The department is supporting schools and colleges to keep any disruption to education to an absolute minimum.</p><p> </p><p>Every school or college with confirmed RAAC has been assigned dedicated support from the department’s team of caseworkers. Each case is unique, and schools and colleges are being supported to put in place a bespoke plan based on their circumstances. In a matter of months, the department has completed its RAAC identification programme and announced funding to remove RAAC from schools and colleges for good.</p><p> </p><p>Schools and colleges concerned about the potential impact of RAAC-related school closures on pupils due to take GCSE and A level exams in the summer should speak to the relevant awarding organisation. Only the relevant awarding organisation will be able to confirm what can be done in any specific context and the specific options available. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. 	answer	answer is ministerial correction date of answer 25/04/2024 answer text <p>The department reviews all policies, including subject knowledge enhancement (SKE) courses, on a regular basis to adapt its approach to attracting new teachers where needed and to ensure that interventions are focused where they will have the most positive impact for children and young people.</p><p>When reviewing the SKE package for the remainder of the 2023/24 academic year, factors including teacher supply needs, the volume of SKE participants associated with each subject and the relative recruitment to Initial Teacher Training (ITT) were all taken into account to ensure that the department is targeting funding where it is needed most.</p><p>The department remains committed to recruiting the teachers it needs. The ITT financial incentives package for the 2024/25 recruitment cycle is worth up to £196 million, which is a £15 million increase on the last cycle. Tax free ITT bursaries continue to be available in design and technology, English, biology and religious education for ITT 2024. Over the year to December 2023, over 750,000 children and young people aged under 18 years old were supported through National Health Service-funded mental health services, representing a 31% increase since March 2021.</p><p>NHS England is working to improve the quality of data on access and waiting times for children and their families and carers waiting to receive community-based mental health care. Comprehensive management guidance on alternative products has been issued to the National Health Service where needed.</p><p>The medicine supply chain is highly regulated, complex, and global. Supply disruption is an issue which affects the United Kingdom, as well as the other countries around the world, and it can have a variety of causes, including manufacturing issues, problems with access to raw ingredients, and sudden spikes in demand.</p><p> </p><p>There is a team within the Department that deals specifically with medicine supply problems. The equivalent maximum maintenance loan was £8,430 in the 2017/18 academic year. This is a 13.9% reduction in the real-terms value of the maximum loan. This figure has been derived by using the Retail Price Index (RPIX) measure of inflation, applied at Quarter 1 in each academic year throughout this time period, as published by the Office for Budget Responsibility in November 2023, which can be found here: <a href="https://obr.uk/efo/economic-and-fiscal-outlook-november-2023/" target="_blank">https://obr.uk/efo/economic-and-fiscal-outlook-november-2023/</a>.</p><p>The government has continued to increase maximum loans and grants for living and other costs each year. Maximum support has been increased by 2.8% for the 2023/24 academic year with a further 2.5% increase announced for 2024/25.</p><p>The government recognises the additional cost of living pressures that have arisen this year and that are impacting students. The department has already made £276 million of student premium and mental health funding available for the 2023/24 academic year to support successful outcomes for students including disadvantaged students.</p><p>The department is now making a further £10 million of one off support available to support student mental health and hardship funding. This funding will complement the help universities are providing through their own bursary, scholarship and hardship support schemes.</p><p>Over the period between 2022/23 to 2024/25, the government will have provided support worth £104 billion to help families throughout the UK with the cost of living including to meet increased household energy costs. This is an average of £3,700 per household. This will have eased some of the pressure on family budgets and so will in turn enable many families to provide additional support to their children in higher education to help them meet increased living costs.</p><p>The department has also frozen maximum tuition fees for the 2023/24 and 2024/25 academic years to deliver better value for students and to keep the cost of higher education under control. However, the Government recognises this is a concerning time for mortgage borrowers.</p><p>Rising interest rates are in part driven by Bank Rate. Monetary policy is the responsibility of the independent Monetary Policy Committee (MPC) of the Bank of England. The MPC continues to have the Government’s full support as it takes action to return inflation to target through its independent monetary policy decisions.</p><p>The average offered mortgage rates on 2-year and 5-year fixed rates have now fallen from their peak in the Summer.</p><p>The Government has taken steps to limit the impact of rising interest rates on mortgage holders, through the Mortgage Charter. This Charter sets out the standards that signatory lenders – who represent over 90% of the UK mortgage market – will adopt when helping their customers.</p><p>We have also taken a number of measures aimed at helping people to avoid repossession, including protection in the courts through the Pre-Action Protocol, the Housing Loss Prevention Advice Service (HLPAS), and Support for Mortgage Interest (SMI) loans. Monitoring undertaken by the Environment Agency is primarily focussed on its statutory duties to monitor and report environmental quality.</p><p> </p><p>We have increased the number of storm overflows monitored across the network: in 2010 only 7% were monitored, and now 100% are being monitored.</p><p> </p><p>Nationally, the Environment Agency has directed water companies to make significant improvements through the PR19 Water Industry National Environment Plan and water company business plans, including upgrading over 8,000 storm overflows in successive price reviews since 1989. My noble friend Baroness Barran has also met with the CEO once.</p><p>My Right hon. Friend, The Secretary of State for Education has not met with Arif Ahmed, Director of Free Speech and Academic Freedom of the OfS, since his appointment in June 2023. In 2023, my right hon. 	answer	answer is ministerial correction date of answer 05/12/2023 answer text <p>The Student Income and Expenditure Survey publishes data on students’ working patterns. The survey for the 2021/22 academic year asked students who were in work to state how many hours they had worked in the week prior to completing the survey. The average (mean) number of hours worked in this reference week by full-time students was 12, while the median was lower, at 8.
