As well as a £325 million investment in diagnostic machines, we have provided an additional £1 billion to the National Health Service to tackle the elective backlog,and ensure there is sufficient capacity in place to diagnose and treat the additional people coming into the system. To encourage patients to come forward to their general practitioner if they have symptoms, we launched the successful ‘Help us Help you’ campaign. NHS England also recently published Priorities and Operational Planning Guidance, highlighting that cancer recovery remains a priority for the NHS as a whole. This includes our response to recommendation 7.</p><p>I am clear that the public expects us to enforce immigration laws approved by Parliament as a matter of fairness to those who abide by the rules and to protect tax-payer funded services, by ensuring that only those who are entitled to use publicly funded services can access them and that those who are here legitimately do not suffer negative consequences.</p><p>We do not intend to deviate from these key principles, but I have tasked my officials to undertake a full evaluation of the compliant environment policy and measures, individually and cumulatively, to make sure that the crucial balance is right. Fees for firearm and shotgun certificates issued by the police were last increased in 2015. The increase followed a public consultation which included an impact assessment setting out estimated costs, which can be found on gov.uk. The fee levels were calculated with a view to enabling police forces to move closer to full cost recovery when a police-led online licensing system is introduced. The police began trialling an on-line application portal in selected forces late last year. Delays with introducing online licensing make it difficult to accurately identify costs at this time but we will carry out a comprehensive review of the fees in 2020.</p><p>Applications for licences to possess prohibited firearms, for approved shooting clubs, and museums with firearms collections, are administered by the Home Office and Scottish Government. The Policing and Crime Act 2017 created a power to charge new fees for these licences. We sought views on proposals for the new fees in a public consultation in 2017. The consultation was accompanied by an impact assessment, which set out the estimated net costs of the system. 	answer	answer is ministerial correction date of answer 11/01/2021 answer text <p>The Health Protection (Coronavirus, Wearing of Face Coverings in a Relevant Place) (England) Regulations 2020, as amended, requires members of the public to wear a face covering in relevant indoor public settings unless an exemption applies, or the individual has a reasonable excuse.</p><p>The police have the power to enforce the requirement to wear a face covering including directing the individual to wear a face covering, directing the individual to leave the relevant place, and issuing a fixed penalty notice of £200 (reducing to £100 if paid within 14 days) doubling upon each repeat offence up to a maximum of £6,400.</p><p>Police officers receive guidance on the law and that they should use their discretion at all times. They are in place to protect the public and save lives during this national pandemic This means that you must not leave or be outside of your home without reasonable excuse. We also recommend that people stay local where possible. 	answer	answer is ministerial correction date of answer 20/03/2023 answer text <p>With approximately 5 million people having delayed their passport application due to the restrictions upon international travel caused by COVID-19, the elevated demand for passports will continue throughout 2023.</p><p>HM Passport Office has processed more than two million applications across January and February, with over 99.5% of standard UK applications being processed within ten weeks and 95.5% being processed within three weeks.</p><p>Given the exceptional cause of this demand, the exact volumes and profile of when this will arrive is less predictable than in a normal year. The current expectations are that demand will be within 6.1 million and 7.1 million between the weeks ending 19 March 2023 to 31 December 2023. 	answer	answer is ministerial correction date of answer 07/10/2020 answer text <p>The Government remains committed to protecting vulnerable people and has acted decisively to ensure that we support everyone through this pandemic. We have introduced a range of measures to ensure people can stay safe and many of these are available for those with a No Recourse to Public Funds (NRPF) condition.</p><p>For those whose jobs are impacted but have retained employment status, the assistance provided under the Coronavirus Job Retention Scheme (which remains in place until 31<sup>st</sup> October) and the Self-employed Income Support Scheme are not classed as public funds and are available to all those who are legally working or self-employed respectively, including those with NRPF status and those on zero-hour contracts. Statutory sick pay and some other work-related benefits, which are also not classed as public funds and so are also available to all.</p><p>If an individual with NRPF has been working in the UK and lost their employment, if sufficient national insurance contributions have been made, they may be entitled to claim contributory Employment and Support Allowance.</p><p>We have also temporarily extended the eligibility criteria for free school meals to support some families with NRPF, in recognition of the difficulties they may be facing during these unique circumstances. Delays with introducing online licensing make it difficult to accurately identify costs at this time but we will carry out a comprehensive review of the fees in 2020.