needs and/or a disability and through the Children and Families Act 2014 we have put in place support to help these students to succeed alongside their peers. Young people also have access to a range of support and guidance, including the 16-19 Bursary Fund to assist with the costs associated with staying in post-16 further education and Access to Work funding to support apprentices who are disabled or have a physical or mental health condition.</p><p>In March 2018, the government published its vision for AP, including a plan for improving the support it offers to young people. We will continue to engage with AP and post-16 providers to identify and share new ways of helping young people make the transition into post-16 settings and adult life. We have commissioned primary research into the recent experiences of children, schools, AP and post-16 providers regarding this transition. We are also in the process of assessing bids from organisations who have applied to the AP Innovation Fund to design and test new approaches to improve outcomes for young people leaving AP at age 16.</p><p> </p>

star this property answer text <p>In line with the recommendations of the Independent Panel on Technical Education, our ambition is that every young person, after an excellent grounding in the core academic subjects and a broad and balanced curriculum to age 16, is presented with two clear choices: the academic or the technical option. Reformed apprenticeships and new T Levels will ensure that the technical option is world-class and provides a high quality alternative to A levels.</p><p>T Levels will be substantial programmes, so we expect that in future the majority of students will follow either an academic programme (e.g. three A levels) or a technical programme (a T level). We do appreciate that students may change their minds, and we will ensure there are appropriate bridging courses to make movement between the two options easily accessible. In principle, we believe that a student should be able to take an A level alongside their T Level, particularly if it supports progression outcomes for their chosen T Level. We are particularly supportive of high attaining students who want to take Core maths or an A level in maths alongside their T Level.</p><p>In the response to the consultation on T Level implementation, we committed to reviewing qualifications that currently attract government funding for post-16 study. In designing this review, we will ensure that continued funding is only available for the group of qualifications that serve a genuine purpose, are of a high quality and enable students to progress to meaningful outcomes.</p>

star this property answer text <p>Pupils who study at University Technical Colleges (UTCs) study an integrated academic and technical curriculum from the start of Key Stage 4 (KS4). This enables them to experience technical education as part of a broad and balanced curriculum before they turn 16, informing their choices about future educational and career pathways.</p><p>Students at KS4 are able to take up to three Technical Awards alongside GCSEs that will count towards their school's Progress 8 and Attainment 8 scores. Technical Awards are broad, high-quality level 1 and level 2 qualifications in non-English Baccalaureate subjects that equip students with applied knowledge not usually acquired through general education. They focus on applied study of a sector or occupational group, including the acquisition of associate practical or technical skills where appropriate. Each Technical Award is equivalent to a GCSE in robustness and challenge.</p><p>It is important that young people are able to make informed choices about their future education, training and jobs. Our careers strategy, published in December 2017, says that by 2020 schools should make sure that their students experience at least seven encounters with employers, at least one a year from year 7 to 13. Some of these encounters should be with employers working in Science, Technology, Engineering and Maths.</p><p>In January 2018, we introduced a new law which requires all maintained secondary schools and academies to make sure that students hear from a range providers about approved technical education qualifications or apprenticeships. star this property answer text <p>The department has published a framework/standard tool which shows there have been 40,650 apprenticeship starts for the Health, Public Services and Care subject area in the 2017/18 academic year, reported to date in England: <a href="https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships" target="_blank">https://www.gov.uk/government/statistical-data-sets/fe-data-library-apprenticeships</a>.</p><p>We are wanting to increase the number of nursing apprenticeships and now have a complete apprentice pathway from entry level to postgraduate advanced clinical practice in nursing. This is a huge achievement in supporting people from all backgrounds to enter a nursing career in the National Health Service.</p><p>Registered Nurse (degree) apprenticeship standard was approved for delivery on 9 May 2017. There were 20 total starts on the Registered Nurse (degree) apprenticeship in the 2017/18 academic year, of which 10 were started in the East of England. There were no other starts reported for this standard in the 2016/17 academic year, or within the Essex or Hertfordshire local authorities.</p><p>We have also created a new programme for nursing associate apprentices to broaden the routes into the profession. 5,000 starts are planned in 2018, with a further 7,500 in 2019.</p><p>We are working closely with employers and Health Education England to make sure the National Health Service are fully supported to recruit apprentices, both in nursing and a range of other occupations.</p><p>We publish starts for training providers when data is finalised for the full academic year.
