The consultation document notes that mobile connectivity has been highlighted by a number of stakeholders, including the Peninsula Rail Task Force, and indicates that the specification for the next GW franchise, due to begin in April 2020, will seek proposals for significant improvements in mobile connectivity.</p> more like this

star this property answer text <p>The Department is not yet able to give a final figure for the costs of the repatriation operation as we are awaiting invoices from third parties. In line with the usual transparency guidelines on Government financial reporting, the final expenditure will be made clear in the annual accounts for the Department, the Civil Aviation Authority (CAA) and the Air Travel Trust (ATT), which should be published in June 2018.</p><p> </p><p>At this stage, the current forecasts suggest that the total cost of the repatriation operation remains broadly in line with the original estimate of around £60m.</p><p> </p><p>The Department is focused on making sure that there is clear burden sharing of the repatriation operation, and is seeking to recover costs of the operation from third parties. This is a continuing process and a final position on cost recovery is unlikely to be known until the completion of the administrative process; this may take several months. The Department will in due course be able to report back with more detail.</p>

star this property answer text <p>Network Rail are funded by the Department for Transport to submit the Development Consent Order for the Western Rail Link to Heathrow. The 2013 Aviation Policy Framework clearly sets out that developers should pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports.</p><p> </p><p>The Western Rail Link to Heathrow has a wider range of beneficiaries, and the Government will consider, along with other relevant stakeholders, the need for additional public funding. The quantification of non-airport benefit is dependent on agreement of the final design and decisions on the train operating company. This is expected in Summer 2019. The airport contribution would be subject to a negotiation, and review by regulators.</p><p> </p> more like this

star this property answer text <p>Development of projects that deliver journey time improvements in the southwest peninsula are included in Network Rail’s recently published Strategic Business Plan for Control Period 6 (2019-2024).</p><p> </p><p>Network Rail will also explore other opportunities for further improvements with their customers and the Peninsula Rail Task Force.</p><p> </p><p>The Government will however determine any new rail infrastructure enhancements proposed for CP6 using a new process, details of which are expected to be announced shortly.</p><p> </p> more like this

star this property answer text <p>The Department announced in February 2018 that it would develop bidding guidance later this year for authorities that want to set up lane rental schemes. It also announced that approval will be subject to certain conditions. These include that authorities must have a well-run permit scheme in place; schemes would apply to an authorities’ own works; charges should be used to encourage certain behaviour e.g. more joint works; and schemes should be trialled for a period of time. Finally, it would like to see authorities put in place caps for some major works so that these are not unfairly penalised.</p><p> </p><p>The relevant legislation allows local authorities to charge up to £2,500 per day on the busiest roads at the busiest times. Authorities can offer discounts and waive charges in certain circumstances.</p><p> </p><p> </p> more like this
