star this property answer text <p>Defence is continually looking at ways to build a fairer, more inclusive, and more effective workplace.</p><p>Last year, the Government Equalities Office commissioned a report into unconscious bias and diversity training. It concluded that the training was not achieving its intended aims and would be phased out. In response to this, the Ministry of Defence has phased out unconscious bias training within the Department.</p><p>To ensure we continue to build fairer and more effective workplaces the <em>Diversity and Inclusion 2020</em> course has been replaced by the <em>Inclusion in the Civil Service </em>course. The Inclusion in the Civil Service course comprises of four modules (Equality, diversity, and inclusion in the Civil Service; Our inclusive workplace; Our customers; the legal framework) and has had the unconscious bias training elements removed.</p> more like this

star this property answer text <p>The FCDO Counter Disinformation and Media Development Programme has funded the Global Disinformation Index since 2019, for activities outside the US, providing £1,999,026 between 2019 and 2022, with a further £600,797 during the current financial year. As a programme beneficiary there will have been frequent contact between the Programme Team and GDI as well as regular performance reports and reviews.</p><p>As graphically demonstrated around its illegal war in Ukraine, Russia has made disinformation central to its foreign and security policies and invested massively in systems to deny, obfuscate and distract from its actions. The Kremlin exploits any issue or system, including internet platforms and social media.</p><p>GDI uses technology to identify malign use of the internet and works with technology companies to respond appropriately.</p> more like this

star this property answer text <p>Grant agreements between FCDO and the Global Disinformation Index (GDI) related to this project clearly specify the regions in which activities funded by FCDO will take place. I [Minister Docherty] can again confirm that FCDO did not fund GDI activity in the USA. GDI provide formal quarterly performance reports to FCDO and there are frequent informal contacts between GDI and our programme managers.</p><p>All FCDO programmes and projects comply with appropriate HMG programme management, commercial and financial rules and guidance, including monitoring and evaluation of project performance. I can confirm that the FCDO's GDI project complies with these rules.</p> more like this

star this property answer text <p>Between 2020 and 2021, FCDO funded Global Disinformation Index (GDI) activity covering media markets in South Africa, Australia, Canada, Kenya and India, in addition to markets outside the Commonwealth. As with all GDI work of this kind, GDI operated in a transparent way, for example by informing media companies in advance that they would be included in surveys.</p><p>Sadly we have seen many examples over recent years of hostile state and non-state actors exploiting online and traditional media based across a wide range of countries for malign purposes. The work of organisations like GDI is critical in identifying and countering this malign use of the information space.</p> more like this

star this property answer text <p>The Global Disinformation Index (GDI) seeks to assess and identify disinformation online and provide information to assist technology and media organisations in deterring such activities and to disrupt revenues that emanate from them. The FCDO has made no assessment of GDI in relation to the use of advertising revenue of news publishing companies to support candidates in elections in Commonwealth countries.</p><p>As with all FCDO programmes and projects, our support for GDI complies with His Majesty's Government's programme management, commercial and financial rules and guidance. This includes quarterly performance reports and frequent informal contacts between GDI and our programme managers. An independent review of our project with GDI conducted in 2022 concluded that &quot;it is clear that GDI is making a real impact in countering disinformation&quot;.</p> more like this

star this property answer text <p>The FCDO does not collect statistics for the number of people convicted of murder, or victims of murder who were transgender, around the world.</p><p>The Government firmly believes that the chance to live with dignity, free from violence or discrimination, should not depend on a person's sexual orientation or gender identity. We directly challenge governments that criminalise homosexuality, at the highest possible level. The UK is currently co-chair and a founder-member of the Equal Rights Coalition, a grouping of 42 countries committed to working together to promote LGBTI equality globally. We work with partner countries and through international organisations, including the UN, OSCE, the Council of Europe and the Commonwealth, to promote inclusion.</p><p>We believe that the strongest, safest and most prosperous societies are those in which all citizens can live freely without fear of violence or discrimination. The international community must uphold the universality of human rights.</p>

star this property answer text <p>FCDO recognises that men and boys, as well as women and girls, suffer from harmful social norms and violence. International Men's Day offers an opportunity to reflect on how outcomes for men and boys can be improved, as well as how men and boys can play a key role in advancing gender equality.</p><p>FCDO's policy and programmes look to support men and boys as survivors and victims of violence as well as responding to violence against women and girls. Last year we appointed male and female survivor champions to support our work on the Preventing Sexual Violence in Conflict Initiative. We work with whole communities to challenge the acceptability of violence and bring about social change. For example, in Pakistan we supported an intervention which achieved significant reductions in corporal punishment at school and peer violence for boys as well as girls.</p><p>Men and boys can also be powerful change agents in their communities and positive role models. Many of our Girls' Education Challenge projects include activities to target boys and engage them as champions of gender equality. For example, in Mozambique and Nepal, marginalised boys as well as girls will be trained in peer education, life and vocational skills, and business initiatives.</p>
