Official statistics, from NHS Digital, demonstrate that there is a downwards trend in hospital admissions in England, arising from the discharge of fireworks, with 114 such admissions in 2014/15. The Government will continue to focus on reducing accidents and nuisance by encouraging industry, retailers and others to promote responsible use through guidance and public education.</p><p> </p><p>The Government accepts that fireworks can have a detrimental effect on some animals. They will be responsible for overseeing and setting priorities for the Employment Agency Standards Inspectorate, National Minimum Wage enforcement and the Gangmasters and Labour Abuse Authority. This in turn will help to drive investment and support jobs. The Oil and Gas Authority is working hard with industry to facilitate greater collaboration across the UKCS, increase efficiencies, and promote the industry in the UK and abroad.</p><p>In the last two Budgets, the Government has provided a £2.3bn package of support to ensure the UK has one of the most competitive oil and gas tax regimes in the world, protecting jobs and investment. As part of this, we have contributed £40 million to fund two new seismic campaigns to help encourage exploration activity. The Government extended the Right to Request Flexible Working to all employees with 26 weeks qualifying service in 2014, where previously it applied only to employees with children and carers of certain adults. The legislation strikes a balance between giving employees flexibility and giving employers the certainty that they need to plan. Many employers agree flexible working arrangements with employees outside the statutory framework. I would encourage employers to be open to flexible working options when recruiting, and to make this visible when advertising jobs.</p><p>Our health and welfare systems need to reflect the benefits that work can bring and offer the opportunity to work for all those who can, help for those who could, and care for those who cannot. However, both the EU School Milk Subsidy Scheme and Nursery Milk Scheme reimburse schools and nurseries against the costs of providing milk to eligible children. In academic year 2014/15, the School Milk Scheme provided subsidies towards 14,125.250kl of milk in England and the Nursery Milk Scheme reimbursed the cost of providing 92,977,223 pints of milk to children in nursery and reception classes. A number of initiatives are underway to encourage cleaner, lower carbon fuels.</p><p> </p><p>This Government is investing over £600 million in this Parliament in addition, to a more favorable tax regime towards less polluting vehicles to ensure that almost all cars and vans are zero emission vehicles by 2050.</p><p> </p><p>The Renewable Transport Fuel Obligation (RTFO) has supported a market for low carbon fuels and delivered significant greenhouse gas emissions savings. In 2014/15 these savings were equivalent to taking 1.3 million cars off the road. We have been working with industry and others on proposals to increase the supply of low carbon fuels in line with our UK carbon budget targets. This includes cars as well as other vehicles, such as buses. Our £30m Low Emission Bus Scheme is funding the delivery of over 320 Low Emission Buses – of which 86 are fully electric buses – from 2016 to 2019. A further £3.2m worth of supporting infrastructure will be funded under the scheme.</p><p> </p><p>The Departments for Transport and for Environment, Food and Rural Affairs are working closely with the Committee on the Medical Effects of Air Pollutants, the Department for Health and Public Health England to consider all evidence on the medical impacts of air pollution. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson), has regular discussions with his European counterparts on human trafficking. The UK plays a leading role in the EU Threat group on Trafficking in Human Beings (EMPACT), which brings together law enforcement experts from most EU Member States and is supported by Europol, Eurojust, the European Commission, Interpol, Frontex and CEPOL (EU Police College).The UK has also led work to secure a UN Sustainable Development Goal to end slavery and irregular migration – including trafficking – was a priority theme at the 71st session of the UN General Assembly this year. The UK led a resolution on Contemporary Forms of Slavery at the recent Human Rights Council, working with EU partners to provide a focus for practical measures and concerted international action. In these and other ways, the Foreign and Commonwealth Office continues to support the Prime Minister, my Rt Hon.
