answer text <p> </p><p>The Government is reforming all public service pension schemes to ensure that they remain fair to workers and sustainable for taxpayers. The transitional protection arrangements for the firefighters' pension schemes are set out in the Proposed Final Agreement which was published in May 2012. The transitional protections use age to calculate a member's entitlement to protection. More firefighters are protected from changes than any other large public service workforce.</p><p>There has been recent correspondence with the Fire Brigades Union on the scope and timing of discussions on this issue. answer text <p> </p><p>The Home Office provides guidance on the maintenance funding requirements for Tier 4 student visas to applicants in Appendix C of the Immigration Rules, in <br>the Tier 4 Policy guidance for applicants, and on the Tier 4 application form. The Tier 4 application form also calculates the level of funds an applicant requires and advises them which documents they can submit as evidence. <br><br>The guidance does not specify an exhaustive list of accounts or financial instruments that can be used to satisfy the maintenance requirement. Instead, <br>the Immigration Rules set out the attributes an acceptable account must satisfy. The rules specifically exclude financial instruments such as shares, bonds, credit cards and pension funds from use as acceptable evidence.</p><p> </p> more like this

answer text <p>There are currently six live Regional Adoption Agencies covering 31 local authorities. Another 12 Regional Adoption Agencies are working towards going live. We are working with the remaining local authorities on their plans to form a Regional Adoption Agency.</p><p>The government is committed to regionalising the adoption system to ensure those children, for whom adoption is the right path, are given the best chance of finding a loving family as quickly as possible. answer text <p>The Government recognises that Service life can cause stress. We take the mental health of the Armed Forces, both female and male, very seriously and provide a wide range of support and treatments for those who need them. This includes pre and post-operational stress management training, a wide range of psychiatric and psychological treatments, and initiatives such as Trauma Risk Management. We are also working hard to reduce stigma attached to mental health issues and to encourage Service personnel to come forward.</p><p> </p><p>The provision of veterans’ healthcare including mental healthcare, for both female and male veterans, is primarily the responsibility of the NHS in England and the Devolved Administrations who work in close partnership with the Ministry of Defence (MOD) and Service charities to ensure that veterans get the best possible care.</p><p> </p><p>The MOD also has a part to play and is determined to ensure that all veterans who require help are provided with appropriate support, including through the Veterans UK helpline and website; Veterans Welfare Service and the Veterans Information Service which contacts veterans 12 months after their discharge. Later this year the Veterans Gateway, provided by a consortium of charities led by the Royal British Legion, will be launched providing a one-stop service to better support the veterans’ community and help in accessing public, private and charitable services in the UK.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>During the 12-month period between 1 October 2015 and 30 September 2016 (latest verified data), a total of 6,115 UK armed services personnel had an initial assessment for a mental health disorder at one of the Ministry of Defence's (MOD) specialist Departments of Community Mental Health, or at a MOD-contracted in-patient provider. Of these, 1,188 (19.4%) were female personnel. 1,168 were Regulars, 16 were Reserves, and four were Others (including Military Provost Guard Service).</p><p>These numbers represent all initial attendances at MOD specialist Mental Health Services and not all personnel will have been assessed as having a mental health disorder. In addition, some patients with a mental health condition may have been successfully treated wholly within the primary care setting by their GP or medical officer, without the need for referral to specialist facilities. Data regarding such treatments are not collated centrally.</p> more like this

