star this property answer text <p /><p>The Government is clear that exploitation through ‘sex for rent’ has no place in our society. However, there are two existing offences in the Sexual Offences Act 2003 which can, and have, been used to successfully prosecute this practice. The existing offences of causing or inciting prostitution for gain (section 52 of the 2003 Act) and controlling prostitution for gain (section 53 of the 2003 Act). These offences may capture instances of sex for rent, depending on the circumstances of the case.</p><p>We recognise the need to stamp out this abhorrent practice and support those at risk of exploitation. We have already taken action around this:</p><ul><li>to ensure prosecutors are clear on the law, the CPS amended their guidance on ‘Prostitution and Exploitation of Prostitution’ to include specific reference to the potential availability of charges for offences under sections 52 and 53 for ‘sex for rent’ arrangements;</li><li>to better protect tenants from rogue landlords who have been convicted of certain criminal offences, the Government introduced banning orders through the Housing and Planning Act 2016. A banning order prohibits named individuals from engaging in letting and property management work, and we have been clear that both housing associations and local authorities should use these orders if needed; and</li><li>we recognise the importance of ensuring we have the right legislation in place to tackle those seeking to exploit others through this practice, that is why in the VAWG Strategy we committed to working across Government and with partners to better understand the effectiveness of existing offences in tackling this issue and consider whether further reform is needed.</li></ul><p>The Online Safety Bill will include relevant offences relating to the incitement and control of prostitution for gain in the list of ‘priority offences’ which internet companies will need to take proactive steps to tackle. The Bill will capture user-to-user sites, where the majority of ‘sex for rent’ advertising takes place. Furthermore, the Bill places a duty on certain companies to take action in respect to ‘content that is harmful to adults’.</p><p>In parallel, officials are working with the National Police Chiefs’ Council and the College of Policing, for example, to ensure there is appropriate guidance for policing on the issue of sex-for-rent.</p>

star this property answer text <p>(a) Waste</p><p>Since 2018, over £11 million of grants have been awarded to the surplus food redistribution sector to make sure more surplus food goes to those who have a need in the months and the years to come. In Yorkshire alone, sixteen projects worth over £2.3 million were funded. Hundreds of the grants that make up the £11 million are providing the infrastructure such as vehicles, freezers and fridges to redistributors both large and small across the country.</p><p><br> Through the Waste and Resources Action Programme (WRAP) we continue to work closely with the redistribution sector and the across the food chain to tackle any barriers to increasing redistribution including through the provision of tools and guidance.</p><p> </p><p>(b) Poverty in West Yorkshire</p><p>The Government has built on the significant support given to the most vulnerable during the initial months of the pandemic, by delivering a winter support package to help the economically vulnerable. This package included increasing the value of Healthy Start Vouchers, the national rollout of the Holiday Activities and Food programme, and a £170 million Covid Winter Support Grant to local authorities which started in December to support households with food and other essential costs.</p><p> </p><p>The winter package also included £16 million of funding for Defra to support food charities with the purchasing and distribution of food to the vulnerable over a 16-week period starting from the beginning of December. This funding stream was managed by the food redistributor FareShare and helped to support a number of areas across England, including West Yorkshire.</p><p> </p>

star this property answer text <p>14% of the department’s total resource budget has been spent on post-16 education and skills training in each of the financial years 2020-21, 2019-20 and 2018-19. This includes spending on core 16-19 funding, the Adult Education Budget, apprenticeships and other measures to support post-16 education and skills. It excludes spending on higher education and funding for post-16 pupils in schools.</p><p>In relation to capital funding, the department is increasing its investment in post-16 education and skills over the next few years. In 2020-21, the department provided £200 million to all further education (FE) colleges to allow them to tackle their remedial condition improvement projects. The FE Capital Transformation Programme will follow up this initial investment over the coming 5 years, investing an additional £1.3 billion in upgrading the FE college estate.</p> more like this

star this property answer text <p><del class="ministerial">The UK Government works closely with international partners and major multinationals to encourage them to become more sustainable.</del></p><p><del class="ministerial">As an example in December 2021 under UK's Presidency of the G7, Ministers met with CEOs and seniors from 19 major food and agriculture companies to launch the G7 Sustainable Supply Chain Initiative (SSI). This is a new commitment of 22 leading food and agriculture companies headquartered in G7 countries to take action to improve the environmental and social impact of their supply chains and business operations. Ahead of COP26, we set up a business advisory council of global leaders from the private sector, encouraging members to work with their peers and supply chains to drive action. This group includes Ikea, Unilever and is co-chaired by Legal and General Investment Management's CEO. Further, we have encouraged companies to sign up to Race to Zero, requiring businesses to set net zero targets by 2050 and have credible action plans to get there. By Jan 2022, over 5000 companies had joined. (SDG13: Climate Action)</del></p><p><ins class="ministerial">We work closely with international partners and major multinationals to encourage them to become more sustainable. The UK government is a signatory to the 1976 OECD Declaration on International Investment and MNEs which adopted the OECD Guidelines for Multinational Enterprises, and has consistently supported the United Nations Guiding Principles on Business and Human Rights. We support codes of conduct, certificates and standards organisations which encourage businesses to be socially responsible, environmentally sound and help defeat modern slavery across their value chains.</ins></p>

star this property answer text <p><strong> </strong></p><p>The quickest and easiest way to apply for a driving licence is by using the Driver and Vehicle Licensing Agency (DVLA)’s online service. There are no delays in successful online applications and customers should receive their licence within a few days.</p><p> </p><p>However, many people still choose or have to make a paper application and the DVLA receives around 60,000 items of mail every day. To help reduce waiting times for paper applications, including where a medical condition must be investigated, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham.</p><p> </p><p>The large majority of applicants renewing an existing licence will be able to continue driving while their application is being processed, providing the driver can meet specific criteria. More information can be found online <a href="https://www.gov.uk/government/publications/inf1886-can-i-drive-while-my-application-is-with-dvla" target="_blank">here</a>.</p><p> </p><p>The DVLA recognises the impact on drivers who have to renew their licence more regularly and is working hard to improve the process. Drivers with diabetes, epilepsy, Parkinson’s disease, a visual impairment, a sleep condition or a heart condition can now renew their licence online.</p><p> </p><p>The DVLA has also recently introduced a simplified licence renewal process for drivers with epilepsy and multiple sclerosis and is piloting this for some mental health conditions. This new renewal process has significantly reduced the need for the DVLA to seek further information from medical professionals and enabled more licensing decisions to be made based on the information provided by the driver. The DVLA is looking at adding more medical conditions to this new process.</p><p> </p><p>Employers wishing to check an employee or potential employee’s driving licence status can do so using the DVLA’s online enquiry services. These services allow third parties to obtain relevant information relating to an individual’s driver record, with the consent of the driving licence holder.</p><p> </p>
