star this property answer text <p>In the event that a deal is reached with the European Union (EU) on withdrawing from the bloc, there will be an implementation period between 29 March 2019 and 31 December 2020 during which nothing will change regarding the ability of EU citizens to come and work in the UK, including those working in the arts sector.</p><p>If the UK leaves the EU without agreeing a deal, the arrangements for EU citizens arriving in the UK after 29 March 2019, whether for holidays or for short visits, for work or study, of up to three months, will not look any different for a transitional period until the new skills-based immigration system is implemented in 2021. However, to stay longer than three months, EU citizens newly arrived in this transitional period will need to apply for European Temporary Leave to Remain, which, subject to identity and criminality checks, will mean that they can remain here, including to work or study, for a further 36 months.</p><p>In either scenario, there will be no minimum salary threshold for those coming here to work.</p>

star this property answer text <p>In England and Wales deaths are recorded by the Registrar of Births and Deaths, who will issue a death certificate. Registrars receive information about the cause of death from either a Qualified Attending Practitioner (who is usually the last attending GP or hospital doctor) or a Coroner, depending upon the type of death. The purpose of the death certificate is to record the cause of death. The death certificate will also record the person’s ‘usual’ address.</p><p>The Secretary of State committed in an Urgent Question on 20 December (Official report, Column 995) to raising with the Ministry of Justice what more could be done to accurately record the housing status of a deceased person on death certificates. star this property answer text <p>For the first time, from May 2016, cessation information to signpost consumers to quitting support has become mandatory on tobacco products. The Government’s advice remains that the best thing a smoker can do is to quit and quit for good. Any smokers wanting to quit, with or without the help of products available on the market, are four times more likely to stop smoking and quit for good with the personalised support offered by local stop smoking services.</p><p> </p><p>The National Centre for Stop Smoking Services has issued guidance on offering advice to those wanting to use e-cigarettes as part of their quit attempts and encouraged local stop smoking services to be open to their use.</p><p> </p><p>The Government recognises that some people have found e-cigarettes helpful in quitting smoking and that they are considerably less harmful than continuing to smoke. The forthcoming tobacco control plan will consider the role of e-cigarettes and other harm reduction products in further reducing the prevalence of smoking in England.</p><p> </p><p>The Department has no current plans to review the restrictions on advertising for tobacco products.</p><p> </p><p> </p><p> </p>

star this property answer text <p>As part of NHS England, NHS Trust Development Authority (TDA) and Monitor’s joint project to support 11 challenged local health economies develop clinically and financially sustainable five-year strategic plans, four consultancy firms (including KPMG) were commissioned to support the local areas with the development and strengthening of their plans.</p><p> </p><p> </p><p> </p><p>Reports were provided by the consultants to support the project’s Programme Board, consisting of NHS England, TDA and Monitor, to manage the contracts and ensure that the service specification was being met.</p><p> </p><p> </p><p> </p><p>Work is ongoing based on the contents of these reports and there are a number of steps that have to be undertaken in each of the local health economies before these reports can be released: the production of the five-year strategic plan, consideration of the plan, consultation on possible reforms to the health economy, recommendations for possible reforms following consultation, and implementation of recommendations.</p><p> </p><p> </p><p> </p><p>To release the reports ahead of the steps identified above being completed would be likely to prejudice their outcome. The timescales for the above processes will be different in each of the 11 areas and, as the strategic plans are produced, they are made available from the relevant clinical commissioning group websites through their board papers.</p><p> </p>

No changes to the services people currently receive will be made without local engagement and, where required, consultation. There are longstanding assurance processes in place to make sure this happens. All footprints will submit an updated plan in October, with further formal public engagement and consultation taking place from this point, as appropriate. star this property answer text <p>As happens prior to the start of every financial year, the National Health Service was asked by the Department to develop a plan for balancing NHS budgets in 2017/18. As part of their plan, NHS England and NHS Improvement have designed and implemented the capped expenditure process (CEP), and they therefore have lead responsibility for it.</p><p> </p><p>CEP is an extension of the annual planning process. Financial performance information for each clinical commissioning group (CCG) (and in total for CCGs) can be found in the quarterly published Financial Performance Reports, accessible via the link:</p><p><a href="https://www.england.nhs.uk/publication/financial-performance-reports/" target="_blank">https://www.england.nhs.uk/publication/financial-performance-reports/</a></p><p>As with all public services, local NHS areas need to live within the budget agreed – otherwise they effectively take up resources that could be spent on general practitioners, mental health care, and cancer treatment. As part of their financial planning, NHS England and NHS Improvement have been running a process to look at how a small number of areas could do more to balance their financial plans, as many already have.</p><p> </p><p>NHS England have published, at a national level, documents which describe the overall approach. Individual clinical commissioning groups directly affected will reflect the impact of the capped expenditure process as part of their publication of plans, and will comply with any further requirements for consultation.</p>

