star this property answer text
A delay to the proven reoffending statistics publication for the January to March 2019 offender cohort, originally scheduled for release on Thursday 28 January 2021, was announced in December 2020. This was due to the late delivery of data which had a subsequent effect on the production of the Police National Computer (PNC) data extract required for producing the proven reoffending statistics. Since this announcement, a new lockdown has been introduced and access to the PNC, a system which can only be accessed via a fixed location in our offices, has been further limited. This has delayed the process of producing the proven reoffending statistics further. A revised publication date will be announced in due course.
more like this

A small number of recalls may be based on breach reports received the preceding year. For example, a recall on 1 January might be based on a breach report received on 31 December.

Where a report of potential breach of the curfew related conditions from the electronic monitoring provider is received, officials acting on behalf of the Secretary of State must decide whether there has in fact been a breach and, if so, what action should be taken. Having regard to all the offender’s overall level of compliance and to what the breach indicates as to the offender’s risk, s/he might be recalled to prison or issued with a warning. In some cases, no action will be taken, for example, where the offender had a verified legitimate reason for being absent from the curfew address.

HDC is a robust scheme which allows suitable, risk assessed, prisoners to work towards rehabilitation in the community, while remaining subject to strict monitoring and other conditions. If they breach these, they can be returned to custody.

star this property answer text
Probation reform remains a top priority for the Department. We set out plans last year to strengthen probation by building on the changes introduced by Transforming Rehabilitation, while addressing some of the challenges in the system. Under these plans, contracts for Community Rehabilitation Companies will end in June 2021. We are currently reflecting on the implications of COVID-19 for the future probation model, and the competitive process for Probation Delivery Partner contracts was suspended on 26 May 2020 to allow time for this consideration. We will provide an update shortly.
more like this
