unstar this property answer text <p>The Government consulted on its reforms to the Civil Service Compensation Scheme and considered the responses it received from civil servants and others carefully. It held several meetings with unions during the consultation and then further meetings with unions that agreed to participate. An equalities impact assessment was published on 26 September alongside the Government’s consultation response.</p><p>The Government believes its proposed reforms will provide a firm foundation for the management of the Civil Service and its people for a generation. The new terms compare favourably with exit terms in the wider economy and will align the Civil Service Compensation Scheme with reforms across the public sector. It will support employers in managing their workforce and simplify the exit process while treating employees respectfully and fairly.</p> more like this

unstar this property answer text <p>It is the responsibility of local authorities to decide how to allocate funding for youth services according to local need, through the existing statutory duty (Education Act 2006, Section 507B). Government launched the Delivering Differently for Young People Programme to offer practical support to local authorities in exploring innovative and sustainable models for delivering youth services. Government continues to support the Centre for Youth Impact to work with youth organisations to undertake research to measure impact and demonstrate value to funders and commissioners. We are also committed to expanding National Citizen Service, which many youth sector organisations help to deliver. Government is taking new steps to encourage and enable social action. This includes a further £15m investment in the next phase of the Centre for Social Action. We want social action to become a lifelong habit.</p> more like this

unstar this property answer text <p>There are currently two cross-departmental review processes being run by the Cabinet Office. The first is focussed on National Security, refreshing the 2010 National Security Strategy and Strategic Defence and Security Review. The second is the Bribery and Corruption enforcement review.</p><p> </p><p>The next iteration of the National Security Strategy and the Strategic Defence and Security Review will cover reserved matters. The Cabinet Office plans to consult a wide range of stakeholders, including the Devolved Administrations.</p><p> </p><p>The Bribery and Corruption enforcement review has consulted widely, including with relevant agencies of the Devolved Administrations. These include the National Counter Corruption Unit of Police Scotland, and the Crown Office and Procurator Fiscal Service.</p><p> </p><p>There are also a number of cross-departmental review processes being run, for example the ‘Cutting Red Tape’ programme and the Resilience Review. These reviews consult widely, including with relevant agencies of the Devolved Administrations where appropriate, usually via the Lead Government Departments.</p><p> </p><p>I will write to the Honourable Member in the Autumn to provide a more detailed update of the cross-departmental review processes being undertaken by the Cabinet Office, and will place a copy of this letter in the library of the House.</p>

unstar this property answer text <p>Flexible working benefits both employees and employers: it can enable people with mental health issues to maximise their contribution at work and help employers to retain and make use of their skills. The Government extended the Right to Request Flexible Working to all employees with 26 weeks qualifying service in 2014, where previously it applied only to employees with children and carers of certain adults. The legislation strikes a balance between giving employees flexibility and giving employers the certainty that they need to plan. Many employers agree flexible working arrangements with employees outside the statutory framework. I would encourage employers to be open to flexible working options when recruiting, and to make this visible when advertising jobs.</p><p>Our health and welfare systems need to reflect the benefits that work can bring and offer the opportunity to work for all those who can, help for those who could, and care for those who cannot. Our recent green paper <em>Work, Health and Disability: Improving Lives</em> reflects our ambitious approach to work and health.</p><p> </p><p> </p>

unstar this property answer text <p>The Government has now implemented all of the Wood Review recommendations and established the Oil and Gas Authority as a strong, independent regulator focused on maximising economic recovery of the UK Continental Shelf (UKCS). This in turn will help to drive investment and support jobs. The Oil and Gas Authority is working hard with industry to facilitate greater collaboration across the UKCS, increase efficiencies, and promote the industry in the UK and abroad.</p><p>In the last two Budgets, the Government has provided a £2.3bn package of support to ensure the UK has one of the most competitive oil and gas tax regimes in the world, protecting jobs and investment. As part of this, we have contributed £40 million to fund two new seismic campaigns to help encourage exploration activity. In addition, the Oil and Gas Authority recently published a new supply chain strategy and delivery plan to maximise the economic potential of the supply chain, anchor the service sector in the UK and improve the supply chain’s export potential.</p>

unstar this property answer text <p>The Immigration Act 2016 creates a new Director of Labour Market Enforcement. They will be responsible for overseeing and setting priorities for the Employment Agency Standards Inspectorate, National Minimum Wage enforcement and the Gangmasters and Labour Abuse Authority. This will strengthen efforts to identify businesses that engage in labour exploitation.</p><p> </p><p>To enable more effective enforcement, we are creating:</p><ul><li>A new intelligence hub so that enforcement is targeted at areas of risk; and</li><li>A new regime of Labour Market Enforcement undertakings and orders, backed up by a criminal offence and custodial sentence, to allow us to tackle repeat labour market offenders and rogue businesses.</li></ul><p> </p><p>We have already reformed the Gangmasters Licensing Authority into the Gangmasters and Labour Abuse Authority with the ability to tackle labour exploitation.</p><p><strong> </strong></p> more like this
