That is why in 2013, the Home Secretary commissioned HMIC (Her Majesty's Inspectorate of Constabulary) to undertake a comprehensive review on how the police deal with domestic violence and abuse and is chairing a National Oversight Group, on which I also sit, to oversee the delivery of HMIC's recommendations. Following the publication of HMIC's report, the College of Policing is updating its authorised professional practice for officers on domestic abuse.<br><br>The Metropolitan Police Service uses national CPS guidelines when referring cases for prosecution. The Director of Public Prosecution's Guidance on Charging clearly advises both police officers and prosecutors that the CPS will charge all domestic violence cases where the appropriate evidential standard has been met. The CPS is also currently revising its domestic violence policy - a revised policy was published for consultation on 14 May 2014. We deplore all religious and racially-motivated attacks. <br><br>Between 2012-13 and 2013-14 recorded race hate crime increased by 4% (an increase of 1,595 offences), and religious hate crime by 45% (an increase of 700 offences). The increase in recorded hate crime shows that more victims are coming forward and that the police are improving the way they identify hate crimes, and we welcome this.<br><br>While religious hate crime data is not broken down by type, monthly police recorded crime data for racially or religiously aggravated offences show an increase following the murder of Lee Rigby in May 2013. <br><br>The Community Safety Trust monitors levels of antisemitism. Their most recent report, published at the end of July covering the period of January to June 2014, highlights that there has been a 36% increase in the number of antisemitic incidents recorded compared to the same period in 2013 (304 incidents in 2014, compared to 223 in 2013).<br><br>When these events occur it is vital that the police take action to engage effectively with communities. Police forces in England, Wales, and Northern Ireland have recently been issued with new guidance for dealing with hate crimes, which includes advice on dealing with incidents and how to monitor and deal with community tensions.<br><br>We have established working groups to tackle antisemitism and anti-Muslim hatred which bring together community representatives and experts from across government to help explore issues affecting these communities.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.</p><p> </p><p> </p><p> </p> answering member constituency Lewes answering member printed Norman Baker question first answered 30/10/2014 11:46:32 answering member 28 label Biography information for Norman Baker

	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>The Government supports the conclusions on the response to migration pressures in the Mediterranean, unanimously adopted at the JHA Council meeting on 9-10 October under the Italian Presidency, which included proposals to strengthen cooperation with transit countries in North Africa whilst phasing out the currentemergency search and rescue operations carried out by Italy. <br><br>We are supporting EU proposals for enhanced refugee protection in North and East Africa, building on our current support for those seeking <br>protection in the region of Syria. We have joined a steering group for a new EU project in the Horn of Africa which will develop, implement and resource concrete actions to address human trafficking in the region. The UK is also among those Member States offering the greatest numbers of resettlement places for refugees from outside the EU, working closely with UNHCR (over 4,000 between 2008-2013). We recognise that there are some particularly vulnerable Syrian refugees who cannot be supported effectively in the region. We have therefore launched our UK Syrian Vulnerable Persons Relocation scheme.
