star this property answer text <p /> <p>The National Offender Management Service (NOMS) will not tolerate violence of any kind in prisons and takes any instance extremely seriously. It insists on respectful and decent behaviour from staff, prisoners and others with whom we work. Where discrimination, harassment or bullying, either homophobic or for any other reason occurs, we take prompt and appropriate action. All violence (including bullying, victimisation and harassment), is dealt with quickly and robustly, with serious incidents referred to the police for prosecution.</p><p> </p><p>Current policy contained in Prison Service Instruction (PSI) 64/2011 states that every verbal or physical act of violence must be challenged, and this includes bullying. Any prisoners engaging in violence, intimidation or bullying behaviour will have their privileges reviewed and may be subject to prosecution or disciplinary action.</p><p> </p><p>NOMS is currently reviewing the policy and practice of the management of violence with the aim of issuing further guidance to prison staff in early 2015.</p>

star this property answer text <p>Please see the recent survey by HM Inspectorate Prisons of young people under 18 in Young Offender Institutions, 81% of BME young people reported having been excluded from school:</p><p><a href="http://www.justiceinspectorates.gov.uk/hmiprisons/inspections/children-in-custody-2013-14/#.VJAwLY1trIU" target="_blank">http://www.justiceinspectorates.gov.uk/hmiprisons/inspections/children-in-custody-2013-14/#.VJAwLY1trIU</a></p><p>The Government is transforming youth custody to put education at the heart of detention and equip young offenders with the skills, qualifications and self-discipline they need to lead productive, law-abiding lives on release. On 15 December new contracts were awarded which will more than double the current average number of hours of education provided in Young Offender Institutions each week and the Government intends that education will be at the heart of the new Secure College opening in 2017.</p> more like this

Information from April 2012 comes from the YJB's eAsset database which replaced the SACHS database for placing young people in custody.</p><p> </p><p>These figures have been drawn from administrative IT systems, which, as with any large-scale recording system, are subject to possible errors with data entry and processing and can be subject to change over time.</p><p> </p>

star this property answer text <p>The Government is transforming youth custody to put education at the heart of detention and equip young offenders with the skills, qualifications and self-discipline they need to lead productive, law-abiding lives on release. star this property answer text <p>All forms of hate crime are deplorable and it is important that victims are protected and have the confidence to come forward. In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. The government is driving forward work to tackle homophobic hostility and hate crime. We have toughened up sentencing and are working closely with the police and other agencies to increase reporting, improve support and prevent these terrible crimes happening in the first place.</p><p><br>As part of the government’s action plan to tackle homophobia, we are working alongside the Equality and Human Rights Commission on a project to improve the reporting and criminal justice outcomes of victims of hate crime from lesbian, gay, bisexual and trans communities.</p><p>The Home Office does not hold information specifically on homophobic crimes – we have information on hate crimes based on sexual orientation but cannot break this down – it may also include crimes against heterosexuals (and perceived heterosexuals). The Home Office only receives recorded hate crime data at the police force area level and only holds data for the last three years. star this property answer text <p>Arrests related to hate crime are not separately identifiable from arrests data reported centrally to the Home Office.<br><br>Data provided by the Ministry of Justice on the number of defendants proceeded against at magistrates' court for offences relating to acts intended to stir up religious hatred or hatred on the grounds of sexual orientation, under Sections 29B to 29G of the Public Order Act 1986, in England, from 2004-2013 (latest data available) can be viewed in table 1. The data held centrally by the Ministry of Justice on court proceedings do not specifically identify whether the offence prosecuted was on grounds of religious hatred or sexual orientation.<br><br>The number of defendants proceeded against at magistrates' court for offences relating to acts intended to stir up religious hatred or hatred on the grounds of sexual orientation, under Sections 29B to 29G of the Public Order Act 1986, in Greater London, from 2004-2013 (latest data available) can be viewed in table 2.<br><br>Data for the offences requested is not available at constituency level.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The coalition government takes seriously all forms of hate crime, including anti-Muslim hatred. We have legislation in place to protect people from hostility, hatred and violence.<br><br>In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. Specific actions to tackle anti-Muslim hatred include supporting educational workshops for young people, running a series of regional roadshows across the country to engage with communities, and publishing new hate crime guidance for police officers which provides advice on dealing with anti-Muslim hatred.<br><br>We also continue to support the work of cross-government Anti-Muslim Hatred Working Group, which includes community representatives, to identify what more can be done to prevent anti-Muslim hatred, and respond to any emerging issues.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.<br><br>The Home Office does not disaggregate religious hate crime by religion. We only hold recorded hate crime data at the police force area level and for the previous three years.
