	answer	answer is ministerial correction date of answer 08/11/2017 answer text <p>National Health Service car parking data is collected annually and published at:</p><p> </p><p><a href="http://hefs.hscic.gov.uk/ERIC.asp" target="_blank">http://hefs.hscic.gov.uk/ERIC.asp</a></p><p>The 2016-17 Estates Return Information Collection figures show that out of 1,043 hospital sites that have designated disabled parking, 132 have indicated that they charge for disabled parking (which includes disabled people, people with temporary disabilities as well as Blue Badge holders).</p><p> </p><p>Decisions on car parking provision and charging are taken locally by each trust.</p><p> </p><p>The Department published clear guidelines (the car parking principles) for NHS organisations that they are expected to follow. Hospitals should put concessions in place for those who most need help including disabled people, carers and staff who work shifts. The NHS itself is responsible for ensuring that charges are fairly applied. This builds on the statutory guidance <em>Implementing Fulfilling and Rewarding Lives</em> which followed the 2010 Adult Autism Strategy for England, and which required autism awareness training to be available to all staff working in health and social care and specialist training for those in key roles that have a direct impact on access to services for adults with autism. The Department is currently consulting on the regulations and statutory guidance that will support the implementation of the Care Act, and we will remind local authorities through this of this requirement in <em>Implementing Fulfilling and Rewarding Lives.</em></p><p> </p><p>Due to the complexities of assessing people who are deafblind, regulations under the Care Act will require their assessments to be carried out by a specialist assessor. One of the questions in the consultation document is whether specialist assessors should be required to carry out the assessment of people with other conditions, such as autism, and to explain why this should be the case. 	answer	answer is ministerial correction date of answer 14/07/2014 answer text <p>The National Health Service does not usually provide financial assistance to NHS staff who have to drive or take public transport to work.</p><p> </p><p>The reimbursement of excess travelling costs when employees are required to change their base of work as a result of a reorganisation or merger of NHS employers or when employees accept another post as an alternative to redundancy will be for local determination between employers and staff representatives.</p><p> </p><p>NHS employers only reimburse travel costs if employees make journeys in the performance of their duties e.g. to provide care in a patient's home.</p><p> </p><p>A number of trusts operate salary sacrifice schemes in respect of car parking, bikes for work, bus passes and car lease. 	answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>The Department of Health published new National Health Service patient, visitor and staff car parking principles on 23 August 2014. These principles, widely welcomed by a range of charities and organisations representing patients’ interests, made it clear that NHS trusts should publish:</p><p> </p><p> </p><p> </p><p>- their parking policy;</p><p> </p><p>- their implementation of the NHS car parking principles;</p><p> </p><p>- financial information relating to their car parking arrangements; and</p><p> </p><p>- summarised complaint information on car parking and actions taken in response.</p><p> </p><p> </p><p> </p><p>In line with our policy of making all key information transparently available to patients, our expectation is that this information will be displayed prominently on trust websites so that patients and the public can hold the NHS locally to account where unfair parking charges and practices remain in place.</p><p> </p><p> </p><p> </p><p>In addition, we will be collecting information about NHS compliance with these principles via the next round of the Patient Led Assessments of the Care Environment data collection and the results will be published so that patients can identify those trusts who are falling short.</p><p> </p> answering member constituency Central Suffolk and North Ipswich answering member printed Dr Daniel Poulter grouped question UIN 211028 question first answered 27/10/2014 16:57:31 answering member 3932 label Biography information for Dr Dan Poulter

These measure the number of patients admitted, transferred or discharged within four hours of arrival at an accident and emergency department, but do not provide information on average waiting times.</p><p> </p><p> </p><p> </p><p>Information is available in hospital episode statistics from 2007-08 on average waiting times to assessment, treatment and departure in accident and emergency departments, and is shown in the following tables. Duration to treatment is the total amount of time in minutes between the patients’ arrival and the start of their treatment. This is calculated as the difference in time from arrival at A&amp;E to the time when the patient began treatment.</p><p> </p><p>6. Duration to departure is total amount of time spent in minutes in an A&amp;E department. This is calculated as the difference in time from arrival at A&amp;E to the time when the patient is discharged from A&amp;E care.
