	answer	answer is ministerial correction date of answer 21/02/2022 answer text <p>The Department has made no assessment of the potential impact of application processing delays by the Advisory Committee on Borderline Substances (ACBS) on patient choice for malnutrition products and additional costs to the National Health Service.</p><p>Some ACBS functions were put on hold from 2 April 2020 to 1 August 2020 owing to the COVID-19 pandemic. During that period, the Committee continued work on all applications that were already being reviewed but did not accept new applications. 	answer	answer is ministerial correction date of answer 21/02/2022 answer text <p>There is no formal appeals process in place for applicants.</p><p>The Advisory Committee on Borderline Substances (ACBS) does not reject applications. Unsuccessful applicants are informed of further information the Committee requires to continue processing an application and they can reapply. In rare instances, an applicant may be informed of reasons that their product is not supported by the Committee for listing on Part XV of the Drug Tariff.</p><p>The Department started a project in 2019 to improve the ACBS application process. The work is being undertaken in partnership with the ACBS and the British Specialist Nutrition Association – the trade body for the medical nutrition industry. A key objective is to ensure fairer, more accurate, consistent, efficient and quicker decisions by the Committee. Defra has well established ways of working with the industry and across Government to monitor risks that may arise. This includes extensive, regular and ongoing engagement in preparedness for, and response to, issues with the potential to cause disruption to food supply chains.</p><p>Agricultural commodity prices are closely linked to global gas prices. Farmers are facing increased input costs including for fertiliser, feed and fuel. We are working closely with the industry to identify where further mitigations are available to tackle the challenges they face.</p><p>The Secretary of State recently announced a range of measures in support of the current situation, such as delaying changes to the use of urea fertiliser to help farmers manage their costs and improving statutory guidance for use of slurry. There have been three meetings of the Fertiliser Taskforce (the latest of which was on 21 July) with key industry bodies to discuss potential mitigations to the challenges which global supply pressures are causing. Ministers will continue to meet with key industry bodies for further Fertiliser Taskforce sessions in the coming months, to help identify and mitigate potential risks.</p><p>In addition, the 2022 Basic Payment Scheme payment will be made in two instalments to give farmers an advance injection of cash. Farmers with eligible applications will receive half of their payment from the end of July, and the rest from December. 	answer	answer is ministerial correction date of answer 14/02/2023 answer text <p>Air pollution has a significant effect on people’s health and poor air quality is the largest environmental risk to public health in the United Kingdom. Long-term exposure to air pollution can cause chronic conditions such as cardiovascular and respiratory diseases as well as lung cancer. The Committee on the Medical Effects of Air Pollutants has estimated that long-term exposure to air pollution in the UK has an annual effect equivalent to 29,000 to 43,000 deaths.</p><p>Between 2017 and 2025 the total cost to the national health service and social care from air pollution in England has been estimated, by Public Health England, to be £1.6 billion for fine particulate matter (PM2.5) and nitrogen dioxide (NO2) combined where there is robust evidence for an association between exposure and disease; where the evidence is less robust the estimated cost is £2.81 billion for PM2.5 and £2.75 billion for NO2.</p><p>Implementation of the Government’s policies to improve air quality will therefore support better health and help mitigate demand for health and care services.</p> answering member constituency Harborough answering member printed Neil O'Brien question first answered 14/02/2023 14:20:21 answering member 4679 label Biography information for Neil O'Brien
