unstar this property answer text <p>Maternal mortality rates in the United Kingdom are falling, from 13.95 deaths per 100,000 women giving birth in 2003–05 to 10.12 in 2010-12. Internationally, UK maternal mortality rates are similar to France and Germany, but still higher than in Norway, Spain and Sweden.</p><p> </p><p> </p><p> </p><p>A range of actions have been taken to help improve outcomes for both women and babies. The Department aims to ensure that women receive the highest quality maternity care by focusing on improving health outcomes and women’s experience of care, and giving women greater choice over childbirth.</p><p> </p><p> </p><p> </p><p>To support the National Health Service in improving outcomes in pregnancy, labour and immediately after birth, the National Institute for Health and Care Excellence (NICE) has developed quality standards on antenatal, intrapartum and postnatal care designed to drive up standards and measure priority quality improvements. The standards are derived from the best available evidence and are central to improved care focussing on delivering the best possible outcomes.</p><p> </p><p> </p><p> </p><p>It is the responsibility of NHS organisations to ensure high quality care and choice for women in pregnancy and during childbirth. Clinical commissioning groups are responsible for commissioning maternity services locally. To assist with the commissioning of safe maternity services that reflect the needs and preferences of local maternity users, NHS England has developed a maternity commissioning resource pack for clinical commissioning groups which is currently being updated.</p><p> </p><p> </p><p> </p><p>The UK has the most robust data in the world and a long established programme to review maternal deaths, which widely disseminates its findings and recommendations to help reduce the number of such deaths in the future. Since the programme was established in the early 1950s, there has been a 90% reduction in maternal deaths due to direct obstetric complications.</p><p> </p><p> </p><p> </p><p>In addition, we now have over 2,000 more midwives and over 4,000 more health visitors since 2010.</p><p> </p>

unstar this property answer text <p>A wide range of research relating to stem cell transplantation is supported by the Department through the National Institute for Health Research (NIHR). The translation of scientific advances to the clinic is supported through NIHR Biomedical Research Centres and Units, clinical research facilities and experimental cancer medicine centres (funded jointly with Cancer Research UK). The NIHR clinical research network supports the coordination of clinical trials including any involving stem cell transplantation. NHS Blood and Transplant are directly involved in a number of research projects and provide an essential part of the necessary infrastructure supporting research in this field. unstar this property answer text <p>Since 2011, the Department has provided our delivery partners, NHS Blood and Transplant and Anthony Nolan, a total of £16 million in additional, new funding to improve stem cell transplantation services in the United Kingdom. A further £3 million investment was announced in March 2015.</p><p> </p><p> </p><p> </p><p>This funding has led to a tangible improvement in the availability of stem cells in the UK and the achievements include:</p><p> </p><p> </p><p> </p><p>- More UK patients received a stem cell transplant in 2014 than ever before.</p><p> </p><p>- Over 60% of black, Asian and minority ethnic (BAME) patients are now able to find a well matched donor compared to only 40% in 2010.</p><p> </p><p>- A single unified bone marrow donor registry has been created streamlining the provision of stem cells and reducing the time to provide cells from adult donors.</p><p> </p><p>- The proportion of patients receiving cord blood from UK donors has significantly increased.</p><p> </p><p>- The increased use of UK-sourced stem cells has meant that more donors than ever are available to donate leading to a significant cost saving by reducing the need to import stem cells.</p><p> </p><p> </p><p> </p><p>The report ‘Destination Cure – arriving at a better future’ from Anthony Nolan is a timely contribution to the debate on the future of this work.</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

unstar this property answer text <p>Ground Source Heat Pumps (GSHPs) are supported under both the non-domestic and domestic Renewable Heat Incentive (RHI). We have increased the non-domestic tariff for GSHPs to 8.7 pence per kilowatt hour (p/kWh) for tier 1 (i.e. the first 1,314 hours of renewable heat produced per year) and 2.6p/kWh for tier 2 (subsequent heat produced). The level of support for GSHPs under the domestic scheme is 19.1p/kWh.</p><p>We are aware of the industry’s concerns that the RHI is not supporting as many GSHPs as might be expected; and we are considering what action could be taken. My officials are already discussing this issue with industry, and will continue to do so as options are developed. However, any decisions which involve changes to RHI support will be dependent on the outcome of the Spending Review later this year.</p> more like this

unstar this property answer text <p>NHS England commissions adult specialised neuroscience services, including those for people with complex neurological diseases. Although some of this specialised care would be related to Huntington's Disease, much of the care that patients require can be accessed through local hospital and general practitioner (GP) services which are funded by clinical commissioning groups.</p><p> </p><p> </p><p> </p><p>Patients with Huntington's Disease have access to a range of NHS services including those provided by GPs and associated health professionals, neurology services, occupational therapists, speech and language therapists, local mental health services and palliative care where appropriate.</p><p> </p><p> </p><p> </p><p>The Neurosciences Clinical Reference Group (CRG) is continuing to work on the development of a draft neuropsychiatry service specification which will be of relevance for patients with Huntington’s Disease. The service specification will outline the multi-disciplinary approach to caring for patients with long term conditions who require assessment and help in managing a neurological problem.</p><p> </p><p> </p><p> </p><p>The CRG is also tasked to consider the current service specification and describe in detail where services are specialised and can only be delivered in a tertiary centre and where services can be part of a hub and spoke arrangement with secondary care (in a hospital closer to home). This should assist in the day to day care and access as care closer to home for some conditions, will be supported by advice where needed from the specialised centre and delivered in the local hospital.</p><p> </p>
