Our recent White Paper, Educational Excellence Everywhere, sets out our plans to ensure that there are good teachers everywhere they are needed. This includes the launch of the National Teaching Service which will, by 2020, place up to 1,500 outstanding teachers and middle leaders in the schools that struggle most to recruit and retain good teachers.</p><p> </p><p>Last year the Prime Minister announced that we would be spending up to £67m on teacher training and development in priority STEM subjects. This includes training an additional 2,500 maths and physics teachers, and improving the subject knowledge of a further 15,000 non-specialist serving teachers in those subjects.</p>

This includes training an additional 2,500 mathematics and physics teachers, and improving the subject knowledge of a further 15,000 non-specialist serving teachers in those subjects.</p><p> </p><p>The NAO Report, following their inquiry into ‘Training New Teachers’, stated ‘The overall number of teachers has kept pace with changing pupil numbers, and the retention of newly qualified teachers has been stable’. star this property answer text <p>Teaching is a hugely popular career with more teachers in schools than ever before and record levels of top graduates entering the profession. To support recruitment in 2016/17 we have increased postgraduate bursaries, which put a premium on degree class, to attract top graduates in priority subjects such as physics, mathematics and modern foreign languages. Prestigious scholarships, worth £30,000 for physics and £25,000 for mathematics, chemistry or computing, are also available to talented graduates with a first or 2:1 degree who are passionate about their subject and have the potential to be inspirational teachers. We are also continuing to fund Teach First and their mission to get the best graduates into challenging schools.</p><p> </p><p>In addition, we are spending £67 million on a programme of measures to improve the knowledge of the existing mathematics and physics teaching workforce, and increase the number of new mathematics and physics specialists who enter the profession through initial teacher training every year. This package aims to recruit up to 2,500 new teachers and train up to 15,000 existing teachers over the next five years. It also includes programmes to encourage the brightest A level students and undergraduates into teaching; salaried part-time and abridged courses for career changers; a salaried route for post-doctoral mathematics and physics researchers; and support for qualified teachers wishing to return to the profession.</p><p> </p><p>Our marketing campaign, Your Future | Their Future, includes targeted subject specific advertising through a range of media. Those who wish to teach secondary priority subjects are eligible for our enhanced Premier Plus service, which provides support from a dedicated adviser to guide them through the application process. Those applicants who would benefit can also access funded courses to boost or refresh their subject knowledge to a level that will allow them to teach the subject. Officials from the Department also attend more than 35 graduate recruitment events each year.</p>

star this property answer text <p>Statistics showing the number of teachers that leave state funded schools in England in each year can be found in table c1b of the additional tables, available at the following link:</p><p><a href="https://www.gov.uk/government/statistics/school-workforce-in-england-november-2014" target="_blank">https://www.gov.uk/government/statistics/school-workforce-in-england-november-2014</a></p><p> </p><p>The total number of FTE teachers leaving in any one year includes those who are retiring, those moving to schools elsewhere in the UK, those moving to other education sectors (e.g. Independent schools or further education), those on maternity leave/career break (some of whom do return) and those leaving the profession.</p><p> </p><p>During the same period (2013 to 2014), 44,900 FTE teachers entered service in a state funded school. This is equivalent to 10.3% of teachers. The rate of entry of teachers has been higher than the rate of those leaving throughout the period of 2010 to 2014. In 2014, 14,100 FTE teachers returned to the profession.</p><p> </p><p>These statistics are sourced from the annual School Workforce Census and the next update is scheduled for June 30<sup>th</sup> 2016.</p>

star this property answer text <p>On 4 December 2015, the Department published its most recent assessment of median teachers’ pay compared to that of graduates employed in the private sector in England. The pay of graduates in the private sector has been used because teaching is a graduate job and therefore provides a better comparator than an average of pay across all jobs in the UK economy. The comparative assessment was included in the evidence that government submitted to the School Teachers Review Body (STRB). This is equivalent to 10.0% of teachers. The total number of FTE teachers leaving in any one year includes those who are retiring, those moving to other education sectors e.g. Independent schools or FE and those leaving the profession, some of whom later return.</p><p> </p><p>During the same period (2014 to 2015), 45,810 FTE teachers entered service in a state funded school. This is equivalent to 10.5% of teachers. The rate of entry of teachers has been higher than the rate of those leaving throughout the period of 2011 to 2015. In 2015, 14,060 FTE teachers returned to the profession.</p><p> </p><p>These statistics are sourced from the annual School Workforce Census.</p>

