	answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>The Ministry of Defence (MOD) puts safety at the heart of all its procurement activities, from setting initial requirements, through to procurement and safe operation of equipment and, ultimately, disposal. In Defence Equipment and Support, this is facilitated through the Acquisition Safety and Environmental Management System, which is used to ensure that safety training and equipment standards are considered in all procurement activity. Safety performance is routinely considered at Board level, with the MOD continually looking for opportunities to improve safety standards and reinforce a strong safety culture at every level. Nearly 40 of these are worth more than £100 million, with none over £1 billion. These figures do not include extensions to existing contracts. Information on contracts awarded during the 2018-19 financial year is not yet available.</p><p>Our investment appraisals process follows HM Treasury Green Book rules, which allow consideration of a range of factors including those within the scope of National Security Objective 3 if relevant, robust data is available. However, information on the criteria and weightings used for individual contracts varies, is not held centrally and could only be provided at disproportionate cost.</p><p>On 14 March 2019, the Defence Secretary announced an ambitious Defence Prosperity Programme to grow defence's contribution to UK prosperity. Friend the Secretary of State for Defence decided to set the 2019-20 Baseline Profit Rate (BPR) in line with the Single Source Regulations Office's (SSRO) recommendation. The SSRO methodology for calculating the rate has not changed significantly since last year. It is published on the SSRO's website alongside a question and answer briefing, information fact sheets on its methodology, and detailed supporting analysis.</p><p>The BPR is an average of the actual profit rates earned by companies whose activities are comparable to companies that contribute to the delivery of Ministry of Defence single source contracts. These are: QinetiQ Ltd; Animal Dynamics Ltd; Barnard Microsystems Ltd; and, Horiba Mira Ltd.