star this property answer text <p>Strong Better Care Fund (BCF) plans are in everyone’s interest. The regional assurance of BCF plans is a joint process between NHS England and local government, with NHS England having the final decision as part of its Senior Responsible Officer Role. As stipulated in the Integration and Better Care Fund Planning Requirements 2017-19, local areas should submit their BCF plans by 11 September 2017 for regional assurance.</p><p> </p><p>Stoke-on-Trent has submitted its BCF plan after the deadline. The BCF plan is now being reviewed by the Regional Assurance Panel. star this property answer text <p>For the first time, from May 2016, cessation information to signpost consumers to quitting support has become mandatory on tobacco products. The Government’s advice remains that the best thing a smoker can do is to quit and quit for good. Any smokers wanting to quit, with or without the help of products available on the market, are four times more likely to stop smoking and quit for good with the personalised support offered by local stop smoking services.</p><p> </p><p>The National Centre for Stop Smoking Services has issued guidance on offering advice to those wanting to use e-cigarettes as part of their quit attempts and encouraged local stop smoking services to be open to their use.</p><p> </p><p>The Government recognises that some people have found e-cigarettes helpful in quitting smoking and that they are considerably less harmful than continuing to smoke. The forthcoming tobacco control plan will consider the role of e-cigarettes and other harm reduction products in further reducing the prevalence of smoking in England.</p><p> </p><p>The Department has no current plans to review the restrictions on advertising for tobacco products.</p><p> </p><p> </p><p> </p>

star this property answer text <p>For the first time, from May 2016, cessation information to signpost consumers to quitting support has become mandatory on tobacco products. The Government’s advice remains that the best thing a smoker can do is to quit and quit for good. Any smokers wanting to quit, with or without the help of products available on the market, are four times more likely to stop smoking and quit for good with the personalised support offered by local stop smoking services.</p><p> </p><p>The National Centre for Stop Smoking Services has issued guidance on offering advice to those wanting to use e-cigarettes as part of their quit attempts and encouraged local stop smoking services to be open to their use.</p><p> </p><p>The Government recognises that some people have found e-cigarettes helpful in quitting smoking and that they are considerably less harmful than continuing to smoke. The forthcoming tobacco control plan will consider the role of e-cigarettes and other harm reduction products in further reducing the prevalence of smoking in England.</p><p> </p><p>The Department has no current plans to review the restrictions on advertising for tobacco products.</p><p> </p><p> </p><p> </p>

This may include placing a provider into special measures for financial reasons as a regulatory measure to bring about swift improvement in challenged NHS providers’ finances. With the help of these measures, University Hospitals of North Midlands NHS Trust is making progress, and plans to achieve financial balance in 2019-20.</p><p> </p><p>All trusts under these measures will provide routine monthly financial reports to NHS Improvement. star this property answer text <p>NHS England has an ongoing relationship with all the clinical commissioning groups (CCGs) in Staffordshire.</p><p> </p><p>With the agreement of NHS England, the Staffordshire CCGs have agreed to the appointment of a joint Accountable Officer (AO), shared by all the CCGs. On 25 October, it was announced that, following a competitive interview process, Marcus Warnes has been appointed to this post. He is currently the AO of North Staffordshire and Stoke-on-Trent CCGs. Marcus Warnes starts his new role from 1 November 2017 for five out of the six CCGs. He will be supported by Tony Bruce who will remain as AO for East Staffordshire CCG until he leaves in March 2018. Marcus Warnes will then take on the role for East Staffordshire CCG.</p><p> </p><p>The CCGs are also currently working through a process to bring together a joint executive team. This process is at a relatively early stage.</p><p> </p><p>Each CCG will retain its own legal status, ensuring decisions are locally led.</p><p> </p><p>The Department and NHS Improvement have not had any direct discussions with CCGs in Staffordshire about merging.</p>

star this property answer text <p>Decisions on configuration such as this are best made by the local National Health Service, who can assess how to meet the needs of people in their area. NHS England and NHS Improvement have issued guidance to the system that can help to support local areas in making these decisions.</p><p> </p><p>For any significant system reconfiguration, the expectation is that all local parts of the system talk to the public and stakeholders regularly.</p><p> </p><p>Furthermore, all significant service change is subject to a full public consultation and proposals must meet the Government’s four reconfiguration tests. These are support from clinical commissioners, clarity on the clinical evidence base, robust patient and public engagement and support for patient choice. There is additional NHS England guidance which means that proposed service reconfigurations should be tested for their impact on overall bed numbers in the area.</p> more like this

