Government launched the Delivering Differently for Young People Programme to offer practical support to local authorities in exploring innovative and sustainable models for delivering youth services. Government continues to support the Centre for Youth Impact to work with youth organisations to undertake research to measure impact and demonstrate value to funders and commissioners. We are also committed to expanding National Citizen Service, which many youth sector organisations help to deliver. Government is taking new steps to encourage and enable social action. This includes a further £15m investment in the next phase of the Centre for Social Action. The Government has no current plans to require additional processes and checks before registration.</p><p> </p><p>Companies House maintains statistics on the nature of the complaints it receives about alleged address fraud.</p><p> </p><p>Companies House follows up on all complaints received about newly incorporated companies and works closely with law enforcement agencies where fraudulent activity is suspected. 	answer	answer is ministerial correction date of answer 07/07/2016 answer text <p>Under the terms of the Framework Agreement between the ICO and the DCMS, the Information Commissioner has responsibility for determining the pay and conditions of their staff, including their Executive Team. In doing this, they are required to comply with overarching government pay guidance, including on pay restraint.</p><p>The July 2015 budget announced an average 1% pay award for public sector workforces from 2016/17. An economic modelling paper assessing the effect of the ending of the EU sugar quota regime on the price of white sugar within the EU was published in November 2015. This paper is particularly focussed on the likely impact on the cane refining industry in the EU. However it does not model any changes to the structure of either the beet or cane refining industries. 	answer	answer is ministerial correction date of answer 11/07/2016 answer text <p>Legislation is in place that will make it illegal to sell menthol flavoured cigarettes and roll your own tobacco from May 2020. This legislation fulfils international obligations the United Kingdom has under the Framework Convention on Tobacco Control which recommend that Parties should regulate, by prohibiting or restricting, ingredients that may be used to increase palatability in tobacco products. This provision is aimed at reducing the initiation rates of tobacco use by youth. Under our International Humanitarian Law obligations the UK already affords schools and educational establishments a high degree of protection during military operations. Whilst we welcome the spirit and intention of the Safe Schools Declaration, we remain concerned that the supporting Guidelines for Protecting Schools and Universities from Military use during armed conflict do not mirror the exact language and content of International Humanitarian Law.
