	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>Air Commodore Clarke was a great friend and ambassador of the Royal Air Force and a truly remarkable man.</p><p> </p><p>Air Commodore Clarke was a member of a World War Two Lancaster aircrew, and one of the last surviving prisoners of the Stalag Luft III Prisoner of War camp in Poland at the time of the great escape.</p><p> </p><p>Following a distinguished career in the RAF, he worked tirelessly as Chairman of the Bomber Command Association, not to mention his support for the RAF Association, RAF Benevolent Fund and the Air Cadets. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>Reports about forced separation of children, including Dr Adrian Zenz's report of 4 July 2019, add to the growing body of evidence about the disturbing situation that Uyghurs and other minorities are facing in Xinjiang. We assess that there could be more than a million Uyghurs and other minorities who have been or are currently detained extra-judicially in detention camps in the province. As Mr Field explained in a Westminster Hall debate on 29 January 2019, these detentions have split up families and have had a significant impact on the children of those detained.</p><p>We also frequently raise our concerns about the human rights situation in Xinjiang bilaterally with the Chinese Government and in multilateral fora. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>We are taking action to encourage wildflower meadows by managing designated sites, providing incentives for habitat management and creation, and forging strong partnerships with landowners, communities and conservation bodies.</p><p> </p><p>Our agri-environment schemes provide incentives for creation and management of wildlife-rich habitat, including meadows. Since 2011, we have initiated creation of over 130,000 hectares of wildlife rich habitat, including wildflower meadows. Our new Environmental Land Management scheme will reward farmers and land managers for delivering environmental outcomes such as conserving and restoring such habitats.</p><p> </p><p>Our Sites of Special Scientific Interest (SSSIs) provide protection for approximately two thirds of the total extent of 110,000 ha of semi-natural grassland Priority Habitat in England. Natural England’s 2018-19 SSSI designation programme identifies a further 12 sites containing important wildflower-rich grasslands. The 25 Year Environment Plan commits us to restoring 75% of SSSI areas to good condition.</p><p> </p><p>We work with partners to support the recovery of threatened species and their habitats. Wildflower meadows therefore provide vital habitats for bee populations.</p><p> </p><p>Published scientific research has established that range contractions in many of our bee species are linked to the loss of species-rich habitats such as wildflower meadows. It also found that bee populations are more diverse on farms where wildflowers are sown or in landscapes with greater densities of wildflower meadows and other species-rich habitats.</p><p> </p><p>We also know that when we put wildflowers back, bees respond. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>We are pursuing a wide range of interventions as part of the Government’s strategy to eradicate bovine TB in England by 2038, including strengthening cattle testing and movement controls, licensing badger control, and promoting biosecurity on farms to help farmers prevent the spread of Bovine TB. Transport has a key role to play in reducing emissions to meet both climate change and air quality goals. The Clean Air Strategy, published this year, is the most ambitious air quality strategy in a generation, aiming to halve the harm to human health from air pollution in the UK by 2030.</p><p><strong> </strong></p><p>Motorcycles can make a significant contribution to addressing the nation’s transport and traffic problems. They offer real benefits in terms of reduced congestion and an affordable alternative to the car, providing independence and mobility and widening employment opportunities. Motorcyclists represent one of the most vulnerable road user groups and the Department has just published a refreshed Road Safety Statement and a two-year action plan to address the following four key priority groups: motorcyclists; rural road users; young road users; and older road users.</p><p><em> </em></p><p>Electric scooters are illegal to use on public roads in the UK. The Prime Minister has spoken to both Prime Minister Modi and Prime Minister Khan about the situation in Kashmir. The Foreign Secretary has spoken to the Indian Minister of External Affairs Jaishankar. The Minister for South Asia has discussed the situation with the Indian Minister for Minority Affairs and engages regularly with the Indian and Pakistani High Commissioners. In addition our High Commissions in New Delhi and Islamabad are also engaging the Indian and Pakistani Governments and monitoring events and developments closely. 	