star this property answer text <p>The proportion of teachers leaving the profession has remained at around 10% a year since 1996. However, there are more qualified teachers than ever before with 440,000 in 2011 compared to 456,900 in 2015.</p><p> </p><p>We recognise that it is vital for schools to be able to retain good teachers – that is why we have made policy interventions in the areas that teachers tell us matter most such as improving pupil behaviour and reducing unnecessary workload.</p><p> </p><p>We asked Tom Bennett, a behaviour expert, to chair an expert group to develop core content on behaviour management for the framework of content for initial teacher training, and the group’s recommendations were published last week.</p><p> </p><p>We set up three independent review groups to address unnecessary workload in the key areas of marking, planning and data management. The groups reported early this year, and set out clear principles about what should happen in schools to reduce unnecessary workload in these areas. The Government has accepted all the relevant recommendations made by the groups, and we will continue to work with the teaching profession to make sure they have the ongoing support they need to continue reducing unnecessary teacher workload.</p><p> </p><p>We have recently conducted the first biennial Teacher Workload Survey, which will allow us to track teacher workload over the coming years. The results of the first survey will be published later this year.</p>

star this property answer text <p>We do not hold information on those schools that do not have an automated external defibrillator on schools grounds, as the purchasing of a defibrillator is a matter for individual head teachers.</p><p> </p><p>However, we know how important swift access to a defibrillator can be in cases of cardiac arrest, which is why the Government is encouraging schools and other eligible settings to purchase a defibrillator as part of their first-aid equipment.</p><p> </p><p>To make it as easy as possible for schools to do so, the Department has negotiated a deal with NHS Supply Chain to offer defibrillators to schools at a reduced cost. Since the scheme was launched in November 2014, 1659 defibrillators have been purchased through this route.</p> more like this

Grammar school pupils outperform those of similar ability in comprehensive schools and they also make more progress than other pupils with similar primary school results. Nearly 78 per cent of high ability pupils achieve the English Baccalaureate at grammar school, compared to just over 52 per cent at comprehensive schools, and the attainment gap for disadvantaged students in grammar schools is practically eliminated</p><p>This evidence is based on the existing system of grammar schools. We are proposing significant changes to the requirements placed on selective schools to ensure that they raise standards for all pupils as part of a diverse schools system.</p><p>Our proposals will help deliver a school system that works for all children and offers parents genuine choice by increasing the number of good and outstanding school places.</p>

star this property answer text <p>The Department has reviewed a wide range of external research and evidence on the impact of academic selection, including research on the impact of selection on the educational attainment of disadvantaged pupils.</p><p>The evidence shows that grammar schools provide a good education for those who attend them. Grammar school pupils outperform those of similar ability in comprehensive schools and they also make more progress than other pupils with similar primary school results. Nearly 78 per cent of high ability pupils achieve the English Baccalaureate at grammar school, compared to just over 52 per cent at comprehensive schools, and the attainment gap for disadvantaged students in grammar schools is practically eliminated</p><p>This evidence is based on the existing system of grammar schools. We are proposing significant changes to the requirements placed on selective schools to ensure that they raise standards for all pupils as part of a diverse schools system.</p><p>Our proposals will help deliver a school system that works for all children and offers parents genuine choice by increasing the number of good and outstanding school places.</p>

star this property answer text <p>The proportion of teachers leaving the profession within five years of entering it has remained broadly stable since 1996, as shown in Table 8 of the School Workforce Census 2015: <a href="https://www.gov.uk/government/statistics/school-workforce-in-england-november-2015" target="_blank">https://www.gov.uk/government/statistics/school-workforce-in-england-november-2015</a>. Around 7 out of 10 teachers are still employed in state-funded schools five years after qualifying. The way in which statistics are reported does not distinguish between primary and secondary teachers.</p><p> </p><p>It is vital for schools to be able to retain good teachers and therefore we have made policy interventions in the areas that teachers tell us matter most, such as improving pupil behaviour and reducing unnecessary workload.</p><p> </p><p>We established three independent review groups made up of serving teachers and head teachers to tackle the three biggest issues the 2014 Workload Challenge showed were most burdensome for teachers. We have listened to what they said and accepted all their recommendations for Government.</p><p> </p><p>Their reports published on 26 March were welcomed by the sector and include clear messages that can empower classroom teachers and school leaders to challenge unproductive practice. We are continuing to work with teachers and their representatives on how to effectively embed the principles in the reports, and help make a culture change so teachers can focus on what really matters.</p><p> </p><p>We have conducted the first biennial Teacher Workload Survey. A report of the findings will be published once finalised. Results from this survey, and those in future years, will help us track teacher workload so that further action can be taken if needed.</p><p> </p><p>We commissioned a working group on developing behaviour management content for initial teacher training (ITT) chaired by Tom Bennett which reported earlier this year. The recommendations of the group were mainly accepted by government and the specific content relating to behaviour management is now included in the Framework of Content for ITT which has been available for providers to use since July this year.</p><p> </p><p>There is a second behaviour review in progress which is focussed around behaviour management in schools with a particular focus on leadership, culture and systems used to tackle disruptive pupil behaviour. The review will report and make recommendations early in the New Year.</p>

