star this property answer text <p>The Dublin III Regulation is a long-standing mechanism between EU Member States to determine which single State has responsibility for examining an asylum claim, whilst at the same time recognising family ties as a factor to unite whilst an asylum claim is considered. We will be bound by the Dublin III Regulation as long as we remain a member of the EU; and in the event of a deal, we will continue to meet our obligations under it throughout the Implementation Period.</p><p>The Government is fully committed to the timely and efficient operation of the Dublin III Regulation including the family reunification provisions. The UK continues to process requests from other Member States to transfer individuals to the UK to have their asylum claims assessed.</p><p>The UK has taken a number of actions to strengthen Dublin processes. As part of the Sandhurst Treaty, signed between the UK and France on 18 January 2018, we agreed a comprehensive package to support unaccompanied asylum seeking and refugee children. This includes a £3.6 million development fund to support eligible children through the Dublin process and ensures that those without any prospect for transferring to the UK are informed of their options. We have also agreed shorter timescales for the acceptance and transfer of cases under the Dublin process and have deployed a UK asylum liaison officer to France to support this process.</p><p>We are working to secure a comprehensive returns agreement with the EU that replaces our obligations under Dublin once we leave the EU, post Implementation Period. Furthermore, as set out in section 17 of the Withdrawal Act, the UK will seek to negotiate an agreement with the EU to continue to provide a legal route for Unaccompanied Asylum-Seeking Children to be reunited with family members in the UK.</p>

star this property answer text <p>This Government is committed to transforming the response to domestic abuse.</p><p>Victims of domestic abuse are treated first and foremost as victims. Non -British victims residing in the UK are able to apply for support from authorities, many of whom will have statutory obligations to support victims.</p><p>For individuals in the UK who are married, or partners of, British or settled sponsors and who claim to be victims of abuse, there is the option of applying for immediate crisis support under the Destitute Domestic Violence Concession (DDVC).</p><p>In addition, funding has been made available to support a range of support networks. In March, a further £1,090,000 was made available specifically to be used to provide safe accommodation, and other support functions. <br> <br>We are not complacent about our responses to domestic abuse. We strive to see what more can be done. The new Domestic Abuse Bill will be the platform for delivering changes to support victims and will enable victims to have the ability and confidence to report these crimes.</p><p> </p><p> </p>

star this property answer text <p>The Home Office has put in place a comprehensive vulnerability strategy to ensure that the EU Settlement Scheme is accessible for all, including children in care.</p><p><br>The Home office has been engaging with relevant stakeholders such as the Department for Education, Local Government Association and Association of Directors of Children’s Services to assess the needs of this group and ensure they are supported.</p><p><br>Specific guidance and resources for local authorities and community leaders is being produced to inform vulnerable groups about the application process and the need to apply.</p><p><br>The Home Office has introduced a range of support including up to £9 million grant funding for voluntary and community organisations, assisted digital support and support via the EU Settlement Scheme Resolution Centre.</p><p><br>A New Burdens Assessment has also been produced in collaboration with key stakeholders representing local authorities and children’s social services to ensure they are funded to identify and support EU children in care.</p>

star this property answer text <p>In the event that a deal is reached with the European Union (EU) on withdrawing from the bloc, there will be an implementation period between 29 March 2019 and 31 December 2020 during which nothing will change regarding the ability of EU citizens to come and work in the UK, including those working in the arts sector.</p><p>If the UK leaves the EU without agreeing a deal, the arrangements for EU citizens arriving in the UK after 29 March 2019, whether for holidays or for short visits, for work or study, of up to three months, will not look any different for a transitional period until the new skills-based immigration system is implemented in 2021. However, to stay longer than three months, EU citizens newly arrived in this transitional period will need to apply for European Temporary Leave to Remain, which, subject to identity and criminality checks, will mean that they can remain here, including to work or study, for a further 36 months.</p><p>In either scenario, there will be no minimum salary threshold for those coming here to work.</p>

star this property answer text <p><strong></strong><strong></strong>The disabled child addition (DCA) is intended to provide extra support as caring responsibilities can mean parents of disabled children are less able to take up work and may need extra support for longer periods than others.</p><p> </p><p>In order to provide families with disabled children an adequate amount of support to meet additional costs, payment have been aligned through two different rates which are dependent on the rate of DLA/PIP the child is in receipt of.</p><p> </p><p>A disabled child that is entitled to the lower rate will receive £126.11 a month and a disabled that is entitled to the higher rate will receive £383.86 per month. These rates are both payable on top of the Child Element in Universal Credit. <strong>     </strong></p><p><strong> </strong></p><p>The total amount of tax free, state support available to a higher rate DLA care and mobility child, together with child benefit and Universal Credit can be worth over £16,000.</p> more like this

star this property answer text <p>Every Government needs to balance the generosity of benefit levels with affordability to the taxpayer and making sure that work pays. This Government continues to spend over £95bn a year on welfare. Since 2016, we have invested an additional £1.7bn a year in Universal Credit, through a reduction in the taper rate, increasing the work allowances for households with children and disabled people and providing additional support for people moving onto UC from existing benefits.</p><p> </p><p>This Government has also made sure that work pays. The National Living Wage, rising to £8.21 an hour from April 2019, has given the UK’s lowest earners their fastest pay rise in 20 years. We have cut income tax for over 31 million people and taken four million low earners out of income tax altogether. A typical basic-rate taxpayer now has over £1,000 less in income tax than in 2010. Compared with 2010, there are now over 3.5 million more people in work, 1,024,000 fewer workless households, and, at a near record low, 665,000 fewer children living in workless households This means more families are getting more of their income through earnings. Working Age households and households with children in the bottom 20% of the income distribution now get just over half of their income from employment, up from just over 40% in star this property answer text <p>The Government has assessed the impact of the two-child policy from an equality and human rights perspective throughout its development and in preparation for its implementation. Therefore, we consider that we have met our obligations under the Public Sector Equality Duty and ensured compliance with the Human Rights Act 1998, the Equality Act 2010 and the UN convention on the Rights of the Child.</p><p> </p><p>The Government’s view is that providing support for a maximum of two children in Universal Credit and Child Tax Credit, ensures fairness between claimants, and to those taxpayers who support themselves solely through work. Families on benefits should face the same financial choices when deciding to grow their family as those supporting themselves solely through work. A benefits structure adjusting automatically to family size is unsustainable.</p><p> </p><p>The Government continues to take action to help families with the cost of living, including raising the national living wage, reducing the UC earnings taper, raising the income tax personal allowance, introducing tax-free childcare and 30 hours a week of free childcare for 3 and 4 year olds.</p>

star this property answer text <p>Access to Work continues to undertake targeted marketing and awareness raising activities. For example, the scheme is promoted to benefit claimants through Jobcentre Plus and to a range of business leaders through the Disability Confident scheme. We have also worked with a variety of stakeholder organisations to market Access to Work to their clients, including sharing information about how individuals can apply for support.</p><p> </p><p>We are currently testing a number of communication activities to raise awareness of Access to Work among Jobcentre Plus staff in Greater Manchester, in order to equip work coaches with the knowledge to have conversations with customers who may require in work support. We will evaluate the most successful methods before a national roll-out.</p><p> </p><p>Access to Work is also reviewing the content and formats of its existing information channels, including considering how to achieve more effective use of alternative formats such as British Sign Language videos.</p>
