The government recognises that FATCA is a particular concern for those who were unaware of the obligations associated with their US citizenship.</p><p> </p><p>However, to clarify, FATCA does not create new accidental Americans. This included all HMOs with 3 or more people from 2 or more households.</p><p>The 2016-2017 returns give the actual number of mandatory licensed HMOs, with 5 or more people, at 1 April 2017 as 43,392. Since these figures were published the Government has extended mandatory licensing of HMOs to properties of any size, given 5 or more people from more than 1 household.</p><p>Data on properties licensed at 13 December 2018 will not be available until local authority data returns for 2018-2019 are published in 2020. Government is instead focussed on tackling rogue landlords. In April 2018, using powers under the Housing and Planning Act 2016, we introduced a national database of rogue landlords and letting agents. This includes developing the skills they need to support and communicate with a diverse range of customers, and specific training is provided for working with different vulnerable groups.</p><p> </p><p>We are taking a slow, measured approach to managed migration and this will allow for on-going evaluation of the process to ensure that it is working successfully, which will enable us to refine our methods to support claimants.</p><p> </p><p>The revised draft regulations now before Parliament provide that we must give claimants a minimum of three months in which to make a claim for Universal Credit and sets no maximum period in which a claim must be made. With unlimited flexibility to extend claim periods we will work with representative groups to produce guidance that will ensure adequate support for each individual claimant’s needs.</p><p> </p><p>Decision makers and all our customer facing staff undertake learning related to supporting vulnerable claimants. We urge the Venezuelan government to recognise the seriousness of the situation and take immediate action to relieve the suffering from acute shortages of food and medicines. A political solution is urgently required to tackle Venezuela’s deep economic and social crises, and allow those who have left to return to their homes.</p><p> </p><p>We have deployed two humanitarian advisors from DFID as part of a scoping mission and funded five UN agency secondments to the region.
