The net cost to the Department of administering the national insurance pension scheme is therefore zero.</p><p>At the start of each financial year, costs are calculated on the basis of latest workload forecasts and the most recent audited unit costs. The result is that files are kept for different lengths of time depending on their content. <br><br>Those files where another government department is the policy lead or which contain minimal or duplicated content are kept for the shortest period before destruction. This period could be up to 10 years. Those which contain papers relating to issues such as legislation, major policies or notable events may be kept for up to 25 years with some files being transferred to TNA following a review of their importance in line with policy and their value for future historical research. As part of the 1998 Strategic Defence Review, the Government announced that as a matter of policy future withdrawals of nuclear material from safeguards would be severely limited, and that the quantities of material involved would be orders of magnitude less than the amounts used to make nuclear weapons. There is no intention to withdraw from safeguards the plutonium recently allocated to the UK by Germany and Sweden. In this time, the UK has provided military aid to Libya in the form of the defence portion of the tri-Departmental (MOD, FCO, DfID) Conflict Pool, and core defence funding for Defence Engagement activity. 	answer	answer is ministerial correction date of answer 16/07/2014 answer text <p>During routine work to add existing records to the store in Diego Garcia, British Indian Ocean Territories (BIOT) immigration officials noted water damage to a small number of records, caused by a leaking roof. This is believed to have resulted from extremely heavy weather in June 2014. Although the extent of the damage was not clear on initial inspection at the time, I refer my hon. Friend to the answer given by the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the member for Boston and Skegness (Mr Simmonds) on 8 July 2014, Official Report, column 172W.</p><p>However, since 8 July, BIOT immigration officials have conducted a fuller inspection, and previously wet paper records have been dried out. They report that no flight records have been lost as a result of the water damage. A small number of immigration arrival cards from 2004 have been damaged, but that information about those flights is still available in the daily occurrence logs and monthly statistics. These costs should not be used as a guide to costs of decommissioning modern nuclear reactor sites. The vast majority of the liability at Sellafield is a result of the Cold War military programme on that site, dating back to the 1940s, and the very early days of the civil nuclear industry, dating back to the 1950s and 1960s. These historic facilities were built extremely rapidly to very different quality and safety standards compared with nuclear plants constructed today and without plans for how they would be ultimately decommissioned, These facilities present a unique decommissioning challenge requiring a complex suite of engineering projects in order to first gain access to their waste inventory before retrieving and then treating this material ready for long-term disposal. The activity required to decommission these facilities at Sellafield bears no relation to the work required to decommission modern nuclear facilities. 	answer	answer is ministerial correction date of answer 10/07/2014 answer text <p>The Crown Prosecution Service (CPS) is not an investigative agency and will only bring cases to court that have been referred by the police or another Law Enforcement Agency.</p><p>The Financial Conduct Authority has regulatory responsibility for payday lenders along with other financial institutions and may either investigate criminal conduct themselves or refer it to another agency or force, as appropriate.</p><p>There has been recent publicity about the conduct of one particular payday lender, Wonga. It was widely reported that the Financial Conduct Authority are to refer a file to the police for consideration of whether a criminal investigation is appropriate. This followed the announcement that Wonga would pay £2.6 million in compensation, after sending letters from non-existent law firms to customers in arrears.</p><p>The CPS Deputy Head of the Specialist Fraud Division has met with the City of London Police to discuss this case. City of London Police are the national police lead in substantial fraud investigations. At this stage, the police have still to consider whether a criminal investigation is required and no advice has been sought from the CPS.
