answer text <p>The Department published in April 2019 a Frequently asked Question on the Government website one of which answer the question “How do the Building (Amendment) Regulations 2018 affect buildings undergoing remediation?”</p><p>The requirement is that building work on such buildings must be carried out so that only materials which achieve European Classification A1 or A2-s1, d0 become part of an external wall or specified attachment (as defined in regulation 2) unless covered by one of the exemptions in the regulations.</p><p>This means that materials which are already part of the external wall, or are existing specified attachments, and are not becoming part of the wall are not covered by the ban (unless there is a change of use). This advice notes provides information to building owners with regards to external wall systems that do not incorporate Aluminium Composite Material (ACM). This advice notes has made it clear since its publication that where a system used on a building has not achieved a BS8414/BR135 classification building owners should seek immediate professional advice and consider remediation measures. The Expert panel has always been unequivocal that the clearest way to ensure safety is to remove unsafe materials. The Expert Panel continues to support this advice. answer text <p>The Department has not issued specific advice to local authorities on the remediation of High Pressure Laminate cladding (HPL).</p><p>The Department has published guidance to reiterate the importance of building owners assessing their buildings and ensuring that non-Aluminium Composite Material (ACM) cladding systems are safe. Advice Note 14, published in 2017 and updated in December 2018, reiterates that the clearest way to ensure safety is to remove unsafe materials. It is based on the unparalleled risk ACM poses, very real public safety concerns and the failure of many building owners to do the right thing by their residents.</p><p>Government intervention does not remove responsibility for overall building safety from the building owner and if fire safety risks are uncovered, they must remedy them, or potentially face enforcement action from the local authority. We have made it clear that building owners should protect leaseholders from bearing the costs of remediation, and that the clearest way to ensure safety is to remove unsafe materials.</p> more like this

answer text <p>The Independent Review of the Modern Slavery Act 2015 considered the definition of exploitation under the Act and found it is sufficiently flexible to meet a range of new and emerging forms of modern slavery.</p><p>The Government welcomes this finding and continues to work with the police and the Crown Prosecution Service to take full advantage of powers in the Modern Slavery Act. We note that there have been recent prosecutions under the Modern Slavery Act for cases of child criminal exploitation. answer text <p>In July 2018 the Government published statutory guidance on inter-agency working to safeguard and promote the welfare of children. The ‘Working Together to Safeguard Children’ guidance is intended for and should be read and followed by frontline practitioners and strategic leaders in local authorities, together with other organisations and agencies that commission and provide services for children and families. The guidance specifically highlights the risk to children from exploitation by criminal gangs and organised crime groups such as county lines. It also makes clear that children who may be alleged perpetrators should also be assessed to understand the impact of contextual issues on their safety and welfare.</p><p>The Government is committed to increasing awareness of county lines exploitation amongst those best placed to spot it and published guidance for frontline professionals in July 2017, which was reviewed and updated in September 2018, on how to identify potential victims of county lines and appropriate referral routes.</p>

answer text <p>The EU Settlement Scheme is the responsibility of the Home Office, however the Department for Education has been working closely with them on the design and operation of the EU Settlement Scheme, including work in 5 local authorities to test the application process before it was rolled out nationally.</p><p> </p><p>The testing was useful in identifying changes needed to reflect the issues faced by this vulnerable group of children and young people. This included issues associated with a lack of relevant identity documents, which have subsequently been addressed by the Home Office.</p><p> </p><p>The Department for Education has worked with the Home Office to ensure that information has been shared widely with local authorities and with other interested organisations to ensure that action is taken with respect to all eligible children and young people. This has included the production and distribution of specific guidance for local authorities to assist them with their responsibilities to support children in care and care leavers.</p><p> </p><p>The department remains committed to working closely with the Home Office to monitor uptake of the EU Settlement Scheme and to ensure that the needs of looked-after children and care leavers are considered as a priority.</p><p> </p>

answer text <p>On 1 July my Department issued a circular letter to remind building control bodies of considerations relating to assessing compliance with requirement B4 of Schedule 1 to the Building Regulations 2010 with regard to fire spread over the external walls of a building and, in particular, the application of that requirement to low-rise buildings. The letter relates to building work controlled by the building regulations and imposes no new duties on local authorities.
