star this property answer text <p>The Government wants to ensure that everyone can access useful support from their financial service providers and understands that for many customers, getting through to their provider is often the starting point for receiving help.</p><p> </p><p>The Financial Conduct Authority’s (FCA) Financial Lives Survey provides a nationally representative view of UK adults’ financial behavior and experience of the UK financial services industry. While in the 12 months to May 2022, the Survey shows that 84% of those who used customer support services in the last 12 months agreed that it helped them achieve what they wanted to, in the same period, 14% of adults who held one or more financial products unsuccessfully attempted to contact one or more of their financial services providers.</p><p> </p><p>Already, Ministers and officials regularly engage with the FCA on the key issues affecting customers, including access to support.</p><p> </p><p>The Consumer Duty, introduced on 31 July this year, builds on the FCAs work to ensure that firms act to deliver good outcomes and seeks to set a higher and clearer standard of care that firms owe their customers. Under the duty, firms will have to provide helpful and responsive customer service and equip their customers to make good decisions through communications people can understand, provided at the right time. This means it should be as easy to complain about or switch and cancel products or services as it is to buy them.</p><p> </p><p>To improve access to digital services, the government is continuing to invest in digital infrastructure as well as essential skills. For example, the Digital Entitlement allows for adults with no or low digital skills to study for a new Essential Digital Skills Qualification for free.</p><p> </p>

star this property answer text <p>There are various types of deadline that may relate to single premium pension payments.</p><p> </p><p>If the deadline is set out in the contract of the personal pension plan, this is a contractual issue between the individual and their pension provider.</p><p> </p><p>In relation to tax matters, the Government allows up to three years of unused annual allowance to be carried forward, if individuals have not used up their whole annual allowance in previous tax years.</p> more like this

star this property answer text <p>The government funded No Interest Loan Scheme (NILS) is being run by Fair4AllFinance, in conjunction with their partners. The pilot is designed to test the impact that NILS could have on addressing the needs of vulnerable consumers across the UK.</p><p> </p><p>Fair4All Finance have now rolled out the pilot in England, Scotland and Wales. The continued lack of an Executive in Northern Ireland is impacting the ability of Fair4All Finance to access lending capital to extend the pilot to Northern Ireland. star this property answer text <p>The 2016-17 Self-Assessment (SA) tax return typically has an online filing deadline of 31 January 2018, and correspondingly, the 2017-18 Self-Assessment tax return typically has an online filing deadline of 31 January 2019.</p><p> </p><p>The value of payments attributed to late filing penalties for people filing late and after 31 January for these two tax years has been provided below.</p><p> </p><table><tbody><tr><td><p>Tax Year penalty relates to</p></td><td><p>Penalty payments</p></td></tr><tr><td><p>2016-17</p></td><td><p>£106,244,000</p></td></tr><tr><td><p>2017-18</p></td><td><p>£63,956,000</p></td></tr></tbody></table><p> </p><p>Note: Figures have been rounded to the nearest thousand. These figures have been produced using an extract of the data provided for analytical purposes, and there may be small differences between this and the live SA system.</p><p> </p><p>This analysis is based on penalties created and payments received to 3 January 2020. The 2017-18 figures cover a period of 11 months. The 2016-17 figures cover a period of 23 months. HMRC anticipate that more penalties will be issued and paid in relation to 2017-18, so it is not possible to make meaningful comparisons between the two sets of figures.</p><p> </p><p>The above figures include both full and part-payments for the initial £100 late filing penalty, daily penalties, 6 month and 12 month late filing penalties. Late payment penalties have not been included.</p><p> </p><p>These late filing penalties relate to:</p><p>• Individuals who filed online after 31 January after the end of the corresponding tax year and at least 3 months after they were issued with a notice to file</p><p>• Individuals who have missed the 31 January deadline and who have not yet filed their SA return for the corresponding tax year</p><p>• Individuals who did not need to file an SA return for that tax year but received late filing penalties due to late notification</p><p> </p><p>As with the answer to PQ268996, the figures may include some penalty payments relating to Trust returns as they receive the same penalty code. Penalty payments relating to partnership returns are not included.</p><p> </p><p>Penalties are not used as a means of generating revenue. HMRC want taxpayers to comply with their obligations and to file their returns on time.</p><p> </p><p>HMRC charge penalties to encourage taxpayers to meet their tax obligations and to act as a sanction for those who do not, so the majority who do are not disadvantaged.</p><p> </p><p>Not all taxpayers who fail to submit their return on time will have to pay a penalty. A penalty will not be payable if a taxpayer had a reasonable excuse for not filing their return on time or if they no longer need to file a return.</p><p> </p><p>HMRC will not know if a taxpayer has a reasonable excuse or no longer needs to file a return until they inform HMRC.</p>

star this property answer text <p>The government is providing over £37bn this year to support people with the cost of living.</p><p> </p><p>The government is expanding the Energy Bill Support Scheme by doubling grants from £200 per household to £400. Equivalent support will be delivered to people in Northern Ireland.</p><p> </p><p>We are supporting the most vulnerable households, by providing UK-wide support through one-off cost of living payments of £650 for households on means-tested benefits, £300 for pensioner households and £150 for individuals in of receipt non-means tested disability benefits. Some households will be eligible for more than one of these payments.</p><p> </p><p>The government is also providing £500m of further support through the Household Support Fund. The Barnett formula provides around £79m of this to the devolved administrations of which around £14m will go to Northern Ireland.</p> more like this

star this property answer text <p>The UK Infrastructure Bank is now operating in interim form and it is able to support projects across the entire UK, including Northern Ireland.</p><p> </p><p>Currently the UKIB offers private sector financing. Once fully operational, the UKIB will invest in private and public sector projects that reflect the Bank’s two core objectives to tackle climate change and support regional and local economic growth.</p><p> </p><p>As it builds its presence, the UKIB will actively pursue relationships with each of the devolved administrations as well as project sponsors, institutions and local leaders across the whole of the UK.</p> more like this

star this property answer text <p>Ahead of the end of the transition period, the Government has announced the VAT and excise duty treatment of goods purchased by individuals for personal use and carried in their luggage, arriving from or going overseas (passengers). The following rules will apply from 1 January 2021:</p><p>- Personal allowances will apply to passengers entering England, Scotland and Wales from a destination outside of the United Kingdom, with alcohol allowances significantly increased.</p><p>- Passengers travelling from England, Scotland and Wales to any destination outside the United Kingdom will be able to purchase duty-free excise goods once they have passed security controls at ports, airports, and international rail stations.</p><p>- The VAT Retail Export Scheme in England, Scotland and Wales will not be extended to passengers travelling to the EU, and will be withdrawn for all passengers.</p><p>- The concessionary treatment on tax-free sales for non-excise goods will be removed across England, Scotland, Wales and Northern Ireland.</p>