star this property answer text <p>The National Pupil Database (NPD) is a powerful research database to allow accurate evaluation and assessment of ‘what works’ in education, by showing how pupils progress over time within the education system. Secure re-use of NPD where legislation, security and public good criteria support it enables rigorous independent evaluation and policy scrutiny to occur.</p><p>Details of the School Census and data held in the NPD that is available for named bodies and third parties to request, and the process and guidelines for requesting data extracts, is available on gov.uk.</p><p>The new data on nationality and country of origin is solely for the Department’s analysts to use for research. The new data has not and will not be held within the National Pupil Database. It has not and will not be shared with any other Government Department or external organisations. The data is provided to school by parents, this is completely optional and parents are under no obligation to provide it if they do not want to.</p><p>The NPD holds data on ethnic background provided by the parents to the school, and reported by the school as part of the School Census. This data has been collected in the School Census since 2003. This data is also completely optional and parents can opt out of submitting it if they choose.</p>

star this property answer text <p>Good standards in reading and writing are the foundation for all achievement in education. Evidence shows that systematic synthetic phonics is the most effective approach to early reading, and that is why we have placed it at the heart of the primary English curriculum.</p><p>We have invested over £50m over the last five years in programmes aimed at improving reading, writing and language skills. This includes:</p><ul><li>a one off grant of £5 million to Teaching Schools to partner with local nurseries to increase the quality of early years education in their area;</li><li>£13.1 million to Book Trust for book gifting programmes to improve literacy and promote the love of reading;</li><li>£941,775 for the National Literacy Trust’s Helping Early Language and Literacy Outcomes programme.</li><li>£23.7 million in match funding to over 14,000 primary schools between September 2011 and October 2013, enabling them to buy systematic synthetic phonics products and training;</li><li>£80,000 to fund eight phonics partnerships to improve the quality of phonics teaching; and</li><li>£30,069 to fund ten phonics roadshows to demonstrate most effective ways to teach phonics.</li></ul><p> </p><p>The proportion of pupils reaching the expected standard in the phonics screening check at the end of year 1 has risen from 58% in 2012 to 81% in 2016.</p><p>The Department is not responsible for education standards in Wales as this is a devolved matter.</p>

star this property answer text <p>Good literacy is the foundation for all achievement in education and critical for everyday life. We have strengthened the curriculum to focus on developing pupils’ reading and writing skills and placed a renewed focus on the requirement for pupils to be taught to read using systematic phonics.</p><p> </p><p>Since the introduction of the phonics check in 2012, 147,000 more six-year-olds are on track to becoming fluent readers. Almost 9 in 10 pupils (89%) who met the expected standard of phonics decoding in year 1 went on to reach the expected standard in reading at the end of Key Stage 1.</p><p> </p><p>A higher proportion of girls than boys meet the phonics standard at aged 7 – there is a gap of 4 percentage points in 2015 and 2016. The gap in 2013 and 2014 was 5 percentage points.</p><p> </p><p>Table 1 below shows the percentage of boys and girls aged 7 in state funded schools meeting the required standard in phonics decoding in each of the last four years. star this property answer text <p>Our proposals for funding reform will mean that schools and local authority areas will, for the first time, receive a consistent and fair share of the schools budget, so that they can give every child the opportunity to reach their full potential.</p><p> </p><p>For Coventry local authority, the proposals would mean a reduction in schools funding of 2.4%. Coventry South constituency would see a 2.5% reduction in funding for its schools. On funding for pupils with high needs, Coventry local authority would see a significant increase of 10.7%.</p><p> </p><p>To ensure stability for schools, we have proposed substantial protections to limit reductions to any individual school’s budget to manageable levels. No school will face a reduction of more than 1.5% per pupil per year or 3% per pupil overall.</p><p> </p><p>We are also supporting schools to improve their financial health and efficiency. We have produced a collection of tools, information and guidance, which can be found at: <a href="https://www.gov.uk/government/collections/schools-financial-health-and-efficiency" target="_blank">https://www.gov.uk/government/collections/schools-financial-health-and-efficiency</a>.</p><p>This collection includes benchmarking tools and workforce planning guidance to support schools to make savings.</p><p> </p><p>Most recently, we published the Schools’ Buying Strategy which will help schools make significant savings, over £1 billion a year by 2019-20, in non-pay and procurement costs.</p>

