The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010.</p><p>However, Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months to September 2023. Statistics also show the number of people charged with shoplifting offences has risen by 34% in the year ending September 2023, showing that police are taking action.</p><p>The Government is clear that violent and abusive behaviour towards any worker, particularly those who provide a valuable service to the public, is never acceptable. We have recently made significant steps to improve the police response to retail crime, including shoplifting and violence and abuse against retail workers.</p><p>In October 2023, the National Police Chiefs’ Council (NPCC) published the <a href="https://gbr01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fnews.npcc.police.uk%2Fresources%2Fe6e5n-gfsgg-qru39-qjnkc-dbait&amp;data=05%7C02%7CRebecca.Khosla2%40homeoffice.gov.uk%7C2866bb4a3f554fdf3e4208dc014e95e9%7Cf24d93ecb2914192a08af182245945c2%7C0%7C0%7C638386684221640764%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=k3DpuJZSdEOv4zGEcy3P7WC8Cajku%2F9%2BKH6vpSTM2Y4%3D&amp;reserved=0" target="_blank">Retail Crime Action Plan</a>. Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.</p><p>This builds on the NPCC commitment that police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender, including shoplifting.</p><p>October also saw the launch of Pegasus, a unique private-public partnership, which involves retailers providing data, intelligence and evidence to Opal, the national police intelligence unit on organised acquisitive crime, to develop a better strategic picture and help forces crack down on serious offenders.</p><p>In 2022, we took the significant step to introduce a statutory aggravating factor for assault against those who are serving the public. Section 156 of the Police, Crime, Sentencing and Courts Act 2022 means the public facing nature of a victim’s role will be considered an aggravating factor when it comes to sentencing for assault offences, allowing the court to give a longer sentence within the statutory maximum for the offence.</p><p>We are continuing to work closely with retail businesses, security representatives, trade associations and policing through the National Retail Crime Steering Group (NRCSG) to ensure the response to retail crime, including shoplifting, is as robust as it can be.</p><p> </p> answering member constituency Croydon South answering member printed Chris Philp question first answered 05/03/2024 16:20:16 answering member 4503 label Biography information for Chris Philp

The Home Office is only able to comment on fire and rescue services in England.</p><p>A statutory duty for firefighters to respond to flooding is unlikely to make a significant difference to the Fire and Rescue Services, which already provide effective response to flooding incidents. The Federation of Wholesale Distributors is represented on the NRCSG.</p><p>On a national level, the Home Office works closely with the police-led National Business Crime Centre (NBCC) to understand the crimes affecting businesses and help ensure businesses and police are working effectively together. We have already increased the number of decision makers to over 2,500 as of January 2023. We will continue to increase the number of caseworkers to help clear the asylum backlog by the end of 2023.</p><p>We are also improving the productivity, volumes, and speed of decision making so that people spend less time in asylum accommodation. We are streamlining and modernising the end-to-end process, with improved guidance, more focused and fewer interviews, enhancing use of digital technology, and we are introducing a more efficient approach to how claims are handled by decision makers. The aim is to clear initial asylum decisions relating to claims made before 28 June 2022, when the Nationality and Borders Act measures came into force, by the end of 2023.</p><p>The Home Office is committed to making every effort to reduce hotel use and limit the burden on the taxpayer. This is why we are delivering a range of alternative accommodation sites, maximising hotel space, operationalising the Illegal Migration Act and continuing our hard work to clear the asylum backlog by the end of the year.</p><p>In line with our response to the ICAI review, FCDO published the updated UK In-Donor Refugee Costs methodology report alongside our latest Statistics on International Development.</p><p>The full methodology report can be found here. British nationality can be acquired through birth, descent, registration, and naturalisation (subject to fulfilling relevant statutory requirements). There is no power in law to grant British citizenship outside of the statutory provisions of the BNA 1981.</p><p>The Act reflects the principle that citizenship should be acquired on the basis of a close and continuing connection with the UK. We introduced a statutory aggravating factor for assault against any public facing worker via section 156 of the Police, Crime, Sentencing and Courts Act 2022. The aggravating factor applies in cases of assault where an offence is committed against those providing a public service, performing a public duty or providing a service to the public. This legislative change ensures the courts treat the public-facing nature of a victim’s role as an aggravating factor when considering the sentence for an offence.</p><p>As Minister for Crime and Policing, I chair the National Retail Crime Steering Group (NRCSG), this group is co-chaired by the British Retail Consortium. It brings together Government, the retail industry and law enforcement to develop our response to retail crime.