	answer	answer is ministerial correction date of answer 16/11/2018 answer text <p>Welfare claimants whose circumstances remain the same will not see their benefit entitlement reduced as a direct result of being moved on to Universal Credit through managed migration, as they will receive transitional protection. This will ensure that claimants who are managed migrated will have total entitlement to Universal Credit that is at least as great had been their total entitlement to existing benefits at the point they are migrated, so safeguarding their benefit entitlement until their circumstances change.</p><p> </p><p>Claimants whose entitlement is less in Universal Credit than their legacy entitlement will receive transitional protection to ensure their benefit allowance remains the same at the point of transition. The other claimants who are migrated onto Universal Credit as part of managed migration will receive the same or an increased entitlement as they receive on legacy benefits.</p><p> </p><p>Additionally, we have announced that Tax Credits claimants with capital in excess of the £16,000 capital threshold will now receive a 12-month grace period during which they can receive transitional protection if eligible.</p><p> </p><p>We have also announced that, from 16 January 2019, we will prevent those claimants who are, or have been within the past month entitled to an award of an existing benefit that includes a Severe Disability Premium (SDP), from naturally migrating to Universal Credit following a change of circumstances. These claimants will continue to receive the relevant legacy benefit(s) appropriate to their change of circumstance and will only move to Universal Credit via managed migration (and therefore be eligible to transitional protection), safeguarding their existing benefit entitlement.</p><p> </p><p>We will also provide both an on-going monthly payment to eligible claimants who have already lost the SDP as a consequence of moving to Universal Credit and an additional monthly payment to cover the period since they moved. HSE has also supported other organisations such as the British Occupational Hygiene Society to develop its 'Breathe Freely' campaign targeted at work in the construction industry.</p><p> </p><p>HSE has recently published a new strategy for the GB health and safety system called ‘Helping Great Britain work well’. 	answer	answer is ministerial correction date of answer 23/05/2016 answer text <p>The Department for Work and Pensions (DWP) and the Health and Safety Executive (HSE) commissioned a report into age and employment in 2011 <a href="http://www.hse.gov.uk/research/rrpdf/rr832.pdf" target="_blank">http://www.hse.gov.uk/research/rrpdf/rr832.pdf</a>. The report found little conclusive evidence that older workers have an increased risk of work related accidents than younger workers. However, if an older worker is involved in a work related accident, the individual is likely to suffer more serious injuries, permanent disabilities or death, than for a younger worker. This is supported by statistics published by HSE.</p><p>The report also found there is little evidence that chronological age is a strong determinant of health, cognitive or physical abilities, sickness absence or productivity.</p><p>HSE’s website includes specific guidance on how to tackle and address health and safety issues in relation to older workers <a href="http://www.hse.gov.uk/vulnerable-workers/older-workers.htm" target="_blank">http://www.hse.gov.uk/vulnerable-workers/older-workers.htm</a>. 	answer	answer is ministerial correction date of answer 02/02/2017 answer text <p>We continually keep the assessment process for Personal Independence Payment (PIP) and Employment and Support Allowance (ESA) under review.</p><p> </p><p>As announced on 1 October 2016, we will stop requiring people with the most severe, lifetime conditions to be repeatedly assessed for ESA and the Universal Credit equivilant. Over the coming months we will work with our health assessment provider, medical professionals and other stakeholders to develop a set of criteria to switch off re-assessments for people with the most severe health conditions or disabilities.</p><p> </p><p>PIP already recognises that for the most severely disabled claimants, the award review process could seem unnecessarily intrusive. The length of a PIP award is based on an individual’s circumstances and can vary from nine months to an on-going award with a light touch review at the 10 year point. As such, existing PIP claimants with the most severe, lifetime disabilities, whose functional ability has remained the same, are more likely to have their evidence reviewed by a DWP Decision-Maker and will not need to have another face-to-face assessment with a healthcare professional. Regular reviews for PIP claimants are a key feature of the benefit, and ensure that benefit payments accurately match the current needs of claimants.</p><p> </p><p>We will continue to engage with stakeholders to improve the service we provide.