star this property answer text <p>The indicator within the Public Health Outcomes Framework brings together the range of information on levels of preventable sight loss in a single place.</p><p>The indicator is made up of four sub-indicators which are measuring the crude rates of Age-Related Macular Degeneration, glaucoma and diabetic retinopathy, and of the rate of sight loss certifications per 100,000 population.</p><p>The latest data published by the Public Health Outcomes framework show that there were the following new certifications of visual impairment in 2013/14:</p><p> </p><p>- 11,055 for age related macular degeneration, a decrease of 90 from 2012/13;</p><p>- 3,432 for glaucoma, an increase of 141 from 2012/13;</p><p>- 1,563 for diabetic eye disease, a decrease of 29 from 2012/13; and</p><p>- 22,911 overall new certifications (all causes), an increase of 264 from 2012/13.</p><p> </p><p>Early detection is essential to tackling preventable sight loss. A range of treatment and services are in place in the National Health Service to deal with the key causes of preventable sight loss.</p>

Member in my answer of 8 November 2017 to Question 111042 that the Regional Assurance Panel will make a recommendation on Stoke-on-Trent's Better Care Fund (BCF) plan shortly to the national team.</p><p> </p><p>We can now provide an update that the national team has received and considered the recommendation from the Regional Assurance Panel. As stipulated in the Integration and Better Care Fund Planning Requirements 2017-19, advice on approval is first reviewed by the Integration Partnership Board (IPB), which is jointly chaired by the Department of Health and Department for Communities and Local Government, with representation from partners including the Local Government Association, Association of Directors of Adult Social Services and NHS England, before NHS England make the final decision as part of its Senior Responsible Officer Role. The Regional Assurance Panel’s recommendation on Stoke-on-Trent’s BCF plan has been circulated to the IPB for consideration and forwarded to NHS England. We expect that a decision and formal letter will be issued shortly.</p>

star this property answer text <p>Sustainability and Transformation Plan proposals are currently at a draft stage, but it is expected that all local leaders will be talking to the public and stakeholders regularly as it is vital that people are able to shape the future of their local services. No changes to the services people currently receive will be made without local engagement and, where required, consultation. There are longstanding assurance processes in place to make sure this happens. All footprints will submit an updated plan in October, with further formal public engagement and consultation taking place from this point, as appropriate. Many footprints are already publishing patient-facing summaries as part of their engagement programme.</p> more like this

star this property answer text <p>As happens prior to the start of every financial year, the National Health Service was asked by the Department to develop a plan for balancing NHS budgets in 2017/18. As part of their plan, NHS England and NHS Improvement have designed and implemented the capped expenditure process (CEP), and they therefore have lead responsibility for it.</p><p> </p><p>CEP is an extension of the annual planning process. Financial performance information for each clinical commissioning group (CCG) (and in total for CCGs) can be found in the quarterly published Financial Performance Reports, accessible via the link:</p><p><a href="https://www.england.nhs.uk/publication/financial-performance-reports/" target="_blank">https://www.england.nhs.uk/publication/financial-performance-reports/</a></p><p>As with all public services, local NHS areas need to live within the budget agreed – otherwise they effectively take up resources that could be spent on general practitioners, mental health care, and cancer treatment. As part of their financial planning, NHS England and NHS Improvement have been running a process to look at how a small number of areas could do more to balance their financial plans, as many already have.</p><p> </p><p>NHS England have published, at a national level, documents which describe the overall approach. Individual clinical commissioning groups directly affected will reflect the impact of the capped expenditure process as part of their publication of plans, and will comply with any further requirements for consultation.</p>

star this property answer text <p>As part of NHS England, NHS Trust Development Authority (TDA) and Monitor’s joint project to support 11 challenged local health economies develop clinically and financially sustainable five-year strategic plans, four consultancy firms (including KPMG) were commissioned to support the local areas with the development and strengthening of their plans.</p><p> </p><p> </p><p> </p><p>Reports were provided by the consultants to support the project’s Programme Board, consisting of NHS England, TDA and Monitor, to manage the contracts and ensure that the service specification was being met.</p><p> </p><p> </p><p> </p><p>Work is ongoing based on the contents of these reports and there are a number of steps that have to be undertaken in each of the local health economies before these reports can be released: the production of the five-year strategic plan, consideration of the plan, consultation on possible reforms to the health economy, recommendations for possible reforms following consultation, and implementation of recommendations.</p><p> </p><p> </p><p> </p><p>To release the reports ahead of the steps identified above being completed would be likely to prejudice their outcome. The timescales for the above processes will be different in each of the 11 areas and, as the strategic plans are produced, they are made available from the relevant clinical commissioning group websites through their board papers.</p><p> </p>

