Thanks to a £15m extension to the programme, 3,000 more young people will complete placements before the end of next year.</p><p> </p><p>As we continue with our ambitious redesign, funding details beyond next year have not been confirmed. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The data collection exercise launched on 18 July 2019 is part of an ongoing programme of work to enable the Department to build a more complete picture of high-rise residential buildings and the variety of external wall systems in use Government is collecting data on all external wall systems. The Government is collecting data on all external wall systems on residential buildings 18 metres and above, covering private and social (both local authority and housing association) stock, hotels and student accommodation. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The Independent Expert Advisory Panel issued on 18 July 2019 an advice note with regards to the use of High Pressure Laminate (HPL) Panels which is available at</p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/818184/Advice_note_on_use_of_HPL_panels_in_external_wall_systems.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/818184/Advice_note_on_use_of_HPL_panels_in_external_wall_systems.pdf</a></p><p>This advice note is clear that where materials achieving European classification of Class C or D or European classification of Class B when combined with combustible insulation are identified building owners should follow the advice in advice note 14. <br> <br> The Expert Panel first issued Advice Note 14, in December 2017 and updated it in December 2018. This advice notes provides information to building owners with regards to external wall systems that do not incorporate Aluminium Composite Material (ACM). This advice notes has made it clear since its publication that where a system used on a building has not achieved a BS8414/BR135 classification building owners should seek immediate professional advice and consider remediation measures. The Expert panel has always been unequivocal that the clearest way to ensure safety is to remove unsafe materials. The Expert Panel continues to support this advice. In this advice note the IAEP states the following:</p><p> </p><p><em>“The view of the Expert Panel is that the level of risk from unsafe HPL systems is not as high a risk as unsafe systems using ACM Category 3 panels. Therefore, the Expert Panel remains clear that the immediate removal of unsafe systems using ACM Category 3 panels should be an absolute priority of focus for building owners and the sector, followed by immediate action to remediate unsafe HPL systems. The Government has allocated additional funding to LEASE to provide independent, free, initial advice to leaseholders on building safety issues to ensure they are aware of their rights and are supported to understand the terms of their leases. Advice Note 14, published in 2017 and updated in December 2018, reiterates that the clearest way to ensure safety is to remove unsafe materials.