</p><p>Crime surveys undertaken by the retail trade associations, such as the Association of Convenience Stores, the British Retail Consortium and USDAW are valuable sources of information and help to shape the discussion at the NRCSG.</p><p>The next meeting of the NRCSG will take place on 17 July and members will discuss the impact of the statutory aggravating factor for assault offences committed against retail workers and other public facing workers.</p><p>The Home Office has facilitated a number of task and finish groups, comprising members of the NRCSG. Recently these have aimed to encourage retailers to engage with their local Business Crime Reduction Partnership to work with police and support local efforts to reduce crimes like shoplifting, and how powers in the Anti-social Behaviour, Crime and Policing Act 2014 can be used to tackle prolific offending in retail settings, building on guidance already provided by the National Business Crime Centre. 	answer	answer is ministerial correction date of answer 14/06/2021 answer text <p>The PrePaid Financial Services (PFS) solution is a well-established Mastercard pre-paid card used by organisations across the UK as well as abroad and has undergone over 5 months of rigorous testing to integrate with Home Office systems.</p><p>Service users were notified of the transition in advance and a significant majority of service users have received their Aspen card and successfully activated them.</p><p>The service is functioning as expected. The cards are working, withdrawals and purchases are being made and the automated IVR activation line is operating well.</p><p>Transitions of this nature are complex, and plans to mitigate anticipated issues were, and remain, in place. Cash payments were made available in emergencies. We will continue to work with the remainder of service users to activate their cards and ensure they are supported throughout.</p><p>Our main focus is to ensure all remaining service users have an activated card so the new service can be accessed and support payments received. This service allows the public to report suspicious emails and potential phishing scams more effectively and easily to law enforcement. It has proved an instant success with the public, with over 5.8 million reports received and over 43,000 scams and 84,000 websites taken down since its inception in April 2020. To use the service, suspicious emails should be forwarded to: <a href="mailto:report@phishing.gov.uk" target="_blank">report@phishing.gov.uk</a>.</p><p>As well as this, we continue to encourage the public to forward suspicious text messages to 7726 (which is free of charge) and anyone who has been a targeted by a scam to report it. Action Fraud is the national reporting service for all victims of fraud and cybercrime and can be contacted by phone on 0300 123 2040 or through their website: <a href="http://www.actionfraud.police.uk/report_fraud" target="_blank">http://www.actionfraud.police.uk/report_fraud</a>. The online service relies on real-time information from the Home Office about an individual’s status and checks can be undertaken remotely.</p><p> </p><p>The online right to work checking service is part of our wider ambition to develop a border and immigration system which is “digital by default”, including providing evidence of immigration status. We are increasingly replacing physical and paper-based products and services with accessible, easy to use online and digital services.</p><p> </p><p>In March 2020, we introduced the COVID-19 temporary adjusted right to work and rent measures, which allow for remote checking for those individuals, such as British citizens, who cannot use the online right to work checking service. These measures were intended to be in place for a limited period, as they do not provide fully secure digital verification. The adjusted process allows document checks to be undertaken remotely, via video call, rather than face-to-face and for scanned copies of documents to be provided.</p><p> </p><p>We recognise the benefits this process has brought to employers and are mindful of the potential shift towards increased hybrid and remote working as the future model of many businesses. We consulted with our employer stakeholder groups on the use of the adjusted process and our review found the ability to undertake remote checks on all employees, not just migrant workers, has been beneficial.</p><p> </p><p>Consequently, we are now evaluating the potential for introducing a permanent digital option using specialist technology, including Identity Document Validation technology (IDVT) for those who cannot use the online checking service. It enables employers to undertake free digital checks on prospective employees with a biometric residence card, status under the EU Settlement Scheme or the new Points-Based System. The online service is more secure than physical document checks and relies on real-time information from the Home Office about an individual’s status.</p><p>Since its inception, the service has been used by employers over 150,000 times and feedback from employers and user groups has been positive.</p><p>The online right to work checking service is part of our wider ambition to develop a border and immigration system which is “digital by default” for all migrants, including evidence of immigration status. Over time this means we will increasingly replace physical and paper-based products and services with accessible, easy to use online and digital services. As part of this, we continue to work closely with employers and employers’ groups, including on the merits of specialist technology, such as Identity Document Validation Technology, in conducting checks.</p><p>In March 2020, we introduced an adjusted right to work checking process to support businesses through the pandemic.
