star this property answer text <p> </p><p>This Government has stopped departmental spending of taxpayers’ money on alcohol. We have closed and called time on the secret nationalised bar in our department’s basement (coined by some wags as “the Prezza Arms”).</p><p> </p><p>Yet Ministers in this Department are not killjoys. As was the case under the last Administration, there is no prohibition on alcohol consumption (funded privately), and we recognise that there may be occasions when it is not inappropriate for a few drinks after work to mark a colleague leaving or note a particular milestone achieved, provided staff exercise personal responsibility, observe the standard of behaviour required by the Civil Service Code, and follow the law on drinking and driving. This is common practice in other workplaces across the land. This Department champions common sense, not the nanny state.</p><p> </p><p>Also, as the lead department for community pubs, we would encourage staff to continue any celebrations in a nearby licensed premises to do their bit to support Britain’s pub trade and benefit from this Government’s cuts in beer duty and scrapping of Labour’s beer duty escalator.</p><p> </p>

star this property answer text DCMS policy on alcohol consumption on the premises is that, managers are expected to ensure that office parties do not cause disruption to the work of the office, and that drinking during working hours does not otherwise impact on the performance and reputation of the Department. In addition, all civil servants are expected to carry out standards of behaviour as set out in the Civil Service Code. star this property answer text <p> </p><p>Policy on the consumption of alcohol on the premises applies to all civil servants working in Core Defra.</p><p> </p><p> </p><p> </p><p>The Core Defra Code of conduct states that employees must not consume alcohol on Defra premises except in organised social/launch events where permission is granted by a Senior Manager (Grade 6 or above). Civil servants must present for work in a fit state and never under the influence of alcohol or illegal drugs.</p><p> </p> more like this

star this property answer text <p> </p><p>The Department’s general alcohol policy is contained in its Staff Handbook and applies to the consumption of alcohol during parties in the Secretary of State’s Private Office. The general policy is set down below:</p><p> </p><p> </p><p> </p><p><em>‘1.6 Alcohol is prohibited in some of the Department's premises (see local instructions) and where there is no formal ban, line managers are expected to ensure that office parties do not cause disruption to the work of the office. All staff are expected to be scrupulous in observing the law on drinking and driving.’</em></p><p> </p><p> </p><p> </p><p>Local instructions are set down below:</p><p> </p><p>· Driver Vehicle Licensing Agency (DVLA) policy prohibits the consumption of alcohol on its premises during working hours and consequently, staff hold their parties in their own time and off site. In addition, employees are expected to be in a fit and safe condition to undertake their duties and not be under the influence of alcohol during the working day. When representing the Agency at an external function employees must adopt a responsible attitude towards their drinking. Drinking is also prohibited when driving on official business.</p><p> </p><p> </p><p> </p><p>· Highways Agency (HA) policy also prohibits consumption of alcohol during work time, including all breaks. This means that attendance at work under the influence and/or the consumption of alcohol is forbidden and this is due to the safety critical working environment of some of their employees.</p><p> </p><p> </p><p> </p>

However, there is no prohibition of alcohol and occasionally Ministers and the Permanent Secretary host events for staff in recognition of particular achievements.