answer	answer is ministerial correction date of answer 01/11/2019 answer text <p>The NHS Long Term Plan, published in January 2019, made a clear commitment to the future of general practice, with primary and community care set to receive at least £4.5 billion more a year by 2023/24, in real terms.</p><p>Evening and weekend general practice appointments are routinely available across the country to enable patients to find appointments at a time convenient to them, with millions of patients having already benefitted from this.</p><p>Buckinghamshire Clinical Commissioning Group (CCG) advises that a key focus in the Buckinghamshire, Oxfordshire and Berkshire West (BOB) integrated care system plan submission for delivering the objectives of the Long Term Plan is providing access to services closer to home for residents. Irrespective of where residents live in Buckinghamshire, every patient with an urgent care need will be able to access same-day primary care (in or out of hours). This will not necessarily be face-to-face and with a general practitioner (GP), but could be online with advice, telephone consultations and with other members of the primary care team. Work is already underway to deliver technological solutions, such as online consultations, in 2019/20. The Government has outlined its commitment via the Queens Speech to bring forward a Police Protection Bill to give police the support and protection they need to do their jobs effectively and safely. This includes plans to establish a Police Covenant.</p><p>We are making it easier for the police to use stop and search to tackle serious violence and knife crime. The Government is investing £220 million in early intervention projects to steer young people away from getting involved in serious violence and make positive life choices.</p><p>The Early Intervention Youth Fund of £22 million is supporting 40 projects endorsed by Police and Crime Commissioners across England and Wales. These projects include work with children and young people at risk of criminal involvement, organisations safeguarding those at risk of gang exploitation and county lines, or who have already offended to help divert them into positive life choices.</p><p>The £200 million Youth Endowment Fund (YEF) is a long-term fund to prevent children and young people at the highest risk of involvement in serious violence, from becoming involved in crime and violence, including reoffending. Operating independently of government, the Youth Endowment Fund will robustly test and evaluate every intervention it funds to develop a strong evidence base showing the interventions that are most effective in making a positive difference to the lives of young people. The first successful 22 bids were announced earlier this month.</p><p>The anti-knife crime Community Fund has supported 115 projects in local communities to tackle knife crime in 2017/18 and 2018/19. The third year of funding (2019-20) of £1.5m is supporting 61 projects in England and Wales this year.</p><p>The Government recognises that local youth services are an important partner in tackling violent crime. On 30 September the Government reiterated a commitment to young people, confirming £500 million investment through the new Youth Investment Fund over five years. This vital investment, the cornerstone of the Government’s offer for young people, will help build 60 new youth centres across the country, refurbish around 360 existing youth facilities, and provide over 100 mobile facilities for harder to reach areas. On 5 August 2019, the Government announced a further £1.8 billion increase to NHS capital spending, of which £850 million is funding to allow 20 new hospital upgrades to start as soon as possible.</p><p>On 29 September the Government announced the next stage of its strategic investment in the NHS; the Health Infrastructure Plan (HIP). The plan strategy document was published on 30 September 2019 and will deliver a long-term, rolling five-year programme of investment in health infrastructure. This will ensure that health infrastructure is fit-for-purpose for decades to come. This would provide tenants with greater security in their homes because landlords would not be able to end a tenancy without a specified reason.</p><p>Our consultation, ‘<a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/819270/A_New_Deal_for_Renting_Resetting_the_Balance_of_Rights_and_Responsibilities_between_Landlords_and_Tenants.pdf" target="_blank">A New Deal for Renting: Resetting the balance of rights and responsibilities between landlords and tenants</a>’ sought views from across the private and social rented sectors on how the new system should operate, including whether the reforms proposed (including the use of section 21 notices) should extend to all users of the Housing Act 1988, including social housing providers. As part of the consultation process my officials met with a number of housing associations, including some who operate in the Wycombe area, and discussed how a more effective system can be developed that works for everybody.</p><p>The consultation has now closed and we are carefully considering the more than 20,000 responses received.