However in regards to Sustainability and Transformation Plans (STPs):</p><p> </p><p>STP footprints are not statutory bodies, but collective discussion forums which aim to bring together health and care leaders to support the delivery of improved health and care based on the needs of local populations. They do not replace existing local bodies, or change local accountabilities. Each footprint has been asked to determine governance arrangements for agreeing and implementing their STP. Individuals who are leading the development of STPs within each footprint, which include National Health Service provider Chief Executives, Clinical Commissioning Group Accountable Officers, local authority senior leaders, are responsible for convening and chairing system-wide meetings, facilitating the open and honest conversations that will be necessary to secure sign up to a shared vision and plan. In the overwhelming majority of cases this is a voluntary, non-statutory role and they are not being paid over and above the remuneration they receive for their existing role. Their salary details will be available in the individual annual reports of the organisations by whom they are substantively employed.</p>

star this property answer text <p>The Government takes seriously the Parliamentary and Health Services Ombudsman (PSHO) report: ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>In response to the PHSO report, NHS England have convened a working group with NHS Improvement, Health Education England (HEE), the Department and other partners to address the recommendations and take them into account in planning for improvements to eating disorder services.</p><p> </p><p>HEE is reviewing its current education and training offer and will work with subject matter experts to scope existing evidence-based practice to inform any new education and training resources. HEE is also considering how the capacity of the existing workforce may be used more innovatively and is exploring workforce planning interventions that can increase specialism in the field of eating disorders.</p><p> </p><p>The National Institute for Health and Care Excellence has run a consultation on the quality standard on eating disorders, which included two statements aimed at improving co-ordination of care. The quality standard is currently in its final stages of internal review and is expected to be published in September 2018.</p>

star this property answer text <p>The Government takes seriously the Parliamentary and Health Services Ombudsman (PSHO) report: ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>In response to the PHSO report, NHS England have convened a working group with NHS Improvement, Health Education England (HEE), the Department and other partners to address the recommendations and take them into account in planning for improvements to eating disorder services.</p><p> </p><p>HEE is reviewing its current education and training offer and will work with subject matter experts to scope existing evidence-based practice to inform any new education and training resources. HEE is also considering how the capacity of the existing workforce may be used more innovatively and is exploring workforce planning interventions that can increase specialism in the field of eating disorders.</p><p> </p><p>The National Institute for Health and Care Excellence has run a consultation on the quality standard on eating disorders, which included two statements aimed at improving co-ordination of care. The quality standard is currently in its final stages of internal review and is expected to be published in September 2018.</p>

star this property answer text <p>The Government takes seriously the Parliamentary and Health Services Ombudsman (PSHO) report: “Ignoring the alarms: how NHS eating disorder services are failing patients”. NHS England and NHS Improvement are committed to meet the PSHO’s recommendations.</p><p> </p><p>Commencing in March 2018, the National Clinical Director for Mental Health, Professor Tim Kendall was asked by the NHS England Board to establish a working group with other arm’s length bodies named in the PHSO report to help oversee and co-ordinate actions being taken to implement the recommendations.</p><p> </p><p>The national review of adult eating disorder services that NHS England commissioned in 2017 is now complete. Data collected on activity, investment and workforce is being reviewed with stakeholders to inform NHS England’s understanding of current provision and existing levels of parity with eating disorder services for children and young people. The data will inform modelling to understand the finance and workforce gaps to achieving greater levels of parity.</p><p> </p><p>NHS England will work with the Royal College of Psychiatrists’ Quality Improvement and Accreditation Networks, specifically the Quality Eating Disorder Network, to help embed recommendations in service standards used to review the quality of care delivered in eating disorder services.</p><p> </p><p>NHS Improvement has completed an engagement programme to inform a review of the Serious Incident Framework for the National Health Service. star this property answer text <p>Individual clinical commissioning groups (CCGs) are responsible for the provision of hearing aids for mild to moderate hearing loss to meet the needs of their local population. As with other services CCGs commission, they should take into consideration assessments of local need and any relevant guidance, such as that published by the National Institute for Health and Care Excellence (NICE). NICE clinical guidelines are not mandatory, although we expect service commissioners to take them into account alongside local priorities in the design of services.</p> more like this

star this property answer text <p>This information is not held centrally.</p><p> </p><p>Specialist in-patient eating disorder services for people aged over 18 are commissioned by NHS England. Specialist community services for people aged over 18 with eating disorders are commissioned by clinical commissioning groups (CCGs). NHS England does not hold information about all of the specific services commissioned by individual CCGs.</p><p> </p><p>We know that early intervention is vital and can prevent problems continuing into adulthood, that is why in 2015 the Government introduced waiting time targets to improve access to eating disorder services for children and young people.</p><p> </p><p>The Government is also investing £150 million to expand eating disorder community-based care and as a result 70 dedicated new or extended community services are now either open or in development. This means at least 3,350 children and young people a year will receive swift, effective eating disorder treatment in the community.</p> more like this