answer text <p>Since July 2016, the National Quality Board (NQB) has undertaken to produce a series of sector-specific resources including maternity and neonatal care. These build upon “Supporting NHS providers to deliver the right staff, with the right skills, in the right place at the right time: Safe, sustainable and productive staffing” and adopt the same approach to determining safe staffing levels.</p><p> </p><p>In June 2017 NHS Improvement published a draft improvement resource on behalf of the NQB to help standardise safe, sustainable and productive staffing decisions in maternity services “Safe, sustainable and productive staffing: An improvement resource for maternity services”. NHS Improvement is currently reviewing feedback on this draft resource which will help to shape the final document.</p><p> </p><p>In November 2017, NHS Improvement also published a draft improvement resource to help standardise safe, sustainable and productive staffing decisions in neonatal care “Safe, sustainable and productive staffing: An improvement resource for neonatal care”. answer text <p>NHS Blood and Transport (NHSBT) manages the British Bone Marrow Registry (BBMR), the NHS Cord Blood Bank and provides specialist services related to the provision of stem cells which can turn into blood cells for the treatment of blood cancers and is responsible for raising awareness of these issues.</p><p> </p><p> </p><p> </p><p>NHSBT recruits stem cell donors to the BBMR exclusively from the pool of active blood donors (aged 17 years and above), however those wishing to join at age 16, can do so through Anthony Nolan.</p><p> </p><p> </p><p> </p><p>All registered stem cell donors are in the UK's aligned Register. Anthony Nolan manages this single UK bone marrow register, which is known as the 'Anthony Nolan &amp; NHS Stem Cell Registry', and is aligned with the NHS British Bone Marrow Registry and the Welsh Bone Marrow Donor Registry.</p><p> </p><p> </p><p> </p><p>NHSBT has programmes in place to support education about donation and transplantation for children and young adults including Give and Let Live, a national education programme aimed at promoting awareness of bone marrow, blood, tissue, cord blood and organ donation amongst 14-16 year old pupils.</p><p> </p><p> </p><p> </p><p>Within the UK strategy ‘Taking Organ Transplantation to 2020’ (published in July 2013 and available at www.nhsbt.nhs.uk/to2020/), the UK Government Health Departments have agreed to explore with Education Departments the possibility of incorporating donation and transplantation into schools’ curricula.</p><p> </p><p><strong> </strong></p><p> </p>

answer text <p>The new Care Certificate was introduced on 1 April 2015. It comprises 15 standards developed jointly by Health Education England, Skills for Care and Skills for Health and which were extensively tested through a pilot exercise running from April to September 2014. New healthcare assistants and social care support workers starting on or after 1 April will be expected to demonstrate that they meet the standards and attain the Care Certificate. The Care Certificate is not mandatory, although health and care providers must be able to demonstrate that they meet an equivalent standard of training and induction for their new healthcare assistants and social care support workers.</p><p> </p><p> </p><p> </p><p>The Department does not collect data on the number of care staff who have attained the Care Certificate or who are currently undertaking it.</p><p> </p> more like this

answer text <p>Direct Payments are defined as payments in lieu of a service that would normally be provided, so if someone needs care and employs a care worker or personal assistant to do so, the direct payment should cover all the costs involved, including any mandatory pension payments.</p><p> </p><p> </p><p> </p><p>The Care Act statutory guidance sets out clearly that when an individual chooses to employ staff, they should be made aware of their legal responsibilities as an employer, which includes issues such as the statutory pension rights of the employee.</p><p> </p><p> </p><p> </p><p>Automatic enrolment into workplace pensions is being rolled out to small and micro employers over the next three years. It places a statutory duty on employers to automatically enrol eligible workers into a workplace pension and make at least a minimum contribution. Eligible workers are those who are aged at least 22 and under state pension age and have earnings over £10,000 per year (£192 per week). Workers earning over £5,772 per year (£112 per week) have the right to opt in to a workplace pension and receive an employer contribution.</p><p> </p><p> </p><p> </p><p>Minimum employer contributions are currently 1% on a band of earnings between £5,772 and £41,865. An individual earning £193 per week would need to be automatically enrolled and the minimum employer contribution would be £0.81 per week.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p>

There is no limit on the level of support, including financial support, that local authorities can provide. answer text <p>The measures in the Children and Social Work Bill are the result of substantial research, engagement, and consultation with the children’s social care sector and the children and young people it serves. answer text <p>The Government's Improving Permanence for looked after children consultation closed on 29 November 2013. Since this date the Department for Education has continued to work closely with key stakeholders to explore the complex issues put forward within the consultation. These include fundamental changes to the statutory framework and we want to ensure widespread support before we publish final proposals. The Department has continued to work with our expert group which includes: foster carers, representatives from NSPCC, Family Rights Group, Who Cares? Trust, NCB Fostering Network, BAAF, NAFP, Association of Directors of Children's Services, and leading academics in the field. We plan to publish the Government's response soon.</p><p> </p> more like this

answer text <p>The Improving Permanence for Looked-after Children consultation included proposals to amend the processes local authorities must undertake when children return home from care.</p><p>Any reforms must strike the right balance between clarity in the statutory framework and professional judgement on the part of social workers and local authorities in meeting the needs of children. Some respondents questioned how these proposals would fit with existing statutory guidance in Working Together to Safeguard Children 2013. The Government is grateful for these comments and is looking again at some of the proposals. Department for Education officials have convened a meeting of the relevant Expert Group on 9 September to discuss these issues.</p> more like this
