	answer	answer is ministerial correction date of answer 13/06/2016 answer text <p>The indicator within the Public Health Outcomes Framework brings together the range of information on levels of preventable sight loss in a single place.</p><p>The indicator is made up of four sub-indicators which are measuring the crude rates of Age-Related Macular Degeneration, glaucoma and diabetic retinopathy, and of the rate of sight loss certifications per 100,000 population.</p><p>The latest data published by the Public Health Outcomes framework show that there were the following new certifications of visual impairment in 2013/14:</p><p> </p><p>- 11,055 for age related macular degeneration, a decrease of 90 from 2012/13;</p><p>- 3,432 for glaucoma, an increase of 141 from 2012/13;</p><p>- 1,563 for diabetic eye disease, a decrease of 29 from 2012/13; and</p><p>- 22,911 overall new certifications (all causes), an increase of 264 from 2012/13.</p><p> </p><p>Early detection is essential to tackling preventable sight loss. 	answer	answer is ministerial correction date of answer 08/11/2017 answer text <p>NHS Improvement is responsible for overseeing foundation trusts and National Health Service trusts and, as part of its remit to support these providers deliver financially sustainable healthcare, will lead on all direct action needed with providers in financial difficulty. This may include placing a provider into special measures for financial reasons as a regulatory measure to bring about swift improvement in challenged NHS providers’ finances. With the help of these measures, University Hospitals of North Midlands NHS Trust is making progress, and plans to achieve financial balance in 2019-20.</p><p> </p><p>All trusts under these measures will provide routine monthly financial reports to NHS Improvement. NHS England and the Department do not intervene in specific NHS providers matters such as these. The Government’s advice remains that the best thing a smoker can do is to quit and quit for good. Any smokers wanting to quit, with or without the help of products available on the market, are four times more likely to stop smoking and quit for good with the personalised support offered by local stop smoking services.</p><p> </p><p>The National Centre for Stop Smoking Services has issued guidance on offering advice to those wanting to use e-cigarettes as part of their quit attempts and encouraged local stop smoking services to be open to their use.</p><p> </p><p>The Government recognises that some people have found e-cigarettes helpful in quitting smoking and that they are considerably less harmful than continuing to smoke.
