answer	answer is ministerial correction date of answer 23/02/2015 answer text <p>As part of NHS England, NHS Trust Development Authority (TDA) and Monitor’s joint project to support 11 challenged local health economies develop clinically and financially sustainable five-year strategic plans, four consultancy firms (including KPMG) were commissioned to support the local areas with the development and strengthening of their plans.</p><p> </p><p> </p><p> </p><p>Reports were provided by the consultants to support the project’s Programme Board, consisting of NHS England, TDA and Monitor, to manage the contracts and ensure that the service specification was being met.</p><p> </p><p> </p><p> </p><p>Work is ongoing based on the contents of these reports and there are a number of steps that have to be undertaken in each of the local health economies before these reports can be released: the production of the five-year strategic plan, consideration of the plan, consultation on possible reforms to the health economy, recommendations for possible reforms following consultation, and implementation of recommendations.</p><p> </p><p> </p><p> </p><p>To release the reports ahead of the steps identified above being completed would be likely to prejudice their outcome. answer	answer is ministerial correction date of answer 13/06/2016 answer text <p>The indicator within the Public Health Outcomes Framework brings together the range of information on levels of preventable sight loss in a single place.</p><p>The indicator is made up of four sub-indicators which are measuring the crude rates of Age-Related Macular Degeneration, glaucoma and diabetic retinopathy, and of the rate of sight loss certifications per 100,000 population.</p><p>The latest data published by the Public Health Outcomes framework show that there were the following new certifications of visual impairment in 2013/14:</p><p> </p><p>- 11,055 for age related macular degeneration, a decrease of 90 from 2012/13;</p><p>- 3,432 for glaucoma, an increase of 141 from 2012/13;</p><p>- 1,563 for diabetic eye disease, a decrease of 29 from 2012/13; and</p><p>- 22,911 overall new certifications (all causes), an increase of 264 from 2012/13.</p><p> </p><p>Early detection is essential to tackling preventable sight loss. The Government’s advice remains that the best thing a smoker can do is to quit and quit for good. Any smokers wanting to quit, with or without the help of products available on the market, are four times more likely to stop smoking and quit for good with the personalised support offered by local stop smoking services.</p><p> </p><p>The National Centre for Stop Smoking Services has issued guidance on offering advice to those wanting to use e-cigarettes as part of their quit attempts and encouraged local stop smoking services to be open to their use.</p><p> </p><p>The Government recognises that some people have found e-cigarettes helpful in quitting smoking and that they are considerably less harmful than continuing to smoke.