</p><p>Applications for licences to possess prohibited firearms, for approved shooting clubs, and museums with firearms collections, are administered by the Home Office and Scottish Government. The Policing and Crime Act 2017 created a power to charge new fees for these licences. We sought views on proposals for the new fees in a public consultation in 2017. The consultation was accompanied by an impact assessment, which set out the estimated net costs of the system. Operators will be responsible for the first five stages (Engage, Explain, Encourage, Enable use, and Entry/Exit restrictions). Enforcement by the police or TfL authorised personnel will be the last resort if a passenger fails to comply at other stages.</p><p> </p><p>Our initial approach to enforcement has been to focus on communications to encourage compliance. Operators (and the police) have new powers to deny access to a service, to direct someone to wear a face covering, or direct someone to leave a service if they are not wearing a face covering. Operators have discretion over whether they choose to use these powers; they do not have an obligation to do so.</p><p> </p><p>If passengers fail to comply, as a last resort the Police and TfL authorised personnel have a power to issue a fixed penalty notice of £100 under the PHA Regulations, reduced to £50 if paid within 14 days. Contributions in to the Railways Pension Scheme are split according to a shared cost arrangement, whereby employers (the Train Operating Companies) pay 60% and employees pay the remaining 40%. Train Operating Companies are and continue to be responsible for paying employer pension contributions during a franchise term, and in the vast majority of franchises, have been on full risk for changes to those contributions during their franchise term since the Railways Pension Scheme was established.</p><p>In the new East Midlands franchise, the operator is exposed to no additional risks or demands when compared to current franchisees. Indeed, the new franchise includes a risk sharing mechanism with the government, which reduces the risk that the operator will be exposed to. 	answer	answer is ministerial correction date of answer 25/04/2019 answer text <p>The Government currently has no plans to require all aircraft to display a notice detailing that they are licensed for such operations.</p><p> </p><p>Any individual, organisation or company that intends to undertake commercial air transport is required by law to hold an Air Operator Certificate (AOC) and an Operating Licence (OL). It is an offence to operate a commercial air transport flight without an AOC or OL. There is no requirement for the AOC to be displayed in the aircraft. However, it must be available to be inspected upon request by passengers and authorities along with the appropriate licence, aircraft registration document and maintenance certificate.</p><p> </p><p> </p><p>It is ultimately the responsibility of the pilot in command of each flight to make sure it is operated legally. As part of their initial training a pilot studies, and is examined on, air law. This covers the regulations to be met to carry fare paying passengers. A private pilot will therefore know that they do not have the necessary approvals to undertake a commercial flight.</p><p> </p><p>The Civil Aviation Authority (CAA) has advised me that they do not believe that the introduction of a notice within the aircraft would be a deterrent to illegal activity taking place unless all passengers are aware of the legal requirements and potential impact of illegal public transport flying. The CAA is planning further work to educate consumers about the rules, and the potential risks of illegal charter flights.</p><p>It is not possible to link work aimed at raising awareness directly to specific enforcement actions. The CAA will prosecute people where there is sufficient evidence, and where it is in the public interest to do so, but enforcement action will vary depending on the circumstances of the incident. It includes educating individuals or organisations on the regulations to avoid breaches, a formal warning, the revocation of licences, approvals or certificates, or criminal investigations and prosecutions.</p><p> </p><p>The CAA publishes the detail and outcome of all successful prosecutions since 2005 on its website at <a href="https://www.caa.co.uk/Our-work/About-us/Enforcement-and-prosecutions/.%20" target="_blank">https://www.caa.co.uk/Our-work/About-us/Enforcement-and-prosecutions/.</a> These include successful prosecutions for illegal public transport. This is part of the Government’s £48 billion investment to modernise our railways over the next five years. £200m was spent last year to provide new track, signalling and a new platform at Derby Station in preparation for the 2020 timetable change, which will help to reduce journey times between Nottingham and Sheffield and London.</p><p>The upgrade of the Midland Main Line means that, from the December 2020 timetable change, the new franchise operator will be able to introduce new fast services on the Corby-London route, on modern express trains, with more seats. 	answer	answer is ministerial correction date of answer 15/04/2019 answer text <p>As the Air Accident Investigation Branch are conducting a live investigation into the Piper PA-46 Malibu crash of 21 January 2019, it would not be appropriate for the Government to share details of any reports it may or may not have received.</p><p>The Air Accident Investigation Branch’s Special Bulletin of 25 February 2019 states: “<em>The investigation is considering the regulations applicable to the operation of this flight including airworthiness requirements; flight crew licencing; and the carriage of passengers.</em></p><p><em>The basis on which the passenger was being carried on N264DB has not yet been established.”</em></p><p> </p><p>The Civil Aviation Authority (CAA) consistently monitor and investigate any reports they receive on illegal private flights they receive. The CAA does, and will investigate allegations of illegal public transport.
