star this property answer text <p>Secure Training Centres (STCs) play an important role in helping young people to reform and turn their lives around. They typically cater for younger offenders with multiple or complex needs, and therefore have smaller units and higher staff ratios than some other youth establishments.</p><p>The estimated average annual cost per place over the 5 year contract period at Rainsbrook STC is £136k and at Medway STC it is £138k. These figures are based on the bid price, uplifted in line with forecasted inflation.</p> more like this

star this property answer text <p /> <p>The National Offender Management Service (NOMS) has a comprehensive drug strategy for prisons, which includes elements to both reduce the demand and supply of drugs in prisons. The success of the strategy is illustrated by the reduction of drug misuse in prisons, as measured by the random Mandatory Drug Testing (MDT) programme, which has declined by 17.5 percentage points over the past 17 years, despite the fact that NOMS is testing for more drugs than previously. Positive rates were 7.8% in 2009/2010 and 6.9% in 2014/2015.</p><p> </p><p>The majority of prisons in England and Wales reported drug free months in the last year; however a single episode of drug misuse over a defined period would deprive a prison of drug free status. Prisons can perform very well in keeping drugs out of prison but technically not be drug free. One prison, Blantyre House, reported no positive random drug tests in every month over the period 1 April 2014 to 31 March 2015.</p> more like this

star this property answer text <p /> <p>The safety and welfare of young people in custody is vital and the Ministry of Justice takes the issues raised in the recent Rainsbrook inspection report extremely seriously. We have taken immediate action to make sure these issues were being addressed by the operator</p><p> </p><p>The Youth Justice Board (YJB) are closely monitoring the implementation of an action plan to review all elements of recruitment, selection, training and supervision at Rainsbrook, with a strong focus on improving leadership, conduct and culture. A new Director has also been put in place and formal, disciplinary action has been taken in relation to a number of staff.</p><p> </p><p>YJB staff are meeting frequently with the Director and leadership team at Rainsbrook to seek evidence of timely and effective progress being made in addressing the concerns highlighted in the report. The G4S Regional Managing Director will also conduct a review of the service in conjunction with the YJB.</p><p> </p><p>A further, unannounced inspection will take place in the autumn. If G4S fail to resolve the issues raised, further contractual remedies are available, including contract termination.</p><p> </p><p>Contracts for the Medway and Rainsbrook Secure Training Centres are currently being retendered. Announcements regarding the competition will be made in due course.</p>

star this property answer text <p>The National Offender Management Service (NOMS) takes the issue of all contraband in prisons extremely seriously and deploys a comprehensive range of robust searching and security measures to detect items of contraband both at the point of entry to the prison and concealed within the prison. We do not tolerate drugs in prison and anyone caught with them will be punished and could face further prosecution.</p><p> </p><p>NOMS has in place a comprehensive drugs strategy. The success of this strategy is illustrated by the reduction of drug misuse - as measured by the random mandatory drug testing programme - which has declined by 17.0 percentage points over the past fifteen years (positive rates were 24.4% in 1996/7 and 7.4% in 2013/14) despite the fact that more drugs are being tested for. Random MDT provides a reliable and statistically valid way of measuring patterns and trends of drug misuse in prisons at national and regional level.</p><p> </p><p>There is growing evidence that there has been an increase in the use and seizure of New Psychoactive Substances (NPS) into prisons. We have already announced a series of measures to crack down on this and will ensure Governors have the powers and support they need to tackle it.</p><p> </p><p>New, additional powers in the Criminal Courts and Justice Bill will give powers to specify non-controlled drugs (including New Psychoactive Substances (NPS) and prescription drugs) which can be tested for as part of the Mandatory Drug Testing Programme.</p><p> </p><p>NOMS has also very recently circulated new guidance to prison governors, which sets out clearly for the first time the measures available to them to deal with NPS. This will reinforce the prison estate’s zero tolerance approach to contraband.</p>

star this property answer text <p /> <p>Since 2010 MoJ has delivered major changes by reducing costs in the services we provide and seeking to improve the way we provide them. Our extensive reform programme, covering all areas of the justice system, including back office functions, has reduced net spend by £1.7bn, or 19% in real terms, in 2013-14 compared to 2010-11, and is expected to reduce by a total of over £3bn or 34% in real terms by 2015-16.</p><p>The Ministry of Justice has been working hard to deliver its commitments from the 2010 coalition agreement including major programmes such as Transforming Rehabilitation, which is now changing the lives of offenders.</p><p> </p><p>We have met our commitment to revolutionise rehabilitation by establishing a new National Probation Service and 21 Community Rehabilitation Companies, which are now up and running, supervising offenders. We have changed the law to ensure that every offender will receive rehabilitative support for at least a year after release from prison. The Offender Rehabilitation Act 2014 also introduces a new Rehabilitation Activity Requirement to aid in the rehabilitation of offenders in the community.</p><p> </p><p>We are reforming the prison system to create a fit-for-purpose, modern estate which provides accommodation at a much lower cost to the taxpayer. We are ensuring that the sentencing framework operates as efficiently and effectively as possible and delivers appropriate punishment of offenders, without compromising on public safety. We are continuing to transform the prison system, and we have announced the construction of a new prison in Wales. The construction of four new house blocks at established prisons will provide modern accommodation at a lower cost to the taxpayer, and three of these have already been completed.</p><p>We are transforming youth custody to create a more cost-effective system which ensures that young people are appropriately punished, while at the same time receiving the support and education required to turn away from a life of crime. We have legislated to create Secure Colleges and we have awarded new education contracts in Young Offender Institutions that will more than double the number of hours education young people receive.</p><p>We are creating a more affordable and sustainable Legal Aid system. The Legal Aid Transformation Programme was put in place after the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Act came into force on 1 April 2013. Its aim is to examine the possibilities of further legal aid savings, including the concept of tendering to be a criminal legal aid provider, and to identify ways in which public confidence could be improved.</p><p>We have met our commitment to provide greater transparency by extending the scope of the Freedom of Information Act (FOIA) to Academy schools and the Association of Chief Police Officers amongst others.</p><p>Only one policy from the 2010 Coalition Agreement, as set out in the ‘Programme for Government’ document, has not been implemented. The Coalition government made it clear from the outset that it would only extend anonymity in rape cases to defendants if there was clear and sound evidence to justify it. The proposal was not progressed. An announcement to this effect was made in November 2010.<br> <br></p>

star this property answer text <p>The National Offender Management Service (NOMS) is responsible for the management of the 14 private prisons in England and Wales.</p><p> </p><p>The terms of each contract include an agreed level of service. There are financial remedies which apply where a provider fails to achieve this expected level of performance, making sure that they have an incentive to properly support the rehabilitation of offenders on an ongoing basis.</p><p> </p><p>There are clear processes in place to monitor performance and identify emerging issues. Each private prison has an on-site Controller, accountable for providing assurance that the contracts for each prison are delivered in accordance with agreed contractual delivery indicators, and that the prison provides safe, decent and secure services in line with performance standards.</p> more like this
