However, the Explanatory Note attached to the Protection of Freedoms Act 2012 referred to an estimate of 12,000 convictions recorded on the Police National Computer that could be eligible for the disregard regime. It is important to note that this figure may not equate to the number of living individuals, as individuals could have been convicted of more than one offence. Additionally, the convictions may be for offences that do not meet the disregard criteria; the activity must have been consensual, with a person of 16 or over, and must not be an offence today.
