<p>At this point the Government has not made an assessment of the financial implications of the recommendations in the Lord Speaker's committee report. Those proposals are due to be discussed for the first time by the House of Lords on 19 December. The Government will listen closely to what is said in that debate on the range of recommendations before considering its own position on those recommendations.</p>