star this property answer text <p>The Government is making a huge investment in the school estate of £23 billion up to 2021, to create a further 600,000 new school places, deliver 500 new free schools, and rebuild and refurbish buildings at over 500 schools.</p><p> </p><p>From this, we are investing £10 billion in school replacement, maintenance and improvement works from 2016-2021. As part of this, the £4.4 billion Priority School Building Programme is rebuilding and refurbishing buildings in the very worst condition at more than 500 schools across the country.</p><p> </p><p>Under the first phase of the programme, building work is being undertaken at 260 schools. Of these, 177 schools have already opened in their new and refurbished buildings. The vast majority of schools within the first phase of the programme will be delivered by the end of 2017, two years earlier than originally planned.</p><p> </p><p>Since 2015, the Department has allocated funding on the basis of consistent condition data on the school estate, targeting funding where it is needed most. Funding is allocated each year to improve and maintain the condition of the school estate in order to address the condition need in the estate that was identified through the Property Data Survey.</p><p> </p><p>It is our aim that, over time, the condition need of the school estate will be addressed as more school buildings are replaced and refurbished.</p>

star this property answer text <p>The Government takes the safety of pupils and staff seriously. All schools have to follow strict fire safety regulations, including having a Fire Risk Assessment, designed to ensure they are as safe as possible and well prepared in the event of a fire.</p><p>Where sprinklers are deemed necessary to keep pupils and staff safe, following an assessment of risk at the design stage, or to meet local planning requirements, they must be fitted. All new school building projects must comply with Building Regulations, including on fire safety, and this is independently checked by Building Control or an Approved Inspector before buildings are occupied.</p><p>As not all new schools are commissioned by the Department, we do not hold data on the number of all new schools that have been built with or without sprinklers installed. The Department do hold information on the centrally funded Priority Schools Building Programme (PSBP).</p><p>The Education and Skills Funding Agency (ESFA) has built or refurbished seven schools in Coventry under phase one of PSBP and of those, five schools were fitted with sprinklers.</p><p>The Depatment does not hold comprehensive data on the number of free schools fitted with sprinklers as schools developed under the free schools programme were originally managed by the individual free school proposer groups. The Department is doing further work that will enable us to provide figures on sprinklers fitted in all schools delivered centrally by the ESFA.</p><p>Alongside the rest of Government, the Department will take forward findings from the independent review of Building Regulations and Fire Safety, and from the Public Inquiry into the tragic Grenfell Tower fire.</p>

star this property answer text <p>In the West Midlands, the proportion of secondary schools judged Good in their last inspection as at 31 August 2015, 2016 and 2017 was 49%, 53% and 56% while the proportion judged Outstanding over the same period was 21%, 21% and 22%.</p><p>In London, the proportion of secondary schools judged Good in their last inspection as at 31 August 2015, 2016 and 2017 was 50%, 53% and 51% while the proportion judged Outstanding over the same period was 35%, 36% and 38%.</p><p>Nine out of ten schools are now rated Good or Outstanding across England with 1.9 million more pupils being taught in schools rated Good or Outstanding than in 2010.</p><p>As my Rt hon. Friend the Secretary of State for Education said on 14 December when launching our action plan to drive social mobility through education, we want to make sure opportunities are spread evenly across the country. The action plan ‘Unlocking Talent, Fulfilling Potential’ is available in the Libraries of both Houses.</p><p>We are targeting the areas that need the most support through the £72 million ‘Opportunity Areas’ programme, and by investing £280 million over the next two years to target resources at the schools most in need to improve their performance and deliver more good school places.</p>
