In March 2017 the FPC judged the appropriate Tier 1 capital requirement for the UK banking system, in aggregate and net of any countercyclical capital buffer, to be 13.5% of risk-weighted assets, as currently measured. Unfortunately, without the Civil Service pay guidance, we cannot move forward on non-consolidated end-of-year payments nor can we proceed on consolidated pay awards for SEO, Grade 7 and Grade 6 colleagues.</p><p> </p><p>We are continuing to press for the pay guidance to be published as soon as possible. This research portfolio has a particular focus on disadvantaged groups and the pursuit of an equitable start to learning for all. Research commissioned through this team, along with the UK Research Community, has ensured that teachers, equity and systems reform are at the centre of DFID’s new education policy.</p><p>DFID has commissioned rigorous reviews of existing evidence and, as a result of the findings, concluded a focus on children with disabilities. For example, one research project, which is funded by DFID through the UK Economic and Social Research Council, investigates different modalities for teaching literacy in deaf communities in India, Ghana and Uganda. This is up from 86% in 2014 and 83% the year before that. It provides an answer for 85 percent of uses, and HMRC will stand by the result given unless a compliance check finds the information provided isn’t accurate.</p><p> </p><p>Feedback from customers shows the CEST service is helping to ensure that, for most situations, decisions on whether a worker is in scope of the intermediaries legislation (known as IR35) are simple and quick. We recognise that international students enhance our educational institutions both financially and culturally; enrich the experience of domestic students; and become important ambassadors for the United Kingdom in later life. The Government has recently commissioned the Migration Advisory Committee to undertake a study into the costs and benefits of international students.</p><p>There is no limit on the number of international students who can come to the UK and there are no plans to change this. So long as students are compliant with immigration rules they should make a very limited contribution to net migration numbers.</p><p>The independent Office for National Statistics is responsible for the production of the net migration statistics. In line with the internationally agreed UN definition, these statistics define a migrant as someone changing their normal place of residence for more than a year.
